1) You want "IF an opponent would play a land card, instead ..." You wrote strange cross between a triggered ability and a replacement.
2) It can't work, because you have to replace the action before it would happen. For that to work, the replacement ability has to be in effect (and visible) before the action it replaces.
Here's a good solution that I just thought of now:
Misshapen Terrain 2R
Instant
Look at target player's hand. You may choose a land card in it. If you do, that player discards that card. If you don't, return Misshapen Terrain to your hand. Either way, that player can't play lands this turn.
It's not the same, but it ends up with the same effect. It's much less elegant, though.
You are right it's not quite the same but it's getting there.
Rewording it a bit:
Look at target player's hand. Choose a land card from it. That player discards that card. If he or she doesn't, return ~ to its owner's hand. That player cannot play land cards this turn.
How about:
~~ (a cc like evermind, you can't play it)
Whenever a land comes into play, you may pay :symr::symb:. If you do, discard ~cardname~, and that land goes to the graveyard instead.

By the way, cards in your hand can't have triggered abilities that trigger on an opponent playing a land. Only public information can have triggered abilities that trigger. This is why Forecast is not a triggered ability (read Maro's article on it).
