Prepare for an informal and collegial card-making journey on the high seas with me, your captain aboard the good ship Italian Lunchtime, a Flamingo-class interplanar catamaran. This contest will see you pick restrictions every round which will stick with you the entire time. Once you have a card restriction in your kit, you can't get rid of it for this entire trip, so choose wisely. What restrictions you may pick might possibly depend on what happened in previous rounds, and some restrictions may earn you bonus points for successfully using them. However, you won't be required to use every restriction in your kit every round.
Each round you'll design cards according to the challenge and the restrictions placed upon you. Afterwards you'll be assigned to judge another contestant at random, and I will also score everyone, out of a possible score of 10 points per round. Round scores will be the average of my score and your peer score, and if you fairly judge the card(s) given to you with a few constructive comments, you'll get 2 bonus points that round.
Nobody gets eliminated - we're not in the business of keelhauling here, although if you lollygag and don't submit before a deadline you lose the chance to score in that round!
Always remember to track your restrictions from round to round. Copy and paste the ones you take into a spoiler now and add to it in later rounds.
The contest ends when we reach our destination. Along the way we'll learn to laugh, cry, love, and maybe earn some special surprises.

Ok, lots going on here. You did a much better job than I did of sticking to the prompt about treasure.
Restrictions appear to check out for the most part. Certainly would be tough to do your full set, although not impossible. I guess I will state here that I have kind of a hard time believing Unicum's Pages as uncommon, so not sure I can really count that restriction as fulfilled.
All the Treasure making abilities are missing "artifact" as part of the token creation.
Angel is nice, although it's a bit on the high side of uncommon for me. I would like to see lifelink for self-fulfilling, even if it has to drop a power or something. It's a bit strange that it makes them lose life by tapping, since it is already an evasive beater that will be better served by just swinging in most of the time. Would fit better on a wall-type creature or maybe an artifact.
Bijoa is a nice linguistic reference to bijoux and a great example of the weird and fun places we can get into with tons of restrictions. Again I'd like it to have some way to generate Treasure on its own, maybe by blocking. Legacy's Allure in black with Treasures is probably fine, although I do kind of like power over CMC as the restricting factor.
Oh man Ouphes. The condition is a little weird, it doesn't seem like you get enough out of it for it to be worth mana AND treasures. I'd say just sacrificing Treasures is a lot more exciting since the end result is still just a vanilla, but maybe my dev sense is off there. Not sure I follow the flavor - didn't he eat all the treasure?
Flavor is a bit confusing on the well also - it walks around, then spews a bunch of coins and becomes a hole in the ground? It's kind of complicated for the tutor or ramp payoff, but the basic idea is good.
Unicum's Pages is pretty much Ugin's Nexus stapled to Crystal Ball, so as I said I don't really buy the rarity. Interesting ability in theory but I don't think it's worth the complexity over just being a death trigger.
I like Bijoa and Allure, the Angel and Ouphe are not bad but could use a little more polish, and the Well and Pages kind of had too much going on for me.
Overall an interesting set though, strongly thematic and with some cool innovations.

Quibble is an excellent badger, but given his name effect, I would have loved to see them have a class (probably a Rogue as that's what they assign bards as) Seems like a super fun commander. 9/10
I'm having trouble seeing the Cyclopean Tomb reference with Sengir Bloodline Enforcer aside from once it goes to the graveyard it can do something each upkeep (although the enforcer can be shot off if it gets moved from the graveyard), but seeing as you are well over your required restrictions for the round it won't count against you. This really is a great suite of abilities and has the potential to be both a political card, as well as decent in a one on one match. 8/10
Relic Forger fixes a lot of the Disciple's problems by just limiting it to your opponent's artifacts. I'm a little sad that this guy doesn't allow you to net mana, but at one mana that would have been too good. 9/10
Overall I'm going to round up to a 9/10 You had a lot of fun commander toys this round and created some really interesting cards whilst still using almost all (if not all) of your restrictions.

