TheDrB - Rakdos should breath fire, not bless. Also, though it’s quite strong in Limited, it’s Uncommon. Otherwise, nice design overall.
Hemlock - Goodness this is strong. Yet seemingly balanced. A rather novel blend of the two colors.
Legend - You’ve done it again old chap! Easily the best custom card of the month on these or any forums.
Artorias - I’ve never been interested in Relentless Rats and company. But this I’d be interested in!
Fajen Thygia - Difficult to evaluate. Interesting that it can rid your deck of superfluous copies of legends that you have in hand or on the battlefield (in the case of noncreature legends, especially planeswalkers). Blue isn’t necessary whatsoever.
RaikouRider - I may be reading it wrong, but it seems like outrageously powerful one sided removal. It’s flavorful and worthy of development, but too good in the raw.
Jimmy Groove - This concept shows up every now and then. It’s still a good one though. This version is extremely powerful at two mana despite the (negligible) risk of removal. Vintage and Commander would be all over this and it would probably wind up banned in everything else. Early game it ensures you hit lands and late game it clears your deck of unwanted lands.
Algernone25 - I think you underestimated yourself. I very much like the idea of tribal affinity, and though the design is otherwise rote, it’s appealing nonetheless.
TheDrB - Reminds me of the Sweep mechanic from Kamigawa, especially Charge Across the Araba. Boosting toughness isn't what you'd first think of with those colors, but it could sneak in under Shades.
Hemlock - I love the way you played with the theme of the week. I appreciate the hidden drawback of hexproof or (rarely) indestructible creatures ruining your day - especially if it happened as a combat trick. I just don't know if either the stated or implied drawbacks are enough to balance the destruction. (This card will straight up win you games - who needs useless tapped lands when you're just going to swing for lethal into an empty field.) It could be. I think the strength of the card would truly depend on what other cards are in its set, to a degree I've not seen in some time.
Legend - I am greatly amused by this card. Using the War-style of planeswalkers to remake Necropotence was clever, but having him give out Lilianish contracts is cute. This feels like it should have been a Lily instead of Bolas, though.
Artorias - I've seen this design often. Not recently, but when Relentless Rats first broke that design space, Modular was one of the most common options that people experimented with. It's still an elegant design. I half-expect it to be a real card someday.
RaikouRider "Total" gets a bit lost behind the two qualifiers - I misread it multiple times - but the qualifiers are necessary. I love what this card does, I love how it does it, and I love its relation to the Pernicious Deed family. There just needs to be a better way to word it... Maybe something like "Choose any number of target non-x, non-x permanents; destroy them all if their total cmc..."
Jimmy Groove I could see it if it was just basic lands; a color-fixed Endless Horizons seems right. This is... An argument could be made that it's a closer analogue to Nissa's Triumph, except that the drawback on that card is dramatically greater than this, and you can still use this one as an EH/Mana Severence on top of that.
Algernone25 - I actually like this card. I enjoy the way affinity interacts with variable costs.

Being Menace primary on B and secondary on R I would go for +X/+0 instead of +X/+X to have more red presence on the buffing part of the card like (Enrage). I like the sacrifice lands part, it feels really red and black.

I like the idea of Pernicious Deed-like as a Sorcery, BG have always really powerful removals. My problem with your card is that is quite complex and the wording it's a bit hard to get. Personally I like the X spells when the X is really easy to get.

Interesting design. I'm not sure about tools for empty easily your deck because of the crazy combo possibilities but I think Legendary is quite restrictive and fair, plus is cool to get rid of those additional copies you may draw. Also I would love a 2BB version with -X/-X until end of of turn where X is the number of cards exiled this way.

I like the Endless Horizons vibes. My problem is 1G seems too powerful. I would nerf the card to 4CMC and even limit it's use to Forests or Basic Lands.

I like the concept of a Necropotence with limited uses because the original is bonkers. My problem with the card is that I don't think is a Bolas ability. Nicol Bolas always goes for the disruption, mind control or huge amounts of damage (usually 7). Maybe a monoblack planeswalker like Ob Nixilis?

