I enjoy designing prototype One Piece cards myself but confined to the following parameters:
(1) Keep the card text as simple as possible (user friendly)
(2) Most character abilities accumulated through enchantment/auras & equipments (which slowly increases their power over time as the proper skills/abilities are enchanted on them in future turns).
Devil Fruit abilities can be separated on auras too but to avoid making the cards interaction too complex, its better to embed the ability onto the characters directly.
Example of Strawhat Crew Characters (include):
Monkey D Luffy(U/R)(U/R)(U/R)(U/R)
Legendary Creature - Human Pirate
Trample, Annihilator 1 (Whenever this creature attacks, defending player sacrifices a permanent.) X, T: Put X rubber counters on Monkey D Luffy.
Remove a rubber counter: +1/+1 until end of turn.

Both the Trample & Annihilator 1 Ability, while accurately portrays the character is probably too much on top of the other abilities
The X, Tap ability represents the "eating & sleeping" steps required for Luffy to accumulate potential energy. Luffy can continue accumulating potential energy this way each turn, until needed for combat.
The "Remove a rubber counter: +1/+1 until end of turn." ability releases the stored potential energy accumulated during the "eating & sleeping" step above.
The strawhat equipment is on a separate card (probably with the exalted ability).
Roronoa Zoro(G/W)(G/W)(G/W)
Legendary Creature - Human Pirate
Double Strike when equipped.
Whenever Roronoa Zoro blocks or becomes blocked by a creature, Roronoa Zoro deals damage equal to it’s power to that creature.

When equipped with 3 equipments (which would probably give him bushido +1/+1 each, Zoro would deal up to 5 damage X 3 = 15 damage overall to whatever creature is blocking or blocked by him)
Sanji(W/U)
Legendary Creature - Human Pirate
Multikicker (B/R) (You may pay an additional (B/R) any number of times as you cast this spell.)
Sanji enters the battlefield with a +1/+1 counter on it for each time it was kicked.
Whenever Sanji blocks or becomes blocked by a creature, Sanji deals damage equal to the number of +1/+1 counters on it to that creature.

In keeping with the "kicking" theme, it feels appropriate to figure out a way to include the 'multikicker' ability.
Another ability which could be added: During your upkeep, you may untap target creature an opponent controls and gain 1 life.
But the current design is already way to complex as it is.
Usopp(U/R)
Legendary Creature - Human Pirate
1, Discard a card: Usopp deals X damage to target attacking or blocking creature, where X is equal to the discarded card’s converted mana cost.

In keeping with the 'bluffing/lying' or Usopp's natural tendency to over-exaggerate theme
Utilizing this version of Usopp encourages the player/controller to continuously bluff the opponent, threatening them with the possibility that you have a high CMC (Converted mana cost) card in your hand to discard.
Equipments are designed separately (which upgrades Usopp over time)
