Transmogrify(G/U)(U/R)
Instant {U}
Gain control of target creature an opponent controls until end of turn. Untap that creature. It loses all abilities and becomes a green Beast with base power and toughness 3/3 and gains haste until end of turn.
Hemlock - This is pretty out-there; I'm not sure Kaladesh seems like the robot apocalypse plane. The card is obviously very efficient and the conjunction of all the elements here makes it feel much more rare than uncommon.
willows - Wealth feels on-theme for the Sultai, but at the same time, imagine trying to resolve those triggers after a board wipe. Each of them might have a different parameter, and you have to carefully remember which one you put on the stack at what time! I like the card as an individual design despite the possible massive tracking complexity, though.
Subject16 - Neat. Perfectly fine Limited uncommon and on-flavor for sure. Not exactly a daring design but plenty to like about it.
picnic_bomber - Bushido matters is usually just going to be Samurai tribal most of the time, but I like where this is going. Dig the anti-evasion so that bushido will trigger more often.
Legend - I really don't get it at all. What's Rathi about this? Feels more like a Simic mechanic for Ravnica, maybe? If you wanted a Rath theme to build off, such as it was, there were things like flowstone, Slivers, the shadow creatures, and the en-Kor redirection ability. This has little to do with any of them.
mirrodin71 - Fortify feels great in Kamigawa as feudal Japan was well known for its castle, many of which are still in great condition today. Strong rare for Limited and I like it.

Dang harsh coming from the guy who riffed the original version of my mechanic!
But seriously, you’re right. I lost sight of the goal and made a last minute change to the mechanic, which previously only gave the creature the same p/t, which would’ve jived well with shadow, redirect, and flowstone. Oh well.
I've noticed people seem to be bothered by my submission's wedge coloring over shards for Alara, but I reckon after the events of Alara Reborn with mana and shards mingling everywhere this shouldn't be an issue (Breya and Yidris are both four color creatures from Alara after all). I was going for multicolor matters because the shards overlapping (in this case Jund and Esper) are bound to have some odd colors.
picnic_bomber: Straightforward design that helps the bushido dilemma of "is it actually worth blocking". I like it.
Legend: Interesting card and seems very good for limited (memory issues could be a thing). I don't get why/how this is on Rath instead of any other nondescript plane though.
mirrodin71: Fortifications kinda make sense for Kamigawa if the samurai are still a warmongering army. This can be a pretty powerful army creator considering you can tap the fortified land for mana to then attach the Garrison to another untapped land, essentially netting you a 1/1 samurai for one mana at a time which seems a little unbalanced.
Jimmy Groove: I'm assuming that the bloat payoff puts one of the lands on the battlefield instead of your library. Bloat is an interesting mechanic that implies something amiss is happening on Theros. This card is pretty decent, being a cheap Cultivate if you bloat it and two Lay of the Land if you don't. Solid design, could definitely see this in a set sometime.
netn10: I love that you've found a way to interact with more than one mechanic in your block, plus I love library shenanigans and tribal spells. Instant speed discard isn't very usual, but this card does a lot of interesting things and with black gaining more flash I think it's fine.
Cardz5000: Interesting use of hybrid, and difficult to design because it needs to fit in all colors involved (in this case Simic, Izzet, Gruul and Mono Blue), and that's a huge challenge I can kinda see this as Simic or Izzet, but I don't think this is a Mono Blue or Gruul card.. I think what makes this too powerful to me is the instant speed. This makes it a flexible way to remove your opponent's best attacker and also chump their second best attacker for two mana. All other act of treason effects we've seen at instant speed are 4CMC at least (if you don't count Act of Aggression).
Foothold To Nyx 1G
Sorcery (C)
Bloat (You may discard an enchantment card or sacrifice an enchantment as an additional cost to cast this spell.)
You may search your library for up to two basic land cards that share a basic land type and reveal them. Put those cards into your hand. If Foothold to Nyx was bloated, put one of those land card onto the library instead. Shuffle your library.
The gods wondered what mighty force could possibly be draining their strength. They never imagined an invasion could begin with mold.
Until I see the full panoram, if there are advantages to losing cards from the hand of some advantage I could not tell if the ability is good or not
Faeries' Feast 1B
Tribal Instant - Faerie (Uncommon)
Regress (As an additional cost to cast this spell, you may put a card from your hand on top of your library.)
Target player discards a card. If you regressed this spell, you gain 4 life.
Suggestion, could be that the ability given the option to your opponent if he wants to return the cards for your hand instead of yours in exchange for ignoring the effect of the card.
