Damage dealt by ~ doesn't leave the stack at the end of steps, turns or phases (is ability is always in effect)
just wondering if this makes any sense before I put it on a card.

No, this doesn't make sense. Damage isn't put on the stack... unless you mean combat damage? But that doesn't make much sense either. Would the combat damage be dealt or does it just sit there unresolved until this leaves play?
... What I think you might mean is this:
Damage dealt by [CARDNAME] isn't removed as turns end.
314.2. After discarding, the following actions happen simultaneously: all damage is removed from
permanents and all “until end of turn” and “this turn” effects end (this game action doesn’t use the
stack).
For at least a little bit of simplification of memory issues, it might need to be:
As long as [CARDNAME] is in play, damage dealt by [CARDNAME] isn't removed as turns end.
I've been told -1/-1 counters, but I'm not sure that's 'sniper-y' enough for the card it would go on. :/
It's looking to be on a card roughly like this
T: deals 1 damage to target creature
while searching your deck you may pay [mana]. if you do, ~ deals 1 damage to target creature. (play this ability only once per search)
forcast [mana] deal 1 damage to target creature.
that's a very rough 'cut out' of what I'm looking to put on the card. (along with this ability or: "Damage dealt by ~ can't be prevented") which is very boring but more balanced.)
