Welcome to the Card Creation League! Everyone is free to participate in either or both of the first two rounds. Come join us!
Theme
This month we're going to build (or rebuild) a character in a kind of roundabout way. Won't spoil any more than that.
First, a spell that the character would cast.
Challenge
Design an instant or sorcery card with a specific Magic character's name in its name.
This can mean an existing Magic character or an original one you've made up. It can be either a literal name ("Gideon's") or a way of referring to that character using a title or something ("Sunslayer's").
Make sure to include a rarity.

Queen Miralda the Pious is the Queen of the Vampires on Ixalan. At the end of the RIX storyline Saint Elenda travels back to Torrezon to confront the queen on their piety.

Until end of turn, target creature or planeswalker loses all abilities and becomes a green Ooze creature with base power and toughness 1/1, then destroy it. Trespassing upon Azoth's atelier is its own punishment.
Original character (DO NOT STEAL). Azoth's Draught allows the user (at a colour premium) to bypass many defensive abilities and on-death effects.

• My only public attempt at being a writer: the story of my Leonin custom planeswalker Jeff Lionheart. (I have a very big one that I'm working on right now but that's private for now, and I don't know if I will ever actually publish it, and I also have ideas for multiple future ones, including one where I'm going to reprise Jeff.)
Gateways7: A bit underwhelming compared to other removals. The upside is nice but the cost is a bit high. It has a bit of strategic depth that I like in allowing you to take the monarchy if the monarch has a creature. Great Flavor.
bravelion: Good card advantage here. A not so minor issue is that this lacks an autoexile clause as it's the use on cards that can return more than one of its own type.
Subject16: The effect is nice but the character is a bit too obscure to understand the flavor. Like many of us you went for stapling two effects together. Very poweful antitribe effect, might be
a great sideboard option but with such potentiality the extra ability pushes it a lot
Flintlock: The changing effect is trinket text mostly but it can have certain implications.
Nice removal with an original flavor I buy.
mirrodin71: A bit confusing to read, so I would check other ways to word it. The effect is very red and Chandra has done this a couple of times before.
NightArher: Really crazy atuff and while it looks too expensive Atrxa has bee been known to be a great Superfriends commander, and this can result in multiple ultis hitting the game. This is very crazy move that is unlikely to come up often and with tons of possibilities to explore, and that's very appealing for some players like me. It might not be very good but it's really flashy. A final note is that you made your card work with the character very well.
Reasonably fun and Mayael-centric but a little weird out of context. I guess the option to put it on top of the library is ensuring you get a hit with Mayael, but in that cast it has to cost 9 or more to come out ahead on the discount offered. Which is possible of course, it's just that it would confuse people who don't know what Mayael does. I think either playing it straight to hand or devoting it to help her ability would have been cleaner.
Cool wish concept that is limited in a flavorful way. IIRC all the other wishes exile themselves, probably to prevent bringing infinite cards into the game or something.
Per Addle, I think you "choose" a color. Seems like a fun and faerie-esque minigame. I'm not sure if it's worth being rare, but I guess on the lucky end you could hit like 5 or so on turn 3, which is big.
I guess you don't necessarily need it and don't want to kill your Enrage combos or anything, but it might be easier to understand if it pumped "another" target creature. I'm pretty sure the right numbers on this are 2s across the board also - Righteous Blow + pump is already practically always a 2 for 1 for 2 mana.

Good clean card with great flavor. It's a bit on the weak side for costing MNO and being a sorcery since it doesn't give monarch unless someone already has it - I think you could drop the white maybe so it works with both Marchesas. Good flavor text too!
This is a fine combination of effects that we could certainly see some time. Nothing too exciting design-wise.

This plays in some weird space for red in that it's sort of a ritual, but it also is land ramp (and very cheap land ramp at that). I see this getting abused with bounce lands/Hex Parasite effects. I don't think what this is really in red's slice of the pie, and I'm not sure that it should be added.

