I guess my suggestions at the end of the Art and Name Poll went unheard. Oh well.
It didn't feel right to me to make changes that weren't voted on (except for the small name change made by the person who made the original name). I agreed with your points, but the community got what the community chose. If there's enough of a consensus after the fact to change something, I'll be happy to.
Looks sweet, think I'll print it up and put in the cube. Always did like coiling oracle, but it just wasn't good enough for cube purposes. I'll give this a whirl.
That second ability is pretty sick, compare it to Jace v1 -1 to draw a card..
And the card feels like it has little internal synergy, which is what is fun about designing planeswalkers, but that's what you get with community creations I suppose.
There was some discussion of changing the land to an Elemental creature, I guess it stayed a Frog. I'm not sure why it was even necessary, I don't think I included a creature type in the original submission of that ability, and Animate Land for example doesn't give it one.
The expansion symbol is good, I'd say my least favorite part of the card is its ultimate. It works, but doesn't feel creative enough.
Probably over the power curve. =\
Compare to Jace2, who for the same mana cost starts w/ a lower loyalty count and draws cards without putting loyalty counters on.
It was at that moment that I realized: I'm kinda just making these things up. We can just write the rules the way we want them to work. People will have fun, and people will get it.
This is a very disjointed and poor design in my opinion. Whilst I like the last ability, it does not have ANY synergy with the previous two abilities - planeswalkers should have synergy.
A flying frog makes very little sense to me, I think the ability would have been better making a 3/3 land until the end of your next turn so that this guy could defend itself.
The second ability seems to be very overpowered as a +1 ability. Jace Beleran is a -1 cost for a worse effect (revealing the card is a very minor drawback in comparison to free acceleration), and Jace v2 is at 0 for what I would argue is a comparably similar effect. Adding loyalty whilst drawing cards and accelerating mana just seems to be well overpowered to me.
All the planeswalkers do, for example Jace Beleren's hood sticks out. Except in the case of Balach, it's probably more obvious because it's obscuring the name a bit.
It's probably not the most well-designed card in the world (power issues, the frog thing, an ultimate too similar to Ajani Vengent's) but considering the difficult of designing a planeswalker step-by-step, I think we did a fine job here.
Yes, there are plenty of negative things to be said about the design of this card. Most of the people saying them did not vote or participate in the creation of the card in any way. This is the community's creation, so if you think it could be better, then be a part of the community creating it.
I think that the card turned out reasonably well considering how difficult it is to design a planeswalker in the first place, and that the process of suggestion/voting isn't particularly conducive to the wholistic approach you really need to take with planeswalkers.

As yes, the other walkers were so subtle I never even noticed it.

This has made a lot of people very angry and been widely regarded as a bad move."

One-sided card advantage while gaining loyalty? Seems a little too good to me.
After a second glance, the first ability is surprisingly on curve. It's like some wacky combination between Garruk's -1 ability and Elspeth's Angelic Blessing ability.
And that ultimate is just like Ajani Vengeant's, except it's easier to fire off and it's much better.
The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.
Yeah, after looking at it, the top could've been cleaned up a little so as not to have the font of the name text be obscured by his head, or you could've left him in frame and it still would've been nice. I'm okay with the frog having flying, because it's a temporary effect; the land becomes a flying (jumping) creature until end of turn.
2nd ability is not overpowerd for a mythic Planeswalker. You're not generating a blocker like Elspeth, and you're not untapping lands that could be used for fog spells, so at +1 the Planeswalker is still vulnerable to attack. The ability seems more powerful when compared to say Jace's -1, or his +2 with drawback, but Liliana gives card disadvantage at +1.
Planeswalkers are mythic, slightly overpowered, meant to generate advantage, and be targets for removal when they hit the board.

It does feel stupid that the first two abilities don't really matter in the face of the ultimate.
Only thing holding this back is the nonexistence of green-blue since Madness.

1. It's too good. It would not be printed with this power level. So, it's just a poor design.
2. Frog's don't fly man....

i know a flying frog? wtf
yea this card does seem really strong
maybe the second ability should have been -1

Also, why does he stick out of his frame?

It would be a great card in the type two meta.
