I understand the distinction you're going for - fish-like, almost feral merfolk as opposed to traditional mermaids - but I think the distinction should be made through the art, the card's colors, the card's function, and the card's name, and it's class (ie, have the feral merfolk be spellshapers and mystics, have the mermaids be druids and shamans, etc.). I feel like separating them by an entire creature type, even if they come from two wholly different origins, makes all the cards that are mermaids instead of merfolk feel a bit 'off' to me.

Concerning mermaids, since this is coming up quite often, here is my (lengthy) take on it:
I design everything with the thought in mind, that I have to find artwork for it at some point. While I don't mind that the art doesn't depict exactly what's going on in the card, I very much want the art to be homogeneous and I'm very picky about that. So, as I was trying to define the races in the set, I looked around what people actually like to draw. And I found out that people love to draw mermaids and also somewhat distorted fish-women. The differences in what people draw are stepless though.
But I had to make a distinction somewhere. I wanted to have different races for the different colors, and not just Merfolk all over the place. Of course everything in the set would be fish-like people, so the differences between them wouldn't be that big. But I don't see any problem with that. Magic draws from a broad range of fantasy tropes and because of that summarizing all fish-people as Merfolk makes sense, but if you solely focus a set on that specific fantasy trope, you naturally have to come up with finer distinctions and nuances.
If Magic started out as a card game that plays entirely underwater and I would say: "You know what? Let's make a not-water set. I'll have elves and humans.", would you respond that elves and humans are basically the same and I shouldn't make two different creature types? Give me a reason why Somberwald Sage is a human instead of an elf, other than that she's from Innistrad.
But back to my design process: I looked at the artworks and tried to forge three to four different races from them. And I came up with this: The Merfolk paradigm: link (and other artwork by Aaron Lovett) The Mermaid paradigm: link The Naga paradigm: link (I chose the word Naga over Gorgon specifically because it has no meaning in Magic yet.)
It is unfortunate that the merfolk and mermaid words are so close, but there is no better word for mermaids and I also considered changing the merfolk to fishfolk. However, merfolk players would be super angry for not getting any new cards to play with in a freakin' underwater set! I made this guy mostly to give Merfolk in eternal formats a very powerful new (theoretical) card. Since modern merfolk are very militant, I decided to extend them to W. And thus the races became based on the allied color pairs.
Now to your actual concerns: As with elves and humans, there is overlap between mermaids and merfolk. I do intend to differentiate them as best as I can, but both share W as a color. Because they are in white, I went for a very Azorius-esque society for the merfolk. And what I realized for mermaids is that you can't have only "hello-kitty-island-adventure"-mermaids in white, but you have to also have knights and soldiers - that's what white is mostly about. In green you get the druids and shaman.
Concerning the art, as I said above, the differences are stepless. Sometimes a piece I really like could be seen as either.
As I continue working on white, I try to improve the distinction between the two races by swapping abilities, creature types and artworks. Some mermaids should be merfolk and vice versa (and I appreciate feedback on that, but I wanted to dispute the "Why are there mermaids?"). One thing I thought about was introducing "Bard" for mermaids. Seahorse Rider is the best attempt at a mermaid knight I think; it keeps the "hello-kitty-island-adventure"-flavor of mermaids.

After doing some research and looking for synonyms for the word 'mermaid' respectively looking for alternative translations of the germanic myth, I found the rarely used 'Nixie' to be somewhat fitting. I still like 'mermaid' more, since it conveys the 'Arielle' flavor of the race better, but if it helps to prevent confusion, I would be ok with changing it. Again, the problem here is that the D&D definition of a merfolk (which Magic uses) is different from the classical one which is the paradigm for the mermaids - however both use the same word.
Unrelated to that, I have cut down the size of the skeleton from 250 to 190 cards.

I started printing out cards and attempt to do some testing during the holidays. I'm looking for some final feedback before that phase. I'm not looking for any big changes, but "This card is a bit unintuitive" or "That card has the wrong rarity" and stuff like that.
Here are some of the problems that I recognize:
White needs a card that supports the seahorse theme ('control exactly two creatures')
Blue needs a few defensive creatures.
Black should be the primary color for Swallow, yet it appears only at uncommon+.
Red needs a few more ways to make use of the tokens.
Green needs some form of sacrifice fodder.
Overall: Build your own-battlecruiser playstyle with ROE's umbras still isn't 100% there. A creature is either a battlecruiser or not.

