The set theme is Spirits, obviously, and the connection between mortal and Kami. The next set in this block moves more toward other things though.

I tried commenting before but my internet died on me. So, here are contracted comments.
Mechanics - This is looking too similar to the original Kamigawa, which doesn't really show off your creativity. I'd prefer not to see all the same keywords, but rather your take on this world and how it has changed since we last visited it. I do like the idea of spirits and mortals working together against a common foe.
Spiritcraft has had its simplest iterations done, and doesn't really show working together unless it's on non-Spirits, which makes it less playable. Aether Soul would be a better fit, and if you want to avoid having too many token sizes, why not go with Evoke? Seeing Shrines have a new mechanical identity would be awesome, as I feel they weren't really explored in K1.
Cards (just white and colourless for now):
Honden of the Ghostly Flame - Dunno why it costs 6, given the effect is kinda banal by itself. Nissa's commentary is gold though.
Sisters of Flesh and Spirit - Every colour having access to a 3/3 indestructible flier for 5, with upside, is quite worrying.
Atlas Budoka - Just to nitpick, but vigilance and lifelink serve a similar function in that they allow you to attack without worry of having no defence. best not to see them together on an uncommon.
Awing Kami - Nice, though the flavour text makes little sense as it's not alive.
Bonds of Flesh and Spirit - Why is white granting intimidate? Joint Assault feels more green as it's 4 points of extra power for only one mana. Also, reword to: "Choose target SPirit creature and target non-Spirit creature you control. They both get..."
Defiant Heart - A 5WW 4/4 flash that kills another attacking creature should be uncommon.
Divine Protection - I'm not adept at determining Splice costs so I'll leave this and friends for others to comment.
Eiganjo's Last Guard - 2W for a 5/5 in creature combat that avoids a lot of kill and is around to block? Nope.
Ejumi Blademaster - This one goes the opposite direction. Think Kitsune Blademaster.
Ejumi Soulsearcher - Very cute. White untapping lands is unusual though.
Euphoria Wave Moth - Wipes out their defence every attack. Far too good.
Holypalm Miko - Very similar to Atlas Budoka. Also, Seraph of the Dawn pushed power level for commons but makes this look rather inferior.
Holy Purge - I prefer when sweepers leave lands intact, but oh well, it's still printable.
Honden of the Vibrant Flame - Instant win again red and black? Not a chance.
Indomitable Focus - Yup.
Invoker of Essences - 2/2? Just for argument's sake, if you went with Evoke this could easily be: "Creature cards you own that aren't on the battlefield have Evoke X, where X is their mana cost minus 2. (Mana cost includes colour.)" Rather nice design here.
Kami of Drifting Dust - Seraph of the Dawn has been broken into two very inferior cards!
Kami of Mercy's Grasp - Feels more black-flavoured. Rather fun.
Kekkai Budoka - There has been a push to move Healers to uncommon.
Kitsune Alarmist - Teehee.
Kitsune Fortifier - Ouch!
Kitsune Soulcarrier - Seems pointless to use ki counters; why not just gain the life straight away?
Lucky Neko - Haikus FTW!
Proud Omega - Use Flagbearer wording, as on Standard Bearer.
Quickdraw Bushi - Name sounds like he's gunslinging. This card will shape limited, so perhaps weaken it to Bushido 1 or something.
Reduce to Spirit - Not sure I like the idea of giving my opponent little unblockable guys repeatedly by losing my own perms, even if it means getting rid of their big guys. I'm very torn on this card.
Reward Prayer - Should just count your own spirits, as you're not going to pray to opposing ones.
Sagara's Familiar - I actually like boring vanilla guys, so good on you.
Sanctity Guard - Waxmane Baku was very strong in limited and required a mana cost to activate. This should too.
Selective Isolation - So, you pay 3W and essentially discard a card, to make opposing counterspells cost 3 more for your turn? Your opponents will just use their kill spells before this resolves. Make it cost 3 less, become instant and bump up to rare to hose combo decks.
Sole Council - What's the point of this card?
Soul Gatherer - Hmm, how to use this best? Fun Johnny card.
Soulstrip - Cost 1W?

