1) New versions of old characters.
2) Old characters who never got their due on a card.

I want all of those, for sure, but can they exist in the normal rarities? I like the idea of purple as the special reprint rarity, here.

Legends specifically, deliberately didn't have reprints. Would it be prudent for us to include them - legendary creatures in particular? That just seems really out of sync with the spirit of the first two or three posts you and Guesswork had about this idea.
I don't think either of us were setting out to recapitulate every aspect of the design of Legends, just the interesting nostalgic parts. If we want a draftable set with real mechanical themes, and that can be played with Commander of all formats, we have to inherently conform with current design standards.
Is that perhaps too over-the-top? Yeah, we can certainly "lay the foundation for dozens of different stories." The whole thing with Bolas's Madaran empire was retroactively written anyhow.
Hey, something similar worked for Planechase! Those sets were the creative genesis of at least a couple recent planes (Innistrad, Theros, Tarkir).
I'm saying, do something similar, but for legendary stuff. Whatever excuse we need to throw a ton of unrelated legendary cards together.
Basically, I see this project as being a springboard to create all kinds of unique characters, places, items, etc. that could be expanded in future stories / sets. Fill this set full of writing prompts and plot hooks, essentially, but resolve none of them yet.

I think JuanCu's mechanic is interesting, but it's planeswalker-centric, and I'm thinking planeswalkers are not going to be a primary feature of this set, if they make the cut at all. That's my understanding right now, at least.

So, my understanding is that your beef is about the reprints. Let me know if I'm wrong about that.
Maybe think of it this way: Legends 1 couldn't have had any legendary reprints, because it was the first set to introduce legendary permanents. Now that we have 20 years of legendary cards, doing Legends 2 without including some of those cards seems like a bait-and-switch. If I'm a random Magic player, and I see a product called "Legends" on the shelf at my local game store, I'm probably going to think, "Hey, can I crack a Vendilion Clique / some other awesome legendary card I already know in this set?"
It's a natural assumption.
Now, I don't want to make it the main focal point of the set, but I think it's a great handshake to existing players who want to see some of their favorite legends in print again.

Well, I think you've maybe stumbled across "awesome thing #4" for this set. To recap:
Commander-style play (i.e., mechanics that focus on one legend)
Build-a-party play (i.e., mechanics that focus on interconnectedness between legendary creatures)
Build-a-world play (i.e., mechanics that focus on using multiple legendary card types)
Build-a-hero play (i.e., what you've just suggested)
Now, I'm not sure that JuanCu / Legend's "knack" mechanic is the right way to do it, here, but I think you're definitely on to something that we want to consider. Because, you're absolutely right, one of the charms of Legends 1 was seeing how other people brought their roleplaying characters to life, and imagining that you could do it, too.
You make a good point about legendary reprints. The thing I don't like about reprints is that it rings of Modern Masters 3 instead of Legends II. If we start including relevant legendary reprints and we're designing with limited in mind, then that means the set as a whole will warp towards them and feel like MM3 rather than feeling like a return to Legends.

We're not trying to fix Kamigawa, we're trying to make a good set that, among other themes, has a strong legendary theme. Kamigawa basically failed even to do that. It didn't have any keywords that fit with legendariness - I guess technically there were flip cards, but those didn't, like, care about whether you played with legends, it just turned ordinary creatures into boring legends that had to fit in a teeny text box. It was designed more about being a confused parasitic mess than anything to do with legends.

As for the MM3 thing, I don't want to just include a bunch of power reprints. I only mentioned Vendilion Clique because, yeah, a little chaseness is probably good. But, I'm just as interested in seeing some long-lost nostaligic classics like Nebuchadnezzar, stuff that plays with legendary mechanics like Brothers Yamazaki, or offbeat weirdness like Phelddagrif among the reprints.
Also, Modern Masters derives much of its appeal from being a "competitive" product with a large density of chase reprints. If we have a whole bunch of reprinted legends, it stands to reason that we want some of them to be chase - about the same ratio, as it were, as we want chase new cards.
So yeah, a new set and an all-reprint set are inherently different from the get-go.
EDIT: As for reprints and stuff, I'll leave that up to yall. I trust yall, just didn't want something to go unsaid/misunderstood on my part and then half way through I'm like "wtf".

JuanCu's Knack idea is awesome. I just changed it so it didn't have to be supplemental. I believe in it. Especially in this context because it'd be even easier for drafters to create/augment a commander because there wouldn't be the two-color guild restraint.

This set can certainly accommodate some classic RPG elements, but I would see that more as a structural thing (build your own hero) or a flavor thing than a tribal mechanics thing.