Just as a general bit, I love your keywords. Melody is hit or miss with me, but the rest are awesome and flavorful, I wasn't sure how I felt about the set till I started looking through the cards and seeing how it all works out. I like Level Up in general, but at times its another hit or miss with me, the custom ones are all awesome however, especially Swallow (I'm a big Devour fan, so this resonates with me).
Depths of the Mind - This is really swingy, in Limited for instance the ability to do it nearly every turn, even as a "look at the top five" and then name something else for 1U more could be a bit amazing. Also Instant makes it playable on your opponent's end phase, which buffs it even more.
Facestealer - Very interesting, not sure how the wording should be.. I like the idea though.
Ruins Explorer - Oh if this were in constructed the infinite loops possible.. Sharuum decks everywhere would kill for this. For the set itself, in a vacuum, it works though.
Murloc Goliath - Simple, effective, I like it.
Attacked by Jellyfish - Not sure how I feel about this, I'd almost rather see it weaker/cheaper than so expensive/potent potentially. Even at +2 instead of +4 and 2 damage instead of 4 damage it'd be powerful and useful.
Gluttony - SPELLS you cast have Swallow? Creatures.. would be better I'd think. I love love love the idea though.
Memory Bolt - Very interesting, I like it.
Traitorous Beauty - I wish there were more cards like this in normal Magic.
Chorus of the Garden - This is a bit effective, 5 CMC 4/4 Vigilance is good. At Uncommon its really good, and the ability to reduce a spell by 2 mana of ANY COLOR is drastically useful. In Limited this would be AMAZING. I'd consider weakening him a bit, at least in power/toughness.
Fanged Eel - Very very effective for cost, not sure what to do though.

So, if I understand you correctly, there are both well and badly designed cards with melody and level up? Can you point out what's disturbing you on some of them?
Depths of Mind: You don't return the card once you find what you're looking for. It's a tutor basically with a variable mana cost (mean value ~8 with 4 copies of the card).
Attacked by Jellyfish: I don't think it's too powerful, but I can change the numbers if it feels off.
Gluttony: Restricting it to creatures would definitely be more flavorful. Have to weigh the pros and cons; it would make it less of a Johnny card if you restrict it.
Traitorous Beauty: Should this cost 4 and be a 3/1 or is it good at 5?
Chorus of the Garden: The paragon was Village Survivors, which is 4/5 vigilance + marginal upside for the same cost (vs. 4/4 vigilance + better upside). I'm ok with this being one of the chase uncommons in the set.
Fanged Eel: Reduce it to 2 lifegain again?

For what it's worth, every equipment or aura that I playtested for Caeia was absurdly powerful and all (or almost all, can't remember if one stayed in) were cut. For 2W this is a very powerful card. Not saying it's too powerful, but I'd keep an eye on it if I were you.

Guardian Light: Well, there is Shield of the Oversoul at common, which I found very baffling as I searched in gatherer for similar cards.

Depths of Mind: Which game? I think at U it's too crazy.
Murloc of Miracle Deeps: Does the place have to sound dark because it's black? The murlocs are uninvited guests in the 'Miracle Deeps', destroying it and all that stuff. Maybe 'Pest of Miracle Deeps'?

Elder of Deephome - I've never been a big fan of cards that create multiple tokens. What about making him creature multiple 3/1s instead of the 7/1?
RE: Cockatrice - Once it's ready to go, just a copy of the MSE file would suffice. I'm good with MWS too, it's just a matter of when I can find time or not. Never know when my job might cast Sudden Disappearance on me again.
Edit: Nevermind, I've never seen a colorless intimidate creature so it confused me.
Basically, it can't be blocked except by artifact creatures (also that's true for all other creatures you control with intimidate as long as it sticks).

Wrote some thoughts on that guy here. I want to test him the way he is now - I feel like he's still below the power level of the uncommon monsters (Cyclopean Horror, Brood of Nolgul, Wurm of the Abyss).
Murloc Goliath feels green, even with Swallow attached to it. It's also a bit too good as an uncommon, compared to Ivy Elemental.
I know the X-power thing is more green, but I still like it as black and don't think it's too much of a color-pie bend. I like the overall flavor, a mutant (black) that's eating creatures to become bigger. Ivy Elemental is a very old card - it would probably be uncommon nowadays.

Cards: I forgot to update the "To do-list." Some of the cards I've already taken care off. For example, I don't need an uncommon whale anymore, I just moved the common one to uncommon, since people suggested it should be uncommon.
Flash Flood Kraken: Solid card, maybe a bit too powerful for a common.
Hiding Turtle: Turtle? I like it! I would reduce the toughness by 1 so that most fully leveled levelers can get through (and cost by 1).
Shark Bait: I don't want to punish levelers. I also decided for a card in that slot, Memory Bolt.
Suddenly Sharks: Why isn't it a creature? With swallow. I think I'll end up making such a card for that slot.
Horned Shell Defense: I would give it +2/+4. Green needs some ways to punch through damage.
Horn Saber: Odd flavor, a saber buffing toughness. This is probably the best implementation of "number of colors matters" Civic Saber would be too good of course. But making Lantern Bearer a 2/7 with this stalls the game sooo much.
Hardened Exoskeletons: I was thinking more like "Target creature gets +2/+2 until end of turn. If you control exactly two creatures, each of those creatures get +2/+2 until end of turn instead."