Transmogrify (G/U)(U/R)
Instant {U}
Gain control of target creature an opponent controls until end of turn. Untap that creature. It loses all abilities and becomes a green Beast with base power and toughness 3/3 and gains haste until end of turn.
Clean simple and easy to understand
Decomposing Assassin 3B
Creature - Zombie Assassin (U)
Deathtouch
Decomposed Assassin enters the battlefield with two +1/+1 counters if it was cast from your hand.
Unearth B
1/2
Suggestion, I would put a counter to do unearth and add menace.
Flamebound Orc 1BR
Creature - Orc Shaman (U) 2
Menace
Flare - When Flamebound Orc attacks, you may pay BR. If you do, target creature can't block this turn.
2/3
A rush of wind, a blinding glare, and the feeling of a sword in your guts.
Forcing him to have up to 3 creatures to ensure blockage, makes sense to me with Kolagan ideology
Incensed Arynx | 2RR
Creature – Cat Beast R
Haste
Whenever Incensed Arynx attacks, you may have target creature defending player controls untap and block it if able.
Formidable — If creatures you control have total power 8 or greater, Incensed Arynx has first strike.
The card makes more sense to me being green (most of cats are green and those of tarkir are sultai) and that you will use provoke's ability for the first part of the card, since what you wrote is the explanation of that ability.

Reshape (When this creature enters the battlefield, you may have target creature you control become a copy of this creature.)
Interesting ability, I would like to see it on a more interesting creature though. Another concern I have is that it doen't really feel rathian.
Araba's Garrison3
Artifact - Fortification(R)
Whenever fortified land becomes tapped, create a 1/1 white samurai token with Bushido 1 (Whenever this creature blocks or becomes blocked, it gets +1/+1 until end of turn.).
Fortify 1W(1W: Attach to target land you control. Fortify only as a sorcery. This card enters the battlefield unattached and stays on the battlefield if the land leaves.)
Ah, Kamigawa, I see you're a man of culture aswell. I love your take on a "rebuilding" of Kamigawa and the Fortification flavour works really well. As for powerlevel, I think it's a bit too strong since you get a token for just 1W every turn.

Bloat fits well in Theros, sure. I like how you restricted it to basic lands of the same type to justify the 2 cmc.
Faeries' Feast1B
Tribal Instant - Faerie (Uncommon)
Regress (As an additional cost to cast this spell, you may put a card from your hand on top of your library.)
Target player discards a card. If you regressed this spell, you gain 4 life.
I like how Regress works with Kinship as you mentioned, but I'm not sold on it as a mechanic by itself. My problem with this card in particular is I don't think I ever want to give up my next turn draw step for 4 life. I know it's just an added bonus, but it's not like kicker which gets better as the game progresses.
Transmogrify(G/U)(U/R)
Instant {U}
Gain control of target creature an opponent controls until end of turn. Untap that creature. It loses all abilities and becomes a green Beast with base power and toughness 3/3 and gains haste until end of turn.
Weird hybrid mana costs lead to weird color-pie-breaking-cards. Like mono U shouldn't have this kind of effect. But I like weird hybrid mana costed color-pie-breaking-cards, so you get a pass.
Decomposing Assassin3B
Creature - Zombie Assassin (U)
Deathtouch
Decomposed Assassin enters the battlefield with two +1/+1 counters if it was cast from your hand.
Unearth B
1/2
I love Unearth and this is a very nice spin on it. I really like it.
Those saying that Transmogrify couldn't (or shouldn't) be mono-blue, Hybrid has classically had temporary stealing in its pie with Dominus of Fealty (and later Slave of Bolas) and if anything the Gift of Tusks is the bigger bend into green (With Snakeform as precedent)
Decomposing Assassin3B
Creature - Zombie Assassin (U)
Deathtouch
Decomposed Assassin enters the battlefield with two +1/+1 counters if it was cast from your hand.
Unearth B
1/2
This falls into the category of unearth creatures that are much better to discard and then unearth for value. If people want to hard cast it, I guess its a +1/-1 Ukud Cobra that might have some counter synergy. This would have to be printed in a set that is pushing for a bit more complex uncommons
Flamebound Orc1BR
Creature - Orc Shaman (U)
Menace Flare - When Flamebound Orc attacks, you may pay BR. If you do, target creature can't block this turn.
2/3 A rush of wind, a blinding glare, and the feeling of a sword in your guts.
