This should make "you" become the caster of Theft of Wizardry.
You would control the creature/artifact/enchantment when it comes into play.
This will also counter a spell which targets you and has 'target opponent' in its text, eg. Duress - since you are not your own opponent.
Also, it will counter Auras with 'enchant creature you control' or 'enchant creature opponent controls' such as Betrayal.
Finally, fun times when casting this against a spell that does something bad to 'all opponents' or 'each opponent', eg. "Each opponent discards 2 cards".
On a none-rules note, it's light-years better than Desertion, and thus 4 mana is probably too cheap.
Desertion is only UU, and stops any spell. With Theft of Wizardry youd still die to a huge Fireball.
I think it's closer to Spelljack, however its slightly worse and Spelljack is slightly overcosted.

Nitpick: it doesn't make you become the "caster" of the spell, it makes you the controller only. That makes a difference to triggers like "Whenever /you/a player/ plays a FOO spell, you do something" and abilities that include "If you played this spell from your hand."

Mechanically, it works.
Thematically and flavorfully... this is so blue that 3UU is seriously undercosted. I'd probably put it closer to 1UUUU to prevent non-monoblue decks from playing it. This is something we don't want every deck playing.
Edit: One with Nothing is nothing with this. Imagine Phage the Untouchable. Game Over, man!
