I wonder if there should be some kind of Commander angle to the set. Not a traditional Commander release, maybe, but some kind of hybrid between a normal large set and a Commander set. Just a thought.
I'm cool with this being a just you'n'me thing, so I'm not thinking of seeking out other collaborators, but if someone comes along with ideas I personally would be glad to have their help.

At this point, "legendary matters" and multicolor are the only two things I'm set on, mechanically. I don't know if "multicolor" should extend to hybrid or not.
A commander angle sounds great. Could this possibly a place where you could allow players to draft Commander decks? It would present some serious challenges like non-compliance if people don't draft legendaries, having enough playables within color of a legendary you have, finding the right size / number of cards for a singleton limited deck, and ensuring there are enough cards that decks don't all look the same due to the singleton nature of the format. So it's probably not the best idea. Looking forward to seeing how this pans out!
The "Commander draft" idea occurred to me, too! But, I think you'd definitely have to nix the Singleton aspect of Commander in order for that to work, and of course the deck size rules would need to change. So, it really wouldn't be Commander, but some other variant format.
Promoting this set as a lead-in to some kind of variant format might be its undoing, though. So, maybe we can find a way to emulate the Commander experience through the set mechanics? I guess I'd consider the variant format idea, but there are a few strikes against it from the start.
400 seems to be a magic number to communicate "This set is purposely way huge," but that's probably too much.
I think the problem when you go that large is that draft archetypes become less reliable.
Unless, of course, you have some special rarity that still allows each common / uncommon to show up in roughly normal numbers, a la purple rarity in Time Spiral.
I like the idea of building the set as a roughly Khans of Tarkir-sized set (~269), but then having maybe an additional 1-per-pack rarity, a la purple / DFC's, that would allow us to kick the set size up to 310-ish.
That's also wise, although, what would we do with that rarity class? All-legendaries?
I like the idea of legendaries taking up the normal rare / mythic slots. "Every rare / mythic is legendary" is an idea that excites me.
(That kind of implies no planeswalkers, and I'm actually OK with that if you are. We did say throwback set, right?)
Now, I'm not saying that this should have draft mechanics like Conspiracy, but I'm wondering if maybe there could be some kind of mechanical connection between all of the special-rarity cards. Again, probably not DFC's, either. But some kind of card that makes the Legends 2 experience special, without it simply being a 2-rares-per-pack situation.
Conspiracies, DFC's, and purple cards are the model for the set structure, but not necessarily the mechanics, in other words.
For the "special" rarity card: what about some kind of opening hand mechanic?
Like, you can begin the game with that card in your opening hand if you draw one fewer card. And, I guess maybe those could be the legendary cards? This might solve the problem of too few legendary cards showing up in play for a set based around legendary mechanics.
If I could make a suggestion? Have your "purple cards" all be legendary reprints from other (official) sets/planes. Still do most (or all) rares/mythics as legendary, but having purples be returning characters that are known & loved gives some flexibility for rare cards that care about legendaries. Just an option.

I may have an idea that would help hide this fact.
That being said, Legends wasn't designed with Limited archetypes in mind because Limited didn't exist yet. I'm not saying we shouldn't consider Limited, just that we shouldn't concern ourselves with engineering archetypes but should instead design wildly flavorful and fun cards and just see what archetypes emerge from them (if any). Just my two cents. If yall want to focus energies on archetypes I'm not gonna fight it. I just wanna design.

I think my idea for an opening-hand mechanic makes sense in draft, when the element of randomness comes from the draft itself, but I hadn't been thinking about Constructed, and I agree that it's degenerate there. So, yeah.
Grandeur does have the opposite problem in that it's interesting in Constructed but probably useless in draft, but that doesn't mean that I want to exclude it for that reason.
[EDIT]: I'll also put myself out there as "the guy on the design team who cares about Limited", because draft / sealed are the sanctioned formats that I play. I won't try to force this to be a Limited-first affair, but I'll probably be the voice who chimes up about making sure something works for Limited play.
So what do we do to make legends super fun to play with?
1) Legends are unique. There Can Only Be One. Exalted? Grandeur. Your legend can more often and not be your win condition. Maybe some of them have built-in alternate wins.
2) Legends are part of an adventuring party. They work together and team up. Bonuses for two different legends attacking, blocking, or activating abilities together.
3) Build a legendary kingdom. Encourage playing legendary creatures alongside legendary artifacts, enchantments, and lands.
I'd love to see a mechanic that allows you to really focus on a single legend, if that's what you want to do. Pseudo-Commander, basically. (And hopefully, this is also where the Commander compatibility would come in.) This was the thought leading to my opening-hand idea, but yeah, a different angle is necessary...
And I love the idea of another way to support a party of legends. "Bands with other" revisited? For those players who don't want to focus on just one legend.
And the "multiple legendary types" approach is very interesting, and especially suitable, I think, for this kind of set. I'd be interested to see how it plays out.
I agree that we should find mechanics to develop each of these three play styles, at least.

