How can I stop this from working? Say you have 3 Grizzly Bears out, while I only have 2. Upkeep I play ~, then you swing in getting in for 2. I want you to be able to play something. Does it do that now?

First, you should know that the card may not do what you think it does.
413. Resolving Spells and Abilities
413.2. Resolution of a spell or ability may involve several steps. These steps are followed in the order listed below.
413.2f If an effect requires information from the game (such as the number of creatures in play), the answer is determined only once, when the effect is applied.
So "if a source they control didn't deal damage to a player this turn" is determined once, when this instant resolves. After that, you can't stop it from working.
But the wording doesn't seem to be accurate...
Is this the original intention?:
Each turn no player can tap lands for mana unless a source he or she controls deals damage to a player.
Now if we want it to stop it from working somehow, slight rewording is in order...
Each turn and if ~ is in play, no player can tap lands for mana unless a source he or she controls deals damage to a player.
Is this enough for the rules to care whether ~'s effect applies or not?
Now that is a bummer. Somehow I considered the card to be an enchantment...
Then the original would have worked; but it would be easy to stop it from working, assuming you can get mana to cast a Naturalize. Being a green spell, that wouldn't be too hard.

As an instant I would agree there's no easy way to stop it from working once it is played.
