No. The "reveal" in Targeted Discard's effect is not a continuous effect, it is a one-shot effect. Just like "discard," "deal damage," and "tap." It "ends" when every player has seen the cards.
And technically, the way you worded Targeted Discard with a period between "reveal" and "choose," the hand really should not be revealed when you choose a card for it. Yes, I know you copied Coercion's text. But I guess that falls under the last sentence in Rule 413.2b: "Don't just apply effects step by step without thinking in these cases - read the whole text and apply the rules of English to the text." It is common sense, really, that says you must combine the "reveal" and "choose" into one action; but it definitely ends there.
Anyway, why would you want to word Another Discard without a "reveal" of its own? Either it needs to let you look at the cards itself, or it should say "at random." Since that wording is broken by itself, it isn't really germane to wonder how it interacts with another card's "reveal."

Targeted Discard 2B
Sorcery - Arcane
Target player reveals his or her hand. You choose a card from it. That player discards that card.
Another Discard 1B
Sorcery - Arcane
Choose a card in taret players hand. That player discards that card.
Splice onto Arcane B
If I were to Splice Another Discard onto Targeted Discard, would I get to see which card I chose to have them discard?
