Can I pay the to remove a change counter when it's counter- free?
It's not part of the cost , nor is it required to target "target creature with adaptation counters", so no problems activating it if you wanted to mana sink or put it on the stack for some reason.

This is not correct. The [O]fficial ruling on Jinxed Choker is that you cannot select to remove a counter if there are none on the card when the ability resolves.

Therefore, with the proposed card, removing a change counter would be impossible if there were none on it. Hence, Rule 413.2c would not allow you to choose to remove a change counter if none are present. You would be required to add one.
