the principle of forge works around dwarfs and artifacts. The artifacts have no casting cost but to be summoned, dwarfes must be sacrificed with a total amount of forge counters on them.
eg
Bigger Anvil (-)
Artifact -
(Spells without mana cost cannot be played)
Forge 5 (Sacrifice dwarves that have a total of 5 or more forge counters on them to put this into play from your hand)
all dwarves come into play with a additional forge counter on them.
---------------------------
dwarven smith-owner 3R
creature - dwarf
dwarven smith-owner comes into play with a forge counter.
att the begining of your upkeep put a forge counter and a -1/-1 counter on dwarven forge-owner
Forge - Intresting ability, but, the way it works, feels fairly clunky to me.
Hmm, my thought on it, to make it feel more like a dwarf forging something,
Dwarven Weapon-Smith W
Creature - Dwarf
Forge - Sacrifice ~, to search your library for an artifact without a casting cost, and put it into play. 1/1
But, I do like the other wording for forge as well. Forging to me, means to create, not to be made.
Yes, I know I made the dwarf white, and, under the current color pie, they should be, but I won't go into my speil about why. Look at the description in the D&D PHB. There lawful, family oriantated, organised, structured, they scream white.

What you want is:
Bigger Anvil (0) Artifact Forge 5 (As an additional cost to play this spell, sacrifice dwarves that have a total of 5 or more forge counters on them).
This solves any timing problems you might have. What you wrote sounds liek an activated ability played from a (hidden) card in your hand. You'd have to keep the card revealed while the ability was on the stack.

looking at what you want to do i suggest wording as such:
Bigger Anvil (-)
Artifact
(Spells without mana cost cannot be played)
Forge 5 (you may put ~ into play any time you could play a sorcery. When ~ comes into play remove 5 forge counters from creatures you control. Sacrifice any creature that had counters removed in this way.)
And if you have no creatures with forge counters? You'd keep the anvil, and sacrifice no creatures.