I like the idea of Affiniy for X Tribe and your card it fits with UR Wizards decks so well, it's like a Convoke with mages for spells and it's quite flavorful. I had quite bad memories from Mirrodin block and how metadefining was Affinity for artifacts on Standard but I think your ability with tribes can see print one day.

The idea of a drawback for each of the creatures left alive (mostly yours to attack) is interesting. You can left the tapped creatures of the enemy alive and sacrifice your tapped creatures, lands... gameplaywise I find it's a cool card. My only problem is that the selective killing and the selfsacrifice part feels black to me, maybe 3BR?

This is an incredibly powerful finisher at the cost of being completely ruined by any trick. Colors are right for an obvious suicide aggro play, but boosting toughness isn't in pie here. (See Hatred and Fatal Frenzy. You're winning or losing the game on this swing, toughness isn't relevant. The flavor does help sell the card regardless.

This card is one of those cards where the magic legalese to make it work is very rough and inelegant, but once you see it being cast it groks super easily - name an X, pick things whose costs add up to XX, they go bye bye. That said it is still super chunky in how you have to word it, and the flavor is...a bit off to be honest. A very ambitious effort, to be sure.

Did you say deck thinning? Because this seems like a wrath that's also deck thinning. The fact that you exile them is important, this would be broken if it was "entomb any number of legendary cards" but even so this is a VERY powerful card. As a rare it's pushed, but I don't think you can make it mythic either. Incredibly strong regardless.

Hoooo boy. While you're risking the potential to get blown out by a turn 2/3 naturalize, if you don't then you have completely broken magic. Why yes, I would like to literally always draw action, why thank you. This is a MASSIVE power jump from Endless Horizons for a reduced cost. Even at mythic this is super OP.

This is a card (and consequently a deck) that is going to scream "go ahead. Play spot removal. I dare you." And if you find any repeatable sac outlet you're going to have a behemoth to contend with. There's no way this should exist at common, with Rat Colony you at least could contend with them all having 1 toughness. This is uncommon and it would be a super powerful deck in its standard. You're also missing P/T in the actual submission, and I have to deduct for that.

So this does look like it could be a selective wrath but BOY are you going to pay for it. I'm not sure how the white necessarily interacts the way it's written, this seems more like it should be RB unless it's meant to be "you sac a permanent for each creature you KILL" instead of for each one you save. The flavor is also more rakdos-y than boros-y.
Legend
Now that we have non-mythic planeswalkers, we have a template of how to value them. A mythic walker with a static ability still gets three abilities - one up, two down. If he's getting two abilities and a static it should be rare (1 up 1 down), and if he only has loyalty-removing abilities there's a case for uncommon. This is at the wrong rarity for the loyalty schema and needs to be adjusted one way or the other to compensate. Also the mana cost isn't as restrictive as you think, and while this is a big "build around me" puzzle card it falls flat.
But there's another reason I left you for last, and it's because I want to make absolutely clear how disgusted I am with your conduct. The thought that you can just post your submission on another part of the forum and let people fix it FOR you shows a gross amount of disrespect for the rest of us. We made our cards for better or for worse with little to no outside help, and it's offensive that you can job yours out and say it's just as valid. And I hope that exposing you for this makes you feel at least a little bit shameful.
I'm going to be blunt: if I was judging this, you would be immediately disqualified and I would appeal to have you banned from the entire subforum. I still believe you should be disqualified for this, but it's not my call to make.

What you did is cheating, plain and simple. If you wanted to share it, you should have made mention of "hey this also my CCL submission for the round", or at the very least let YOUR submission be judged as YOU made it, and leave the edits for later, AFTER it's being critiqued.
While you're right that no rule currently exists prohibiting this, there absolutely SHOULD be for the reasons I outlined. In the interim I am following raptorchan's advice of rating your card poorly because I think you used unfair methods to try to gain an advantage - and also at his suggestion I made my rationale public. Next time don't expect to be rewarded for phoning a friend.

