I realize 1U, 1UU, 1UUU is a nice progression of mana costs, but it seems to be somewhat responsible for the problems here. Lands returned just don't scale in power at the same rate mana paid does, so effects you're willing to return three islands for are too powerful hardcasted at 4, and effects that are reasonable at 4 seem too weak to want to return the islands for. I'd experiment with having the rare be 5 or 6 mana.

I'm curious why 5 mythic slots are reserved for colorless. Please tell me it's not a cycle of lands.
There won't be 5 lands, or even ultimately 5 colorless mythics. As per usual, there will be some asymmetry among the number of rares / mythics for each color. I just haven't decided what that looks like, yet. I just know that each color will get at least 2 mythics, but some will get 3.
As for The King Below, he's on the borderline because I'm not 100% sure about legendary stuff in this set, and because something is nagging me that I can make him bigger, Timmy-er, and cooler than he is right now. Also because that kicks me up to 3 black mythics for sure, and I want to conserve mythic slots for my very best ideas in all colors.