By the gods, such unplayable cards!! Is this the work of Robo-Rosewater?? Legendary instants/sorceries are a very awkward place to put narrow hosers. EDH has no sideboard, and it's kinda hard to see playing these in sideboards anywhere else with that nasty legendary restriction. When you need your hoser is not when you need to be required to have a specific kind of board presence. Does 1v1 EDH have a sideboard? That may be the one tiny place in the universe for these. Also, I'm not seeing the "striking it rich" bit.
Urza's Temper: If (A) You have a legend, (B) You have noncreature artifacts, and (C) The opponent has legal targets, this card is totally worth it. In every other situation, Mons's Goblin Raiders is a far stronger card in that it does anything at all. Shatter is already narrow enough. This is the weakest and most narrow of the three. I think Mudhole might actually be better. 2/10
Draining the Voda Sea: At least this is doing something that's really worth it. I could see this actually being played in real commander decks for meta reasons. It's still narrow as hell, especially for as mana hungry as it is, but islands are not that hard to find, and the Dregs of Sorrow build is not bad. I would never play this card for any reason, but it would actually be used by some. Because it's so narrow, it does get around the whole Choke unfunness problem. If someone hoses you with this, you can't accuse them of not working for it. This is the best one of the bunch, but I don't think many people play Volcanic Eruption, which doesn't bode well. 5/10
Denial of History: It's Spell Blast with a cost reduction mechanic-- that's cool. It only hits historics-- well I guess in a standard format with a lot of artifacts, I could see that being sideboard playable. It's a legendary instant-- sounds unplayable. In commander, you often control a legend, and the opponent often wants to cast a legend, so this could be of some use, and I think some people would try to play it (not that they should). The taxing mechanic is going to be annoying, as some people are going to be jerks about it with missed triggers, but it's used well here. To be honest, I think I'd rather play a less limited counterspell even in a format designed for this card to be playable. Nevertheless, it's an elegantly built card. 3/10
I hate ranking these so low, but I really have trouble seeing any use for them. Narrow hosers are supposed to be narrow, but legendary status on instants and sorceries is taking it too far. Average is 3.33/10. Looking at your restrictions, it's a wonder you did as well as this. Seriously, those restrictions are ridiculous. I'll give you a solid bump for gumption, and strong execution of what was kind of a doomed concept. 4.5/10
Maybe I'm overlooking something, I'm open to some enlightenment and possibly a re-evaluation.
I don't know that you are (overlooking something), it wasn't intended to be one of the 'fun' planes. More in the vein of Prahv, Tember City or The Eon Fog. The turn ending is generally intended to be a downside of you can't cast more than two spells per turn, but based on the time fluctuation around Ugin's Nexus I decided to give it a bit weirder of an effect that can become a positive if you play with the stuff that typically combos with Sundial of the Infinite (or if your opponents are trying to do things on your turn that you don't like). As far as the Counterburn restriction, I assumed that cards like Mindbreak Trap would qualify, but I didn't get clarification, so if it doesn't that's on me.

I see some nice restrictions but also that the W of WIP was not finished before the deadline. Out of the 7 restrictions marked as used only 5 where really used and 1 of the 5 cards has incomplete wording.
Admirable Awareness of the Self should lead to a card that targets a player that I would want to use on myself. The only card to target players is Life Tap, which's worded in such a way that would most likely never lead to someone using it on themself. The targeted player will lose life, while you get the cost reduction indpendent of who the target is. A Perfect Circle was not applied at all. But we should use only 6 restrictions anyways so I'll just ignore this one.
Perennial Rebirth targets any card and puts it onto the battlefield. I feel like it should specifiy that this is for permanent cards. The painting is pretty wild though. The card, if properly worded, could be a nice epic card. Recurring any permanent from any graveyard can be strong enough, so strong that you don't need to cast any more spells.
I have no idea how to word Life Tap that it abides by the restriction. The idea I like a lot. This could probably just be a black enchantment that only drains you and makes your spells cheaper. Leading to a few cheaper spells before you're too low on life for this card to impact the game. That is, if you did not win or are dead already. Jace, Unbound's plus one feels pretty powerful. Planeswalkers with that ability would usually tick down. Getting loyalty while removing threads is pretty powerful, especially against decks that don't go all that wide with creatures. The draw ability is interesting. Getting to draw 3 for five initially is not the best but also not the worst rate. A one turm Omniscience as ultimate is nice. Gideon, Unbroken looks interesting but difficult to evaluate. He isn't really that impactful at first glance. Getting 4 life for four is pretty terrible. Waiting a turn to get 8 life might safe you a turn or so but could end up beeing too slow in a lot of situations. Or you make him a 3/3 for four for a turn without haste doesn't seem viable (if I'm not mistaken a creature planeswalker will be removed if it doesn't have loyalty counters). Waiting a turn gets you a 7/7, that could be strong but can also be easily jump blocked.
So, Jace seems a little too good, Gideon a little too unexciting. Maybe they should get together and share some of their . . . power level. Relic of Esper is a crazy strong card if you build around it and would be one even if the exiled cards would return if either the angel or the artifact cast leaves the battlefield. While it's probably too expensive for standard or modern it would sure find its way into commander instantly.