Yeah, absolutely. I certainly liked Morningtide's class-tribal theme better than any other tribal theme from real or custom sets, but it could be a teeny little subtheme for us and add a fun mini element to the set without taking it over.

Subtheme sounds about right. I'm thinking cross-class tribal though, not same-class tribal. And only the classic, fundamental classes of adventuring parties. I think of these adventuring parties as the "little guys" of the world, the squirrels trying to get a nut, while the legends are the big players.
I envision that cross-class tribal would play similar to Allies except check for one of the other four adventuring party classes. So for example, a Warrior could check for a Cleric, Wizard, Rogue, or Archer, but never another Warrior or any other class. And the adventure party Warrior of each color (at common at least) would check for a different class than the other color Warriors. So for example, the Blue and Red Warriors wouldn't both check for Clerics.

Yeah, to be clear, this set should have some mini tribal elements. It should have its Rohgahh of Kher Keep or whatever. That is a classic role that legends have played. I'm just saying, don't dilute the legendary theme by forcing it to share center stage with tribal.

I'm saying, do something similar, but for legendary stuff. Whatever excuse we need to throw a ton of unrelated legendary cards together.
Basically, I see this project as being a springboard to create all kinds of unique characters, places, items, etc. that could be expanded in future stories / sets. Fill this set full of writing prompts and plot hooks, essentially, but resolve none of them yet.
I only like this as far as planeswalkers, tbh. I don't like it with commanders, and it's not right here.

The very fact that Legends didn't adhere to any but the most fundamental design conventions, and that it was a thoroughly top down set based on personal roleplaying/fantasy experience of the designers is exactly what makes Legends nostalgic. I'm not saying we throw all modern design conventions out of the window, but if we're not recapitulating the fundamental aspects of the design of Legends, then we're only fooling ourselves into thinking were designing Legends II. I fear we're rapidly leaning away from Legends Rediscovered and leaning towards the dreaded already-been-tried-a-million-times "Kamigawa Rehashed and Reseasoned with Eurofantasy Flavor".
Implementing the same mechanic for legendary permanents seems difficult or impossible.

Maybe think of it this way: Legends 1 couldn't have had any legendary reprints, because it was the first set to introduce legendary permanents. Now that we have 20 years of legendary cards, doing Legends 2 without including some of those cards seems like a bait-and-switch. If I'm a random Magic player, and I see a product called "Legends" on the shelf at my local game store, I'm probably going to think, "Hey, can I crack a Vendilion Clique / some other awesome legendary card I already know in this set?"
It's a natural assumption.
Now, I don't want to make it the main focal point of the set, but I think it's a great handshake to existing players who want to see some of their favorite legends in print again.
Actually I think "build your own legend" is even better suited for Legends II than Lords of Ravnica, because for one thing, Legendary Ability cards would be a new card type and Legends was the first set to introduce a new card type. But if ya'll don't want to use it, that's fine. If yall do, that's fine too. Great even. Same goes for "adventuring party". I have no interest in fighting for my preferences or ideas except for staying the hell away from "we can fix Kamigawa" land. We need to stay firmly in Legends territory.

As for the MM3 thing, I don't want to just include a bunch of power reprints. I only mentioned Vendilion Clique because, yeah, a little chaseness is probably good. But, I'm just as interested in seeing some long-lost nostaligic classics like Nebuchadnezzar, stuff that plays with legendary mechanics like Brothers Yamazaki, or offbeat weirdness like Phelddagrif among the reprints.
So yeah, a new set and an all-reprint set are inherently different from the get-go.

Or the interconnections of the four or five most basic RPG classes - Warrior, Cleric, Wizard, Rogue, Archer? I think this would be easier to implement/develop and better for limited play in terms of consistency and flow.
JuanCu's Knack idea is awesome. I just changed it so it didn't have to be supplemental. I believe in it. Especially in this context because it'd be even easier for drafters to create/augment a commander because there wouldn't be the two-color guild restraint.
I'm not saying I'm 100% against tribal mechanics here, but it really doesn't reinforce the legendary theme.
So, these knacks. (I really think skill or talent is the better term because it feels more neutral.) Do we want them for the hero-building aspect?

I envision that cross-class tribal would play similar to Allies except check for one of the other four adventuring party classes. So for example, a Warrior could check for a Cleric, Wizard, Rogue, or Archer, but never another Warrior or any other class. And the adventure party Warrior of each color (at common at least) would check for a different class than the other color Warriors. So for example, the Blue and Red Warriors wouldn't both check for Clerics.
