Well, it would be worded "You may play spells without paying additional costs." By saying "may," it's optional. Which is good, because any "X" in an additional cost you didn't pay would be zero. It helps Shrapnel Blast, but not Fling (which would use zero instead of an undefined power). Note that Phyrexian Dreadnaught doesn't have an additional cost.

Rule 502.21b says "Objects with kicker have additional abilities that specify what happens if the kicker cost is paid. Objects with more than one kicker cost have abilities that correspond to each kicker cost." What it really means is "Objects with kicker have additional abilities that specify what happens if you choose to include the kicker cost in the cost calculation. Objects with more than one kicker cost have abilities that correspond to each kicker cost." But that isn't really adequate with your effect.

This makes Goblin Grenade br0ken... I like it, but I think it's a little too good. I'd probably change it to "When you play a spell, you may pay instead of paying that spell's additional costs." No sense letting stuff like Goblin Grenade, Shrapnel Blast, and that creature-only variant of GG in Ravnica become TOO broken in one shot...
Forget Goblin Grenade, this card is broken with Chorus of the Conclave.
I suggest wording it thus: "You may play spells without paying any nonmana costs." This does mostly the same thing and avoids ridiculousness and Kicker ambiguities.
EDIT: Even with my changes, this is still an incredibly overpowered card due to such cards as Crop Rotation, Diabolic Intent, and Mox Diamond, among others. If this card was printed, it would be an auto 4-of in every Legacy deck along with all three of the cards I mentioned.