I love where the set is going... one thing that still bothers me, however, is the mermaid subtype. I understand the distinction you're going for - fish-like, almost feral merfolk as opposed to traditional mermaids - but I think the distinction should be made through the art, the card's colors, the card's function, and the card's name, and it's class (ie, have the feral merfolk be spellshapers and mystics, have the mermaids be druids and shamans, etc.). I feel like separating them by an entire creature type, even if they come from two wholly different origins, makes all the cards that are mermaids instead of merfolk feel a bit 'off' to me.

Concerning mermaids, since this is coming up quite often, here is my (lengthy) take on it:
I design everything with the thought in mind, that I have to find artwork for it at some point. While I don't mind that the art doesn't depict exactly what's going on in the card, I very much want the art to be homogeneous and I'm very picky about that. So, as I was trying to define the races in the set, I looked around what people actually like to draw. And I found out that people love to draw mermaids and also somewhat distorted fish-women. The differences in what people draw are stepless though.
But I had to make a distinction somewhere. I wanted to have different races for the different colors, and not just Merfolk all over the place. Of course everything in the set would be fish-like people, so the differences between them wouldn't be that big. But I don't see any problem with that. Magic draws from a broad range of fantasy tropes and because of that summarizing all fish-people as Merfolk makes sense, but if you solely focus a set on that specific fantasy trope, you naturally have to come up with finer distinctions and nuances.
If Magic started out as a card game that plays entirely underwater and I would say: "You know what? Let's make a not-water set. I'll have elves and humans.", would you respond that elves and humans are basically the same and I shouldn't make two different creature types? Give me a reason why Somberwald Sage is a human instead of an elf, other than that she's from Innistrad.
But back to my design process: I looked at the artworks and tried to forge three to four different races from them. And I came up with this:

The Naga paradigm: link (I chose the word Naga over Gorgon specifically because it has no meaning in Magic yet.)
It is unfortunate that the merfolk and mermaid words are so close, but there is no better word for mermaids and I also considered changing the merfolk to fishfolk. However, merfolk players would be super angry for not getting any new cards to play with in a freakin' underwater set! I made this guy mostly to give Merfolk in eternal formats a very powerful new (theoretical) card. Since modern merfolk are very militant, I decided to extend them to W. And thus the races became based on the allied color pairs.
Now to your actual concerns: As with elves and humans, there is overlap between mermaids and merfolk. I do intend to differentiate them as best as I can, but both share W as a color. Because they are in white, I went for a very Azorius-esque society for the merfolk. And what I realized for mermaids is that you can't have only "hello-kitty-island-adventure"-mermaids in white, but you have to also have knights and soldiers - that's what white is mostly about. In green you get the druids and shaman.
Concerning the art, as I said above, the differences are stepless. Sometimes a piece I really like could be seen as either.
As I continue working on white, I try to improve the distinction between the two races by swapping abilities, creature types and artworks. Some mermaids should be merfolk and vice versa (and I appreciate feedback on that, but I wanted to dispute the "Why are there mermaids?"). One thing I thought about was introducing "Bard" for mermaids. Seahorse Rider is the best attempt at a mermaid knight I think; it keeps the "hello-kitty-island-adventure"-flavor of mermaids.

I started printing out cards and attempt to do some testing during the holidays. I'm looking for some final feedback before that phase. I'm not looking for any big changes, but "This card is a bit unintuitive" or "That card has the wrong rarity" and stuff like that.

Depths of the Mind - This is really swingy, in Limited for instance the ability to do it nearly every turn, even as a "look at the top five" and then name something else for 1U more could be a bit amazing. Also Instant makes it playable on your opponent's end phase, which buffs it even more.
Facestealer - Very interesting, not sure how the wording should be.. I like the idea though.
Ruins Explorer - Oh if this were in constructed the infinite loops possible.. Sharuum decks everywhere would kill for this. For the set itself, in a vacuum, it works though.
Murloc Goliath - Simple, effective, I like it.
Attacked by Jellyfish - Not sure how I feel about this, I'd almost rather see it weaker/cheaper than so expensive/potent potentially. Even at +2 instead of +4 and 2 damage instead of 4 damage it'd be powerful and useful.
Gluttony - SPELLS you cast have Swallow? Creatures.. would be better I'd think. I love love love the idea though.
Memory Bolt - Very interesting, I like it.
Traitorous Beauty - I wish there were more cards like this in normal Magic.
Chorus of the Garden - This is a bit effective, 5 CMC 4/4 Vigilance is good. At Uncommon its really good, and the ability to reduce a spell by 2 mana of ANY COLOR is drastically useful. In Limited this would be AMAZING. I'd consider weakening him a bit, at least in power/toughness.
Fanged Eel - Very very effective for cost, not sure what to do though.
RRR Khorenthos - The Red Block (Feedback needed!) RRR
Depths of Mind: You don't return the card once you find what you're looking for. It's a tutor basically with a variable mana cost (mean value ~8 with 4 copies of the card).
Facestealer: The wording should be correct I think (Cryptoplasm, Dominating Licid, Breaking Wave). The question is if people get what it's supposed to do?
Attacked by Jellyfish: I don't think it's too powerful, but I can change the numbers if it feels off.
Gluttony: Restricting it to creatures would definitely be more flavorful. Have to weigh the pros and cons; it would make it less of a Johnny card if you restrict it.
Traitorous Beauty: Should this cost 4 and be a 3/1 or is it good at 5?
Chorus of the Garden: The paragon was Village Survivors, which is 4/5 vigilance + marginal upside for the same cost (vs. 4/4 vigilance + better upside). I'm ok with this being one of the chase uncommons in the set.
Fanged Eel: Reduce it to 2 lifegain again?
Thanks for the feedback. I won't make any immediate changes (I do that rarely), but I keep pondering about it until I finish the set.