Custom Card / Set Reviewer
When reviewing custom cards / sets, I look for (a) flavour, (b) function, and (c) cohesiveness, generally through a risk focus.
For white I counted: 19 commons, 13 uncommons, 8 rares and 2 mythics. You might want to close up the gap between the rarities (unless each color has a different rarity distribution, or that there are more multicolor cards at higher rarities). For a set that's supposedly focuses on 'colorless' you'd probably need some more support at lower rarities, say you could have some more colorless non-Aether Soul creatures.
Most of the rare cards don't really seem rare to me, at current-day power level standard they seem to be at most very good uncommons. I'm talking about Eiganjo's Last Guard, Euphoria Wave Moth (compare with Air Servant), Kitsune Fortifier (too small, could be a 3/3), and Soulstrip. Honden of the Vibrant Flame seems more like a mythic, and like how viridiancircle puts it, there's no way for black and red to deal with it.
On the other hand, your mythics really do feel epic. Invoker of Essences is quite unassuming for its cost and size but every spell thereafter produces a creature? That's awesome. I was concerned that Holy Purge would be too powerful since it removes lands, but I suppose that's the whole point of it costing 9 mana. Nice.
The rest. If I don't comment on a certain card it means I'm OK with it.
Bonds of Flesh and Spirit – Could word it as “Target Spirit and target non-Spirit creature you control get +1/+1 and gain intimidate until end of turn.”. Don't really get why white gets intimidate, or why if it's an instant since it's not exactly a combat trick. It could be a common that gives +1/+1 and flying.
Defiant Heart – I think it's fine as it is. Should it have Arcane though?
Ejumi Soulsearcher could cost less.
Flickering Kami needs p/t. 2/1 flying?
Indomitable Focus – Would rather have it give +1/+1 instead, but that's just me.
Kami of Drifting Dust – Could be 2/1.
Kami of Mortal Whims – Weird for it to gain life off non-Spirits, but guess that fits the name.
Proud Omega – You may, if able?
Reduce to Spirit – The Splice is probably too powerful – not really in white, but more of the Splice cost giving other colors access to a removal spell that's most efficiently in white.
Sanctuary Shrine – Overcosted by :2mana:.
Selective Isolation – Needs to be an Instant. If I can only cast this on my turn, my opponent would surely cast his instants in response.
Sole Council – Hoser or drawback? It's odd to see a Tribe, which the block mechanics support its tribal theme, would hose its own tribe.
Soul Healing – Arcane? Could be instant.
Nibi Cursebreaker – Repeated enchantment removal feels more like uncommon.
Ancestral Guidance – It used to be a common in white (Empyrial Armor). This could be either common or uncommon.
I'd like to make a suggestion: Bring back just Bushido and Ninjutsu. Both of those are iconic, and feel Kamigawa-only, and the latter definitely has room for growth and development.
The other mechanics, while tied to the original Kamigawa block, don't scream "Kamigawa" outright. No need for them to return. In fact, just bringing back Bushido and Ninjutsu are enough for a block.
AEther Soul doesn't click with me. Different sized tokens as a standard set ability would be very confusing. On just one or two cards? Fine, but that's not the case here.
I'd actually try to move away from Spirits as a theme altogether. Yes, there should be lots of Spirits present, but they don't need "Spirit mechanics" this time.
Please don't use splice onto arcane; it's a terrible ability that prevents reprints (of arcane spells) and promotes parasitism (you can only play with splice cards in kamigawa.) I'm pretty sure it was one of the least popular mechanics in the block, which is saying something.
If you're dead set on using splice (which you shouldn't be) they use it as "splice onto instant or sorcery" which is much more flexible and does away with the problematic arcane typing.

I don't think there are any tribal spirit cards, so you'd just be making a new subset of parasitism (since you can't splice an instant or sorcery onto a permanent card.)

I agree, arcane is dumb; it's gone. I replaced Splice onto Arcane with just plain Splice. Splice effects only matter when a spell resolves, so I think you should be able to splice onto a permanent spell. If not, I'll change it to Splice onto Instant or Sorcery.
When a permanent spell resolves, you put it onto the battlefield, so adding text like "draw a card" would never actually happen since you never do what the card text says.

