THE IDEA
The idea is simple, I wanted to create a top-down design set based in the canon-world of Naruto. At first my intentions are to develop the set in the sequence of the "data-books" (total of four from the original series and Shipudden).
THE SET
I'm trying to adapt as organically as possible the manga ideas into MTG logic, so those are some concerns:
Creature-centred set: the set has a big focus on maintaining creatures on the board and promoting combat, in order to do that destroy, exile and "retrieval" effects are rare, and regenerate is a more common keyword than usually.
Activated abilities: as majority of people know, the series became popular by the amount of abilities (jutsus) the characters have access to, many of them used as main traits of each character. Having this in mind I tried to apply Activated Abilities resembling those traits into many characters as possible.
Legendary issues: inspired by the Marvel Cube I will utilise "Characters" super-type as a synonym to "legendary creature".
Names: as I will use the data-books as sources my intention is to create multiples cards representing certain characters, usually one uncommon and one rare to represent the growth from the original series to Shipudden, and other times a specific card representing a specific "transformation" the character may have passed - as the names will still be the same the "Legend Rule" will apply.
Archetypes: as the process was heavily top-down I'm still managing to figure out how I can apply archetypes to the set.

Naruto definitely is not a white character. Naruto is heavy Red (impulsive, loyal, driven by emotions) with possibly some Blue (desire to improve self), and the shadow clone (temporary copies) fits with a red ability.
Saurtobi is a good fit for the character, except i don't think all those abilities would fit on a card. His monkey should be Legendary though.
Using "Village Rank" on the type line is going to be repetitive. Yeah, almost everyone is a human, but "Ninja" is generic enough term that you could change people to Monk/Warrior/Shaman/Cleric based on their powers set.
For the Hyugas, remove the Kekkei Genki text, and just give them the "Byakugan" keyword. Having both is redundant.
Kankuro's ability is a good fit, but it shouldn't be a keyword, just a printed ability.
All of your commons are too powerful and/or complex to be actual commons, and you should tone down the number of abilities on the characters, move some of the Justsu abilities to instant/sorcery/enchantment cards. You said you wanted to encourage creature combat, but so many activated and tap abilities and creatures with regenerate are going to bog the board down so that no one attacks because they cannot breakthough.

You are right, Naruto would be better red. The Sarutobi's text fit in the box with no big issues (I think it reached 8~9 lines).
The types I'm still thinking about, I don't know exactly if I'll do some tribals or effects related to types... Maybe add the Clans in some cards and change the ranks by some kind of "class".
The thing with Kekkei Genkai is that I intent to do some cards which resolve around that term, but I'm still not sure, maybe I'll just abolish it anyway.
I'm less preoccupied with the rarities because I have no intent on doing and proportional number of rarities as in a regular set, but I understand the issues with so many activated abilities, I'll work this out!

Naruto definitely is not a white character. Naruto is heavy Red (impulsive, loyal, driven by emotions) with possibly some Blue (desire to improve self), and the shadow clone (temporary copies) fits with a red ability.
Saurtobi is a good fit for the character, except i don't think all those abilities would fit on a card. His monkey should be Legendary though.
Using "Village Rank" on the type line is going to be repetitive. Yeah, almost everyone is a human, but "Ninja" is generic enough term that you could change people to Monk/Warrior/Shaman/Cleric based on their powers set.
For the Hyugas, remove the Kekkei Genki text, and just give them the "Byakugan" keyword. Having both is redundant.
Kankuro's ability is a good fit, but it shouldn't be a keyword, just a printed ability.
All of your commons are too powerful and/or complex to be actual commons, and you should tone down the number of abilities on the characters, move some of the Justsu abilities to instant/sorcery/enchantment cards. You said you wanted to encourage creature combat, but so many activated and tap abilities and creatures with regenerate are going to bog the board down so that no one attacks because they cannot breakthough.

You are right, Naruto would be better red. The Sarutobi's text fit in the box with no big issues (I think it reached 8~9 lines).
The types I'm still thinking about, I don't know exactly if I'll do some tribals or effects related to types... Maybe add the Clans in some cards and change the ranks by some kind of "class".
The thing with Kekkei Genkai is that I intent to do some cards which resolve around that term, but I'm still not sure, maybe I'll just abolish it anyway.
I'm less preoccupied with the rarities because I have no intent on doing and proportional number of rarities as in a regular set, but I understand the issues with so many activated abilities, I'll work this out!