This is in the vein of my idea. Give me a few. It's a simple idea, but it still needs a little refinement for presentation. I'm working on it as you read this.
Another thing to consider is that if you want the set to be Commander Compatible you'll probably need a lot of flexible cards than can be filler for most/all decks. IE, artifacts. Since you're currently considering themes, I'd think about how to get players who want to do Commander Mode the cards they need.
Some of the ideas are the obvious. "For each card type among legendary permanents you control..." The loner mechanic from Avacyn Restored, a la Homicidal Seclusion? And... exalted. Keep coming back to that one.

I am absolutely fine with doing a soft lock for exalted. It's the perfect returning mechanic: really works with the theme, plays great in all formats.
I say, consider it in, unless time proves that it needs to be otherwise.
I love Piar's idea of purple-rarity "timeshifted" legends the more I think about it. So, among all of the other things that we're doing, why don't we start a list of candidates for those cards. I have no idea how big the chunk ought to be, but it can certainly be 100+ if it needs to be. The important part is that they're awesome and that they play well with the rest of the set.
So yeah, a few of our timeshifted legends can be straight-up reprints, but we can/should also have:
1) New versions of old characters.
2) Old characters who never got their due on a card.
3) Future Sight-ian glimpses of characters from never before seen planes.

I may have an idea that would help hide this fact.
That being said, Legends wasn't designed with Limited archetypes in mind because Limited didn't exist yet. I'm not saying we shouldn't consider Limited, just that we shouldn't concern ourselves with engineering archetypes but should instead design wildly flavorful and fun cards and just see what archetypes emerge from them (if any). Just my two cents. If yall want to focus energies on archetypes I'm not gonna fight it. I just wanna design.

I think my idea for an opening-hand mechanic makes sense in draft, when the element of randomness comes from the draft itself, but I hadn't been thinking about Constructed, and I agree that it's degenerate there. So, yeah.
Grandeur does have the opposite problem in that it's interesting in Constructed but probably useless in draft, but that doesn't mean that I want to exclude it for that reason.
[EDIT]: I'll also put myself out there as "the guy on the design team who cares about Limited", because draft / sealed are the sanctioned formats that I play. I won't try to force this to be a Limited-first affair, but I'll probably be the voice who chimes up about making sure something works for Limited play.
1) Legends are unique. There Can Only Be One. Exalted? Grandeur. Your legend can more often and not be your win condition. Maybe some of them have built-in alternate wins.
2) Legends are part of an adventuring party. They work together and team up. Bonuses for two different legends attacking, blocking, or activating abilities together.
3) Build a legendary kingdom. Encourage playing legendary creatures alongside legendary artifacts, enchantments, and lands.

I'd love to see a mechanic that allows you to really focus on a single legend, if that's what you want to do. Pseudo-Commander, basically. (And hopefully, this is also where the Commander compatibility would come in.) This was the thought leading to my opening-hand idea, but yeah, a different angle is necessary...
And I love the idea of another way to support a party of legends. "Bands with other" revisited? For those players who don't want to focus on just one legend.
And the "multiple legendary types" approach is very interesting, and especially suitable, I think, for this kind of set. I'd be interested to see how it plays out.
I agree that we should find mechanics to develop each of these three play styles, at least.

I love Piar's idea of purple-rarity "timeshifted" legends the more I think about it. So, among all of the other things that we're doing, why don't we start a list of candidates for those cards. I have no idea how big the chunk ought to be, but it can certainly be 100+ if it needs to be. The important part is that they're awesome and that they play well with the rest of the set.