Bloodstone Portal: I'm sure this can have some crazy applications, obvious comparison are Dramatic Entrance and Belbe's Portal and it looks quite good. The sacrifice cost brings balance but can even becomw exploitable in the right enviroment, and it gives a sense of cycle that's quite staisfying. Even when I'm not too sure on how good it is it makes me want to try it, and that's an 8,5/10 for this one.
Doyodat: This is crazy. As a sacrifice engine, it's expensive and limits you to sets of three, but the payoff can be so spectacular, it might be worth giving it a shot. A 7/10
Arcbound modular: oh, my. Compared to arcbound ravager, it can't hit face, but it's harder to remove. I think it's fine powerwise in a vacuum, but I'm.not sure this should exist. 6.5/10
Hellscape Portal: I like this and I think it would be a nice ramping punisher. The choice on the opponent helps balancing it, but I think this might need a nonland permanent clause as to allow some mana building. Can get pretty nasty with forms of mana denial. 6.5/10

I like how the flavor a mechanics tie together for Charla, but she reads as doing too much. The power level also feels wrong for an uncommon. UG faeries would be a fun design space to explore, and this starts with an interesting idea. 6/10
Sengir would be EDH only, and a pretty scary one. It might be ok for the vampire tribe, but Im trying to pucture the flavor here in my head, and it doesn't jive. I kinda wish the baron did more of the dirty work himself based on what I know of the character. 7.5/10
Vahrtu pulls the minotaur tribe in a new direction then we've seen recently. Not a bad thing, but it still feels odd. The big thing this brings is granting flash though, and on a red creature feels wrong. 4.5/10

Prepare for an informal and collegial card-making journey on the high seas with me, your captain aboard the good ship Italian Lunchtime, a Flamingo-class interplanar catamaran. This contest will see you pick restrictions every round which will stick with you the entire time. Once you have a card restriction in your kit, you can't get rid of it for this entire trip, so choose wisely. What restrictions you may pick might possibly depend on what happened in previous rounds, and some restrictions may earn you bonus points for successfully using them. However, you won't be required to use every restriction in your kit every round.
Each round you'll design cards according to the challenge and the restrictions placed upon you. Afterwards you'll be assigned to judge another contestant at random, and I will also score everyone, out of a possible score of 10 points per round. Round scores will be the average of my score and your peer score, and if you fairly judge the card(s) given to you with a few constructive comments, you'll get 2 bonus points that round.
Nobody gets eliminated - we're not in the business of keelhauling here, although if you lollygag and don't submit before a deadline you lose the chance to score in that round!
Always remember to track your restrictions from round to round. Copy and paste the ones you take into a spoiler now and add to it in later rounds.
The contest ends when we reach our destination. Along the way we'll learn to laugh, cry, love, and maybe earn some special surprises.