Flare is straightforward enough (name might be a bit too attached to red as I could see this ability word in basically anything by blue.) I see this being a limited all-star as an uncommon.
Incensed Arynx |2RR Creature – Cat Beast R
Haste
Whenever Incensed Arynx attacks, you may have target creature defending player controls untap and block it if able. Formidable — If creatures you control have total power 8 or greater, Incensed Arynx has first strike.
4/2
This wording doesn't quite work, no creature target creature will be able to block during the declare attacker step (when this ability triggers) I woudl probably just snag most of Provokes CR text "Whenever Incensed Arynx attacks, you may have target creature defending player controls block Incensed Arynx this combat if able. If you do, untap that creature."
As intended this card is a fun callback to provoke, and works great as a rare.
Tarkir - My idea for a Tarkir return set would be a revolution of what used to be the old clans fighting against the dragons that rule them, and the primary color of the clans would shift from what they used to be to the enemy of the other two colors in the pair. For example, Sultai is BUG, and green is the enemy of the other two colors, so the primary color of the "new" Sultai clan would be green. "Sift" is an ability that is primarily green (Grapple with the Past, Scout the Borders), so I decided to turn the idea into a keyword with a qualifier that could shift the card into black or blue.
Sibsig Scavenging4BG
Sorcery (Rare)
Sift for creatures. (Put the top three cards of your library into your graveyard, then return a creature card from your graveyard to your hand.)
Put a creature card from your hand onto the battlefield. To the Sultai, the sibsig are a relentless foe. To Silumgar, the sibsig are an endless resource.
I often felt that the two color shift hamstrung the Clans color identity by necessitating that it be 'centered' on one of the allied colors, so I welcome your new direction for Tarkir!
Mechanically I would want sift to be "sift N" so that you can twist another knob to sift deeper or shallower. The "Put a creature card from your hand onto the battlefield." is more typically a Blue or White effect, so I would have rather seen this as a UG card.
Zurgo, Mardu Revolutionary 1WBR
Legendary Creature-Orc Warrior (M)
Menace
Zurgo has indestructible as long as it is your turn. Raid - At the beginning of your second main phase, if you attacked with a creature this turn, untap Zurgo. After this main phase there is an additional combat phase followed by an additional main phase. Each other creature you control cannot attack until end of turn. "These dragons will regret the day they challenged the Horde!"
5/2
This pushes Zurgo in a weird Finest Hour type direction that I'm not a fan of, I think "each other creature that attacked or blocked this turn, cannot attack or block until end of turn." would be a much better fit for this kind of ability.
picnic bomber: Bushido semilord seems interesting. I think this has indeed a good place in A bushido matters set if joined with other lords in the same vein, kinda like tje +1/+1 counter lords in Khans.
mirrodin71: I don't really like the fortification tied to a specific color here, annaira cound have worked wonders. The card gives an important flow o f tokens but at white 5 mana and many turns is just too slow to make any relevant ammount of tokens. I would like it to be volorless, and althought a fortificaction matters enviroment is posible in theory, I don't think it has enough design room to be elegant.
Legend: Nie ability, altjought it should be probably bled into white or green to eb used in set the size of nowadays. The cost for a common with such ability should be highr in my opinion, or this should be turned into an uncommon as to have it well balanced to limited play. I read about the Rath discusiion, and while uou don't really get into any real Rathi stuff, Rath has a good share of odd, generic fauna as creatures ala Mirozel or School of Piranha.
Jimmy Groove: I'm not superfond of the mechanic as it feels like kicker, but Inunderstand that this is the way new mechanics are coming up lately (ala Adapt from monstruosiy, Jump start from kicker, etc) I really like the name and flavor and the effect. I'm not superfond of the design, eitjer, as it looks like a card that would be "showing" tye mechanic along with the disenchant with bloat, and the bolt with bloat, and the raise dead with bloat, and so on. So you're not exploiting the posibilities of your mechanic. I tuink this is pretty printable and the posibilities of design for it are very good, just that you're not really selling it as well as it can be sold, if you know what I mean.
subject16: Aside the color miss, a 4/4 creature with conditional flying for 5 mana is rather underwhelming for an uncommon.
willows: I like the card but I don't think Wealth would work very well as a keyword mechanic. It's a bit like a mix of cascade and explore but it doesn't support the CMC bloat of the first nor the design flexibility or the other. While getting cards from your dying creatures feels like it vould work in black and green, the last ability just has a "reparations" vibe that's a bit too white and might fit better in an Abzan card.