This doesn’t make sense. I assume you mean that I broke an unwritten rule of the game, and hence the spirit of the game? If so, I’ll give you that. But I did not cheat. And even mentioning having me banned is going way too far.
Hi mods! Can I edit and put the 0/0 stats of my creature on my submission? I forgot about them because of the 0/0...
Editing cards when judging already began is prohibited, but let's hope other players figured your card's stats without editing. It's not MCC to judge you harsh for it, after all.

Hoooo boy. While you're risking the potential to get blown out by a turn 2/3 naturalize, if you don't then you have completely broken magic. Why yes, I would like to literally always draw action, why thank you. This is a MASSIVE power jump from Endless Horizons for a reduced cost. Even at mythic this is super OP.

This is a card (and consequently a deck) that is going to scream "go ahead. Play spot removal. I dare you." And if you find any repeatable sac outlet you're going to have a behemoth to contend with. There's no way this should exist at common, with Rat Colony you at least could contend with them all having 1 toughness. This is uncommon and it would be a super powerful deck in its standard. You're also missing P/T in the actual submission, and I have to deduct for that.
Hemlock
So this does look like it could be a selective wrath but BOY are you going to pay for it. I'm not sure how the white necessarily interacts the way it's written, this seems more like it should be RB unless it's meant to be "you sac a permanent for each creature you KILL" instead of for each one you save. The flavor is also more rakdos-y than boros-y.

Now that we have non-mythic planeswalkers, we have a template of how to value them. A mythic walker with a static ability still gets three abilities - one up, two down. If he's getting two abilities and a static it should be rare (1 up 1 down), and if he only has loyalty-removing abilities there's a case for uncommon. This is at the wrong rarity for the loyalty schema and needs to be adjusted one way or the other to compensate. Also the mana cost isn't as restrictive as you think, and while this is a big "build around me" puzzle card it falls flat.
But there's another reason I left you for last, and it's because I want to make absolutely clear how disgusted I am with your conduct. The thought that you can just post your submission on another part of the forum and let people fix it FOR you shows a gross amount of disrespect for the rest of us. We made our cards for better or for worse with little to no outside help, and it's offensive that you can job yours out and say it's just as valid. And I hope that exposing you for this makes you feel at least a little bit shameful.
I'm going to be blunt: if I was judging this, you would be immediately disqualified and I would appeal to have you banned from the entire subforum. I still believe you should be disqualified for this, but it's not my call to make.

grow up. i mean really, "banned"? what's wrong with you? i only posted it in the other subforum because i personally liked it and wanted to share it. it had nothing to do with trying to fix it. i mean really, do you think i was trying to be sneaky by posting it one click away from this subforum in another subforum that's frequented and moderated by the exact same people? get real. and last time i checked, this is a game with no stakes. zero. so chill. furthermore, i'm unaware of a rule that forbids posting submissions elsewhere. if i did something wrong, how about sending me a private message to correct me rather than making a public appeal to have me banned. seriously. wtf? but rejoice! thanks to you, i'll be afk for an indefinite period of time, along with hundreds of others who used to frequent these forums before MTGS was declared a safe zone for triggered acronym-that-shall-not-be-named. smh.

What you did is cheating, plain and simple. If you wanted to share it, you should have made mention of "hey this also my CCL submission for the round", or at the very least let YOUR submission be judged as YOU made it, and leave the edits for later, AFTER it's being critiqued.
While you're right that no rule currently exists prohibiting this, there absolutely SHOULD be for the reasons I outlined. In the interim I am following raptorchan's advice of rating your card poorly because I think you used unfair methods to try to gain an advantage - and also at his suggestion I made my rationale public. Next time don't expect to be rewarded for phoning a friend.

This doesn’t make sense. I assume you mean that I broke an unwritten rule of the game, and hence the spirit of the game? If so, I’ll give you that. But I did not cheat. And even mentioning having me banned is going way too far.
Editing cards when judging already began is prohibited, but let's hope other players figured your card's stats without editing. It's not MCC to judge you harsh for it, after all.