Ok, lots going on here. You did a much better job than I did of sticking to the prompt about treasure.
Restrictions appear to check out for the most part. Certainly would be tough to do your full set, although not impossible. I guess I will state here that I have kind of a hard time believing Unicum's Pages as uncommon, so not sure I can really count that restriction as fulfilled.
All the Treasure making abilities are missing "artifact" as part of the token creation.
Angel is nice, although it's a bit on the high side of uncommon for me. I would like to see lifelink for self-fulfilling, even if it has to drop a power or something. It's a bit strange that it makes them lose life by tapping, since it is already an evasive beater that will be better served by just swinging in most of the time. Would fit better on a wall-type creature or maybe an artifact.
Bijoa is a nice linguistic reference to bijoux and a great example of the weird and fun places we can get into with tons of restrictions. Again I'd like it to have some way to generate Treasure on its own, maybe by blocking.
Legacy's Allure in black with Treasures is probably fine, although I do kind of like power over CMC as the restricting factor.
Oh man Ouphes. The condition is a little weird, it doesn't seem like you get enough out of it for it to be worth mana AND treasures. I'd say just sacrificing Treasures is a lot more exciting since the end result is still just a vanilla, but maybe my dev sense is off there. Not sure I follow the flavor - didn't he eat all the treasure?
Flavor is a bit confusing on the well also - it walks around, then spews a bunch of coins and becomes a hole in the ground? It's kind of complicated for the tutor or ramp payoff, but the basic idea is good.
Unicum's Pages is pretty much Ugin's Nexus stapled to Crystal Ball, so as I said I don't really buy the rarity. Interesting ability in theory but I don't think it's worth the complexity over just being a death trigger.
I like Bijoa and Allure, the Angel and Ouphe are not bad but could use a little more polish, and the Well and Pages kind of had too much going on for me.
Overall an interesting set though, strongly thematic and with some cool innovations.
I'll go 7/10 for this round.
Quibble is an excellent badger, but given his name effect, I would have loved to see them have a class (probably a Rogue as that's what they assign bards as) Seems like a super fun commander. 9/10
I'm having trouble seeing the Cyclopean Tomb reference with Sengir Bloodline Enforcer aside from once it goes to the graveyard it can do something each upkeep (although the enforcer can be shot off if it gets moved from the graveyard), but seeing as you are well over your required restrictions for the round it won't count against you. This really is a great suite of abilities and has the potential to be both a political card, as well as decent in a one on one match. 8/10
Relic Forger fixes a lot of the Disciple's problems by just limiting it to your opponent's artifacts. I'm a little sad that this guy doesn't allow you to net mana, but at one mana that would have been too good. 9/10
Overall I'm going to round up to a 9/10 You had a lot of fun commander toys this round and created some really interesting cards whilst still using almost all (if not all) of your restrictions.
By the gods, such unplayable cards!! Is this the work of Robo-Rosewater?? Legendary instants/sorceries are a very awkward place to put narrow hosers. EDH has no sideboard, and it's kinda hard to see playing these in sideboards anywhere else with that nasty legendary restriction. When you need your hoser is not when you need to be required to have a specific kind of board presence. Does 1v1 EDH have a sideboard? That may be the one tiny place in the universe for these. Also, I'm not seeing the "striking it rich" bit.
Urza's Temper: If (A) You have a legend, (B) You have noncreature artifacts, and (C) The opponent has legal targets, this card is totally worth it. In every other situation, Mons's Goblin Raiders is a far stronger card in that it does anything at all. Shatter is already narrow enough. This is the weakest and most narrow of the three. I think Mudhole might actually be better. 2/10
Draining the Voda Sea: At least this is doing something that's really worth it. I could see this actually being played in real commander decks for meta reasons. It's still narrow as hell, especially for as mana hungry as it is, but islands are not that hard to find, and the Dregs of Sorrow build is not bad. I would never play this card for any reason, but it would actually be used by some. Because it's so narrow, it does get around the whole Choke unfunness problem. If someone hoses you with this, you can't accuse them of not working for it. This is the best one of the bunch, but I don't think many people play Volcanic Eruption, which doesn't bode well. 5/10
Denial of History: It's Spell Blast with a cost reduction mechanic-- that's cool. It only hits historics-- well I guess in a standard format with a lot of artifacts, I could see that being sideboard playable. It's a legendary instant-- sounds unplayable. In commander, you often control a legend, and the opponent often wants to cast a legend, so this could be of some use, and I think some people would try to play it (not that they should). The taxing mechanic is going to be annoying, as some people are going to be jerks about it with missed triggers, but it's used well here. To be honest, I think I'd rather play a less limited counterspell even in a format designed for this card to be playable. Nevertheless, it's an elegantly built card. 3/10
I hate ranking these so low, but I really have trouble seeing any use for them. Narrow hosers are supposed to be narrow, but legendary status on instants and sorceries is taking it too far. Average is 3.33/10. Looking at your restrictions, it's a wonder you did as well as this. Seriously, those restrictions are ridiculous. I'll give you a solid bump for gumption, and strong execution of what was kind of a doomed concept. 4.5/10

I don't know that you are (overlooking something), it wasn't intended to be one of the 'fun' planes. More in the vein of Prahv, Tember City or The Eon Fog. The turn ending is generally intended to be a downside of you can't cast more than two spells per turn, but based on the time fluctuation around Ugin's Nexus I decided to give it a bit weirder of an effect that can become a positive if you play with the stuff that typically combos with Sundial of the Infinite (or if your opponents are trying to do things on your turn that you don't like). As far as the Counterburn restriction, I assumed that cards like Mindbreak Trap would qualify, but I didn't get clarification, so if it doesn't that's on me.
Hot Yaoi Action: A Gideon planeswalker and a Jace planeswalker, neither of which has the same CMC, starting loyalty, or any loyalty ability costs as the other.
Admirable Awareness of the Self: A card that targets players that you might want to use on yourself.
Demi: A card that causes one or more players to lose half their life.
O-Kagachi's Pissed: A mythic rare white and black instant or sorcery connected to Kamigawa.
Axion Estin: A multicolor Angel creature.
Michelangelo Was a Hack: A card based on a painting made before 1900 (link the painting).