For what it's worth, every equipment or aura that I playtested for Caeia was absurdly powerful and all (or almost all, can't remember if one stayed in) were cut. For 2W this is a very powerful card. Not saying it's too powerful, but I'd keep an eye on it if I were you.
Fish Generator//Lord. I love it. Only thing I would change is make the Lord ability 4+ (that's a huge mana sink at 5+)
A bit of personal trivia - this is roughly a variant of my favorite card of any card game of all time. I think it could cost U and be ok (but I'm crazy like that)
The name doesn't feel right. Change to something darker?

I would change the name to something else. As it stands, this makes me think it should be an instant or sorcery, not an aura.
Works just fine. I'm still a big proponent of universal counter manipulation, but I can respect the design choice.

Murloc of Miracle Deeps: Does the place have to sound dark because it's black? The murlocs are uninvited guests in the 'Miracle Deeps', destroying it and all that stuff. Maybe 'Pest of Miracle Deeps'?
Spawn of Ctaleth: There have been Horror creatures with class types before. Is it important? (I don't care much)
Attacked by Jellyfish: I want to change the name, but 'Swarm of Jellyfish' or something similar sounds like a creature. If you have an idea...
Memory Bolt: As I've said, my biggest concern was that there was never a 'Proliferate'-type effect outside proliferate, and it would be a completely new thing that probably reads awkward.

Btw, I love Battle Hymn's new art
Murloc Goliath feels green, even with Swallow attached to it. It's also a bit too good as an uncommon, compared to Ivy Elemental.
Attacked by Jellyfish has odd flavor; what if you're electrifying the creature, instead? Lots of damage to everyone it touches, but also to itself. I can't imagine how being covered in jellyfish could be used as a weapon.

Basically, it can't be blocked except by artifact creatures (also that's true for all other creatures you control with intimidate as long as it sticks).

Wrote some thoughts on that guy here. I want to test him the way he is now - I feel like he's still below the power level of the uncommon monsters (Cyclopean Horror, Brood of Nolgul, Wurm of the Abyss).
I know the X-power thing is more green, but I still like it as black and don't think it's too much of a color-pie bend. I like the overall flavor, a mutant (black) that's eating creatures to become bigger. Ivy Elemental is a very old card - it would probably be uncommon nowadays.
Fair concern, then he'll make three 3/1s.

Cards: I forgot to update the "To do-list." Some of the cards I've already taken care off. For example, I don't need an uncommon whale anymore, I just moved the common one to uncommon, since people suggested it should be uncommon.
Flash Flood Kraken: Solid card, maybe a bit too powerful for a common.
Hiding Turtle: Turtle? I like it! I would reduce the toughness by 1 so that most fully leveled levelers can get through (and cost by 1).
Shark Bait: I don't want to punish levelers. I also decided for a card in that slot, Memory Bolt.
Suddenly Sharks: Why isn't it a creature? With swallow. I think I'll end up making such a card for that slot.
Horned Shell Defense: I would give it +2/+4. Green needs some ways to punch through damage.
Horn Saber: Odd flavor, a saber buffing toughness. This is probably the best implementation of "number of colors matters" Civic Saber would be too good of course. But making Lantern Bearer a 2/7 with this stalls the game sooo much.
Hardened Exoskeletons: I was thinking more like "Target creature gets +2/+2 until end of turn. If you control exactly two creatures, each of those creatures get +2/+2 until end of turn instead."

Really? It's the only translation I got for what I was looking for (normally you guys have like 15 different words for one thing that themselves have 15 different meanings).
I don't like Duo / Doublet. That doesn't have flavor. "Romance"? Or just scrap it again.