Basic Land (15/15)
Mechanics - This is looking too similar to the original Kamigawa, which doesn't really show off your creativity. I'd prefer not to see all the same keywords, but rather your take on this world and how it has changed since we last visited it. I do like the idea of spirits and mortals working together against a common foe.
Spiritcraft has had its simplest iterations done, and doesn't really show working together unless it's on non-Spirits, which makes it less playable. Aether Soul would be a better fit, and if you want to avoid having too many token sizes, why not go with Evoke? Seeing Shrines have a new mechanical identity would be awesome, as I feel they weren't really explored in K1.
Cards (just white and colourless for now):
Honden of the Ghostly Flame - Dunno why it costs 6, given the effect is kinda banal by itself. Nissa's commentary is gold though.
Sisters of Flesh and Spirit - Every colour having access to a 3/3 indestructible flier for 5, with upside, is quite worrying.
Atlas Budoka - Just to nitpick, but vigilance and lifelink serve a similar function in that they allow you to attack without worry of having no defence. best not to see them together on an uncommon.
Awing Kami - Nice, though the flavour text makes little sense as it's not alive.
Bonds of Flesh and Spirit - Why is white granting intimidate? Joint Assault feels more green as it's 4 points of extra power for only one mana. Also, reword to: "Choose target SPirit creature and target non-Spirit creature you control. They both get..."
Defiant Heart - A 5WW 4/4 flash that kills another attacking creature should be uncommon.
Divine Protection - I'm not adept at determining Splice costs so I'll leave this and friends for others to comment.
Eiganjo's Last Guard - 2W for a 5/5 in creature combat that avoids a lot of kill and is around to block? Nope.
Ejumi Blademaster - This one goes the opposite direction. Think Kitsune Blademaster.
Ejumi Soulsearcher - Very cute. White untapping lands is unusual though.
Euphoria Wave Moth - Wipes out their defence every attack. Far too good.
Holypalm Miko - Very similar to Atlas Budoka. Also, Seraph of the Dawn pushed power level for commons but makes this look rather inferior.
Holy Purge - I prefer when sweepers leave lands intact, but oh well, it's still printable.
Honden of the Vibrant Flame - Instant win again red and black? Not a chance.
Indomitable Focus - Yup.
Invoker of Essences - 2/2? Just for argument's sake, if you went with Evoke this could easily be: "Creature cards you own that aren't on the battlefield have Evoke X, where X is their mana cost minus 2. (Mana cost includes colour.)" Rather nice design here.
Kami of Drifting Dust - Seraph of the Dawn has been broken into two very inferior cards!
Kami of Mercy's Grasp - Feels more black-flavoured. Rather fun.
Kekkai Budoka - There has been a push to move Healers to uncommon.
Kitsune Alarmist - Teehee.
Kitsune Fortifier - Ouch!
Kitsune Soulcarrier - Seems pointless to use ki counters; why not just gain the life straight away?
Lucky Neko - Haikus FTW!
Proud Omega - Use Flagbearer wording, as on Standard Bearer.
Quickdraw Bushi - Name sounds like he's gunslinging. This card will shape limited, so perhaps weaken it to Bushido 1 or something.
Reduce to Spirit - Not sure I like the idea of giving my opponent little unblockable guys repeatedly by losing my own perms, even if it means getting rid of their big guys. I'm very torn on this card.
Reward Prayer - Should just count your own spirits, as you're not going to pray to opposing ones.
Sagara's Familiar - I actually like boring vanilla guys, so good on you.
Sanctity Guard - Waxmane Baku was very strong in limited and required a mana cost to activate. This should too.
Sanctuary Shrine - Leyline of Sanctity and Witchbane Orb.
Selective Isolation - So, you pay 3W and essentially discard a card, to make opposing counterspells cost 3 more for your turn? Your opponents will just use their kill spells before this resolves. Make it cost 3 less, become instant and bump up to rare to hose combo decks.
Sole Council - What's the point of this card?
Soul Gatherer - Hmm, how to use this best? Fun Johnny card.
Soulstrip - Cost 1W?
Custom Card / Set Reviewer
When reviewing custom cards / sets, I look for (a) flavour, (b) function, and (c) cohesiveness, generally through a risk focus.
Most of the rare cards don't really seem rare to me, at current-day power level standard they seem to be at most very good uncommons. I'm talking about Eiganjo's Last Guard, Euphoria Wave Moth (compare with Air Servant), Kitsune Fortifier (too small, could be a 3/3), and Soulstrip. Honden of the Vibrant Flame seems more like a mythic, and like how viridiancircle puts it, there's no way for black and red to deal with it.
On the other hand, your mythics really do feel epic. Invoker of Essences is quite unassuming for its cost and size but every spell thereafter produces a creature? That's awesome. I was concerned that Holy Purge would be too powerful since it removes lands, but I suppose that's the whole point of it costing 9 mana. Nice.
The rest. If I don't comment on a certain card it means I'm OK with it.
Bonds of Flesh and Spirit – Could word it as “Target Spirit and target non-Spirit creature you control get +1/+1 and gain intimidate until end of turn.”. Don't really get why white gets intimidate, or why if it's an instant since it's not exactly a combat trick. It could be a common that gives +1/+1 and flying.
Defiant Heart – I think it's fine as it is. Should it have Arcane though?
Ejumi Soulsearcher could cost less.
Flickering Kami needs p/t. 2/1 flying?
Indomitable Focus – Would rather have it give +1/+1 instead, but that's just me.
Kami of Drifting Dust – Could be 2/1.
Kami of Mortal Whims – Weird for it to gain life off non-Spirits, but guess that fits the name.
Proud Omega – You may, if able?
Reduce to Spirit – The Splice is probably too powerful – not really in white, but more of the Splice cost giving other colors access to a removal spell that's most efficiently in white.
Sanctuary Shrine – Overcosted by :2mana:.
Selective Isolation – Needs to be an Instant. If I can only cast this on my turn, my opponent would surely cast his instants in response.
Sole Council – Hoser or drawback? It's odd to see a Tribe, which the block mechanics support its tribal theme, would hose its own tribe.
Soul Healing – Arcane? Could be instant.
Nibi Cursebreaker – Repeated enchantment removal feels more like uncommon.
Ancestral Guidance – It used to be a common in white (Empyrial Armor). This could be either common or uncommon.
Bunraku Conspirator – Could cost less.

The other mechanics, while tied to the original Kamigawa block, don't scream "Kamigawa" outright. No need for them to return. In fact, just bringing back Bushido and Ninjutsu are enough for a block.
AEther Soul doesn't click with me. Different sized tokens as a standard set ability would be very confusing. On just one or two cards? Fine, but that's not the case here.
I'd actually try to move away from Spirits as a theme altogether. Yes, there should be lots of Spirits present, but they don't need "Spirit mechanics" this time.
