I had always pictured the porcelain city literally surrounded by clouds. It does move, but it always has clouds surrounding it. I mean, you see giant groups of clouds all the time and never think "is there a city above them?" Of course eventually they found out, but before that no one say a group of clouds as an unnatural phenomenon. (This is also why the Aven didn't really go down to the surface either. If you've played Skyward Sword, it's a bit like that.
EDIT: Also I never really imagined the B(W/G) conflict as a really physical one so much as it was a conflict of ideals. They're both creating creatures out of clockwork machinery, but the druids are trying to replicate and preserve nature while the necrotechs are making a mockery of it. (Also, i don't know who came up with the name necrotech, but good job.)

maybe the necrotechs should be an anarchist underground kinda group? sharing information and combining attacks in an effort to take what they think should be theirs? This way they could be all over- among dissatisfied druids even, who are convinced that death is as vital a creation as life and relish its power and the resources that are available if they break the natural cycle and throw death to the forefront.

isn't fighting against the lawman (yes there are conflicts but that's to be expected considering the "Wedge" makeup of the frontier.) Who is fighting is the part of the Brass Council.
(Also, i don't know who came up with the name necrotech, but good job.)

Freedom vs. Security?
I always liked the old gilded age 'expose the corruption' feel. what if security is just a veneer, and the Iron City folks are poisoning the people to make them buy medicine, bribing laws into place that force people to buy more product, assassinating dissidents and muscling under the puppet politicians.
I definitely think the U/B corporation should be the corrupt type, whereas the B/R group should be more the independent, entrepreneur businessman type.

BR is more focused on outlaws as opposed to buisnessmen.
While I think it's good to establish all this background for some of the new members, we do still have a prophet to name.
Definitely, but I think it would be a shame to just paint everything aligned with B as evil/corrupt/etc etc. Part of the allure of the West is freedom (red) and a better life for yourself (black). I'd like to see, if not a heroic character, at least a good B/R character.

I don't really want to make a good black character if it means sacrificing what black is all about.
Yes, but there's nothing against someone doing good for themselves, and believing it will help out humanity. I'd love to see a "railroad tycoon" analog, maybe someone who develops a form of transport of goods, who expects his vision to help make life easier for others (while at the same time, lining his pockets as a happy side effect.)

After all, I didn't say the person was a railroad tycoon who was laying tracks to help out people at the edge of the frontier. They're doing it to make a profit, first and foremost. Any help that the people get is a bonus.
Picture a company that makes life-saving kits. I'm sure the people running the company are proud of all the lives their kits save. But if they aren't running a profit, then they can't sell the kits, they can't expand, etc etc. So in fact, being proud of their product ensures continued success.

This is true, but that's not really a hero then. Can black characters do good for others? Well of course, but I don't really see them as "good guys".
Eh, I think "Hero" is a bit much. I guess getting a black character that wasn't an obviously evil bad guy would be a starting point. If we have a black/red businessman who pays his workers relatively well, and provides a valuable service, that's "good" enough for me.
For continuity's sake i would prefer if we keep the buisnessmen in UB and the outlaws in BR. It makes it a lot easier to distinguish each faction. (IMO it'd be a bit like having a BR zombie in innistrad. Yeah, it might make sense on some levels, but that space is reserved for vampires so it messes things up)
If you want, you can see Tecksa Rend as a less civilized version of this character. Tecksa (this is a name i can live with, but still don't like. Would it really be that bad just having her be named Tessa?) is BR and leads the Mavericks. While in general the Mavericks are just out to cause trouble, Rend is the only one who can really see the big picture (which is why she's gravitated towards the top of the totem pole). Rend has been able to use the Mavericks to her advantage, bending them to her will. In a lot of ways she's just helping her self, as leading the Mavericks has given her riches and power beyond reason, but she also looks out for her own. The Mavericks are made of outlaws deemed too brutal for eastern life. Rend has given them a new life and a new purpose. While she's undoubtedly selfish, she's also given these deadbeats a new lease on life and had a much more drastic impact on the Brass Council than the less trigger-happy marshalls have.

Uh... I think you have it backwards. The mavericks are the trigger- happy ones not the Marshalls. I always thought of the mavericks as being everything that was wrong with the frontier, while the big horns and the Marshalls (at least their leadership) represented everything that could be right with the frontier.
Yeah, hence the phrase "less trigger happy Marshalls" because the Marshalls are less trigger happy.
The Mavericks are a band of thugs and villains so vile they give out laws a bad name. They steal and murder and plunder as they please, laying waste to the midlands in the process. But with out the mavericks all of those thieves and murderers would have just died to the harsh desert or gone insane wandering the wastes. The Mavericks gave them purpose, even if that purpose was to cause chaos. This is a good thing for them, even if it's a very very bad thing for everyone else. I was just trying to show how you could consider Rend an anti-hero in her own right.
Additionally, the Marshalls being less trigger happy means they're also less effective. The Mavericks have made stunning displays of disobedience the likes of which the marshalls shutter at. While the brass council refuses to negotiate with the Mavericks, their actions speak louder than their words.

Let's assume these white raiders are of the tough love variety, taking more than is needed to live, leaving even the innocent in their wake, hoping to drive the people back to the cities, where they believe it will be safer.
Suddenly, the most powerful in the area- Alister Marshall, Tecksa Rend, and Big Horn, are faced with a decision- unite or die. Marshall, being the most famous, is the one sent to go recruit more while the other two stay with the Mavericks, Marshalls, and Big Horns prepare a strong defense against incoming vigilantes.
honestly, I think Mr Marshall could be a wedge legend himself. WBR of course.