Admirable Awareness of the Self should lead to a card that targets a player that I would want to use on myself. The only card to target players is Life Tap, which's worded in such a way that would most likely never lead to someone using it on themself. The targeted player will lose life, while you get the cost reduction indpendent of who the target is.
A Perfect Circle was not applied at all. But we should use only 6 restrictions anyways so I'll just ignore this one.
Perennial Rebirth targets any card and puts it onto the battlefield. I feel like it should specifiy that this is for permanent cards. The painting is pretty wild though. The card, if properly worded, could be a nice epic card. Recurring any permanent from any graveyard can be strong enough, so strong that you don't need to cast any more spells.
I have no idea how to word Life Tap that it abides by the restriction. The idea I like a lot. This could probably just be a black enchantment that only drains you and makes your spells cheaper. Leading to a few cheaper spells before you're too low on life for this card to impact the game. That is, if you did not win or are dead already.
Jace, Unbound's plus one feels pretty powerful. Planeswalkers with that ability would usually tick down. Getting loyalty while removing threads is pretty powerful, especially against decks that don't go all that wide with creatures. The draw ability is interesting. Getting to draw 3 for five initially is not the best but also not the worst rate. A one turm Omniscience as ultimate is nice.
Gideon, Unbroken looks interesting but difficult to evaluate. He isn't really that impactful at first glance. Getting 4 life for four is pretty terrible. Waiting a turn to get 8 life might safe you a turn or so but could end up beeing too slow in a lot of situations. Or you make him a 3/3 for four for a turn without haste doesn't seem viable (if I'm not mistaken a creature planeswalker will be removed if it doesn't have loyalty counters). Waiting a turn gets you a 7/7, that could be strong but can also be easily jump blocked.
So, Jace seems a little too good, Gideon a little too unexciting. Maybe they should get together and share some of their . . . power level.
Relic of Esper is a crazy strong card if you build around it and would be one even if the exiled cards would return if either the angel or the artifact cast leaves the battlefield. While it's probably too expensive for standard or modern it would sure find its way into commander instantly.
Overall I give this batch 6,5/10 points.
Bloodstone Portal: I'm sure this can have some crazy applications, obvious comparison are Dramatic Entrance and Belbe's Portal and it looks quite good. The sacrifice cost brings balance but can even becomw exploitable in the right enviroment, and it gives a sense of cycle that's quite staisfying. Even when I'm not too sure on how good it is it makes me want to try it, and that's an 8,5/10 for this one.
Doyodat: This is crazy. As a sacrifice engine, it's expensive and limits you to sets of three, but the payoff can be so spectacular, it might be worth giving it a shot. A 7/10
Arcbound modular: oh, my. Compared to arcbound ravager, it can't hit face, but it's harder to remove. I think it's fine powerwise in a vacuum, but I'm.not sure this should exist. 6.5/10
Hellscape Portal: I like this and I think it would be a nice ramping punisher. The choice on the opponent helps balancing it, but I think this might need a nonland permanent clause as to allow some mana building. Can get pretty nasty with forms of mana denial. 6.5/10
7.5/10 overall, a lot of bold designing!
I like how the flavor a mechanics tie together for Charla, but she reads as doing too much. The power level also feels wrong for an uncommon. UG faeries would be a fun design space to explore, and this starts with an interesting idea. 6/10
Sengir would be EDH only, and a pretty scary one. It might be ok for the vampire tribe, but Im trying to pucture the flavor here in my head, and it doesn't jive. I kinda wish the baron did more of the dirty work himself based on what I know of the character. 7.5/10
Vahrtu pulls the minotaur tribe in a new direction then we've seen recently. Not a bad thing, but it still feels odd. The big thing this brings is granting flash though, and on a red creature feels wrong. 4.5/10
