Target instant or sorcery spell becomes an enchantment that has "Pay this card's mana cost, sacrifice this enchatment; Play the effects of this card."
Now how could this be worded to work? In essence, the spell on the stack is "transformed" into an enchantment as it is being played. Then while in play, this card still retains it's effects, but they become an ability instead of a spell, usuable by paying the spell's mana cost as the ability. Hmm...does that make sense?
Does it have to be an activated ability? How you handle additional costs if so?
I think it can be done by simply making the enchantment playable directly from play, like:
If target instant or sorcery spell would resolve, it resolves as an enchantment spell with "You may play this card from play any time you could play an instant."
Resolve target instant or sorcery spell as an enchantment spell with "You may play this card from play any time you could play an instant."
"Put an enchantment token into play. It gains, '0, Sacrifice this enchantment: Play a copy of target card imprinted on this enchantment.' Then, counter target spell and imprint it on that token."
You could do something with haunt, as well. You have a little bit of weirdness with static abilities of spells, as they are also part of the written 'effect.'

First off, do you really intend to effectively counter the original spell, and make its controller have to pay the cost again to get just one effect? That hardly seems worth it. I'd think you'd either want to choose an instant or sorcery card that is not on the stack, for one effect; or take the "sacrifice" out of the cost so it can be used multiple times.
Second, you really don't want to try and put the spell card into play, even with an effect that makes it an enchantment. You don't know how other type-changing effects might interact with it, and maybe make you end up with a Sorcery that is in play.
Le Chat's idea about imprint is a decent one, although I can't figure out why she didn't actually imprint the card on the enchantment. Also, while not required, imprint always goes on artifacts. So make it an artifact enchantment. I'd also drop the token part, and make Laminated Arcana an artifact enchantment that can be played as an instant. Using the second option I described abive, that becomes:
Laminated Arcana :2mana::symu::symb: Artifact Enchantment You may play Laminated Arcana anytime you could play an instant. Imprint - When Laminated Arcana comes into play, you may remove target instant or sorcery spell from the game.
Then it would have one of two abilities:
T: Copy the imprinted instant or sorcery card. You may play that copy.
This is still a spell, counterable by a lot more effects than your original suggestion, and a lot more complicated. Plus there is another issue that is hard to get around here (see below).
Or:
Laminated Arcana gains an activated ability with the text of the imprinted instant or sorcery card, and with an activation cost of t and that card's mana cost. If the card is a sorcery card, the ability can only be played when you could play a sorcery.
I added the last part because it isn't a good idea to be able to play sorceries at just any time. It wasn't easy to do with the first version.
Of course, the imprint really isn't if you use that last part, about gaining an ability. It could be:
