I really like this as a Drawback Aura for an opponent's creature that turns into a fog bank, a creature that's beneficial to you, if they somehow can get their creature to die. I'm not sure why it has power, since it doesn't do anything in either mode and is potentially confusing

I would love this as a fuse spell. I have no experience with battlebond, and this is a limited card, so I have trouble evaluating tandem action. I like that if you want to Tandem action, both decks theorectically could be able to cast at least half of the card, so deciding which deck has to run it is interesting (though here it seems to me like Case is the "real" card and Closed is the kicker)
Also not sure who the "you" refers to in Closed when the teammate casts the second half, since it works off of Case I can tell it wants to be the player who casts Case, but The player casting Closed can't be the same as the player casting Case. It could be re-worded to count team's artifacts, or work more like Assist

Seal of Kor Chant. I'm not sure if the wording on this is what you intend. If the creature you target has been dealt damage before this ability resolves, then it does nothing, so they can fully counter it with a ping in response. I'm guessing you meant, the next time it is dealt damage. This effect is not as good when it's telegraphed, but it has a great impact on your opponent's play, even when you never use it. I also think the body on this is the perfect size to compliment the rest of the card, easy enough to deal with, but impactful enough that both players care when it's gone.

This seems quite strong, especially protecting planeswalkers from combat damage, the main way to interact with them. Letting you attack and block other creatures with impunity is very strong in addition to it's aggressive cost to size ratio. It would probably be more fair if it triggered on your upkeep, and lasted until your next turn. As-is, it almost feels like a Boros Battleshaper impact that costs much less.
This is the type of rare that single-handedly wins games of limited. Killing anything besides this is almost always going to be a mistake since it just protects the next thing with no setup. It has a formidable body to stop attacks and race on it's own, not even counting the ability that dominates combat.

Love this take on soulbond where this card gives to the other half and there isn't necessarily any reciprocation. This is a very powerful on-board effect that I don't think Wotc would do in a contemporary set, but I think the T and other costs balance it (though 2/3 is a tad beefy for a human healer IMO). Also if you do manage to get under this effect and kill the paired creature, playing your biggest creature and pairing to it makes it hard to protect right away. And the fact that pairing with it required the creature to come into play gives some incentive to dealing with the paired creature since you won't always have a relevant followup

I've played enough with Troubled Healer to know how strong this effect is and I'd rather it at rare for limited (maybe 2 colors and not protecting players is enough to downgrade it?). This lets you trade your mana flood for their p1p1 bolt, and invalidates most attacks if you have blockers. It's obnoxious to play against and the type of card that most newer players won't realize is powerful when drafting, and it is the type of feel-bad on board tricks that Wotc likes to avoid in the NWO.
All cards (except for one, see below) have been adjusted to correct all those that I would call "Quality mistakes" in the MCC. As the CCL is a more relaxed contest, I felt I could do that. Other than that one case, critiques and top 3 have not been influenced by this.

The only reason I see for the alternate cost to be there is that is allows you to play politics in multiplayer. I have no problem with that, it's a part of the game, it's just not for me. I am like Maro in that, I don't like multiplayer politics. In a normal duel, that's just confusing text: why would you ever let your opponent's creature get through to you even if you blocked them? What I really like here is the flavor text, that's very well done and I could easily see that part of the card being printed for real.

So tandem action is fuse meets surge, and I guess it would be implemented in the card frame exactly like fuse. A very interesting idea. I'd be very interested in testing this. I also like very much the synergy between the two halves: if you're casting both you resolve them left to right, so you investigate first and then prevent X damage, so the Clue tokens you create do count for X. My inner Melvin approves. If there is room on the card (not a given in a split card), I would have liked the reminder text for investigate to be there, but that's the only bad thing I feel I can say about this card.

This was the only card in my whole critique list for both rounds 1 and 2 that I wasn't able to adjust for quality, because it could go two ways and I couldn't tell which one was your intent. In short, what's wrong with this card is the eternal "is this supposed to be a triggered ability or a replacement effect?" dilemma. I've explained it in detail too many times already, so I will not do it again here, I'll just say that "whenever" (which here should really be "when" because the first time in the turn you sacrifice this is an event that only occurs once) means this is a triggered ability and "instead" means a replacement effect, and it can't be both at the same time. As a consequence, this card doesn't work as is. The worst thing, again, is that they would both be viable ways for this card to work, so I don't know how to fix it.

(In the same way that they can block and kill your creatures when you are on the attack.)
Also just for discussion's sake, do you have a source on your recommendation for "by paying ~ instead of its mana cost"? Admittedly slightly shaky, but the reminder texts for surge, overload, dash and evoke suggested "cast this spell for ~".

Probably things Admiral's Order and Traps but they imply that it should be "If it's not your turn, you may pay 2W rather than pay this spell's mana cost."

I didn't read other's critiques and I might easily have misread the card, it was very late yesterday when I did those critiques but I still wanted to get them out before the deadline. Anyway, it does look like a potentially confusing card to me, at least for less experienced players.
As for the wording, it's just rules text vs. reminder text. All the examples you mention are reminder text. You can check Cardz5000's reply two posts above this for rules text examples. It's a thing I have noticed as a trend during my years of playing (13 by now): "cast for (cost)" is used in reminder text, "pay (cost) instead of this spell's mana cost" in rules text (and the "this spell" part is new from Dominaria, before it would have said "CARDNAME's mana cost"). I think it has to do with how the section for casting a spell works in the CR. I'm not going to check it now, as it's the most complex section in the CR (that and layers) and I don't have the time now, but I think that's the reason. Reminder text is allowed to be less precise and formal than rules text. If it were reminder text, I would have definitely left it as "cast for". I don't remember any official source now, but if I find one later I will tell you.