From each seed, insight.The flavor text has me excited to meet this character, there is a strong implication that they are a planeswalker, and mechanically your card tells me that they either are a, or have a strong connection to, treefolk. Mechanics wise, You nailed this card feeling GU, we get a doubled up Coiling Oracle ETB after some good scrying, as well as a 1/3 body to boot. This reminds me of Grenzo's Rebuttal in that I'm not really sure why it isn't just a creature with an ETB ability rather that a token making sorcery (I do get that this round required an instant or sorcery.)

The card already has a lot going for it, solid tutor.

bravelion: Good card advantage here. A not so minor issue is that this lacks an autoexile clause as it's the use on cards that can return more than one of its own type.
Subject16: The effect is nice but the character is a bit too obscure to understand the flavor. Like many of us you went for stapling two effects together. Very poweful antitribe effect, might be
a great sideboard option but with such potentiality the extra ability pushes it a lot
Flintlock: The changing effect is trinket text mostly but it can have certain implications.
Nice removal with an original flavor I buy.
mirrodin71: A bit confusing to read, so I would check other ways to word it. The effect is very red and Chandra has done this a couple of times before.
NightArher: Really crazy atuff and while it looks too expensive Atrxa has bee been known to be a great Superfriends commander, and this can result in multiple ultis hitting the game. This is very crazy move that is unlikely to come up often and with tons of possibilities to explore, and that's very appealing for some players like me. It might not be very good but it's really flashy. A final note is that you made your card work with the character very well.

Good clean card with great flavor. It's a bit on the weak side for costing MNO and being a sorcery since it doesn't give monarch unless someone already has it - I think you could drop the white maybe so it works with both Marchesas. Good flavor text too!

Search your library for up to two Mountion land cards and put them onto the battlefield with an erratic counter on each of them. Then shuffle your library. For as long as those lands have an erratic counter on them, they have “Whenever this land becomes tapped for mana, sacrifice it.”
Ignoring the "Mountion" typo. This plays in some weird space for red in that it's sort of a ritual, but it also is land ramp (and very cheap land ramp at that). I see this getting abused with bounce lands/Hex Parasite effects. I don't think what this is really in red's slice of the pie, and I'm not sure that it should be added.

Create a 1/3 green Treefolk creature token. Scry X, where X is the number of creatures you control, then reveal the top two cards of your library. Put all land cards revealed this way onto the battlefield tapped and all nonland cards into your hand.
For each plane, a seed. From each seed, insight.
The flavor text has me excited to meet this character, there is a strong implication that they are a planeswalker, and mechanically your card tells me that they either are a, or have a strong connection to, treefolk. Mechanics wise, You nailed this card feeling GU, we get a doubled up Coiling Oracle ETB after some good scrying, as well as a 1/3 body to boot. This reminds me of Grenzo's Rebuttal in that I'm not really sure why it isn't just a creature with an ETB ability rather that a token making sorcery (I do get that this round required an instant or sorcery.)

Some crews are drawn not by treasure, but by those who sought treasure and failed.
I feel like the Blue on this card isn't really justified except by the connection to pirates, the effect feels solidly BG (or even just mono-green), but that being said, it is an effect that I really do like, and I really appreciate that it can't give you dead land draws.

Until the end of your next turn, creature spells with power 5 or greater you cast cost 2 less to cast.
The small nod to Mayael's ability by letting you drop the card on top of your library is nice, but I wish it just didn't give you the option to put it in your hand. The card already has a lot going for it, solid tutor.
Sorcery (R)
Choose an instant or sorcery card you own from outside the game with converted mana cost X or less and put it into your hand, where X is equal to the highest converted mana cost among artifacts you control.
"You have earned one wish."
I like this wish, it's cheap enough to be competitive, but has a hoop to jump through to keep it interesting. I see control players liking this.

Name a color. Target opponent reveals their hand. For each card of the chosen color revealed this way, create a 1/1 blue and black Faerie Rogue creature token with flying.
The name feels slightly off (I think trickery would have been a better fit) but other than that, this feels like a super solid card that would feel right at home in Lorwyn.
