Now, part of Rimescale Dragon's text is that creatures with ice counters do not untap during their controllers' untap steps. However, when RD would leave play, that ability would go with him and ice counters would practically be pointless. That said, I was wondering that if that particular clause was attached to RD's snow ability instead, it would last forever.
My card example:
Whenever ~ is put into a graveyard from play, you may put it at the bottom of its owner's library. If you do, tap each creature that dealt it damage this turn and put an ice counter on those creatures. Creatures with ice counters do not untap during their controller's untap steps.
Also, some templating help, if you don't mind.

Getting the last word does not mean that you win the argument.

When ~ is put into a graveyard from play, you may put it on the bottom of its owner's library. If you do, tap all creatures that dealt damage to ~ this turn and put an ice counter on each of them. Each of those creatures doesn't untap during its controller's untap step as long as it has an ice counter on it.
