What about an ability that counters tapping effects, apart from attacking and tapping under your will; Is this the best way it could work?:
Forsaken Will (Whenever an effect that you don't control would tap ~, instead it doesn't.)

One thing would be, how would manathirst for colourless look like? Sac at eot unless any mana was spent? Spent only on colourless spells?

I only want attacking and me tapping them for T:Add mana etc. to tap them.
Everything else shouldn't tap them.

That would allow you to tap it for costs.
