Yes, it is a mana ability; and there is a pretty firm policy at WotC about NOT making targeted mana abilities.
If you only want it to be uncounterable, make it say "This can't be countered by spells and abilities."

:t:: Choose an opponent. Add one mana of any colour of that player's choice to your mana pool. ~ deals 1 damage to him or her.
It burns people like you want..... but it also becomes a tool that Sunburst decks want. Or at least multicolour ones. The opponent can't give you a colour you can't use, right?

As far as my knowledge goes it would be uncounterable, but I remember reading somewhere on mtg.com that they were trying to stop incorperating mana abilities with other abilities, including cantrip, hence the reason for terrarion triggering off going to the graveyard
