Prepare for an informal and collegial card-making journey on the high seas with me, your captain aboard the good ship Italian Lunchtime, a Flamingo-class interplanar catamaran. This contest will see you pick restrictions every round which will stick with you the entire time. Once you have a card restriction in your kit, you can't get rid of it for this entire trip, so choose wisely. What restrictions you may pick might possibly depend on what happened in previous rounds, and some restrictions may earn you bonus points for successfully using them. However, you won't be required to use every restriction in your kit every round.
Each round you'll design cards according to the challenge and the restrictions placed upon you. Afterwards you'll be assigned to judge another contestant at random, and I will also score everyone, out of a possible score of 10 points per round. Round scores will be the average of my score and your peer score, and if you fairly judge the card(s) given to you with a few constructive comments, you'll get 2 bonus points that round.
Nobody gets eliminated - we're not in the business of keelhauling here, although if you lollygag and don't submit before a deadline you lose the chance to score in that round!
Always remember to track your restrictions from round to round. Copy and paste the ones you take into a spoiler now and add to it in later rounds.
The contest ends when we reach our destination. Along the way we'll learn to laugh, cry, love, and maybe earn some special surprises.

After a few days of not having to fight or flee anyone, we managed to return to our ship rested and heavily restocked. Unfortunately, there was some disagreement on where exactly to go next...
Round challenge: Pick two more restrictions (or enough restrictions such that you have nine overall) and fulfill five of the nine of your total restrictions with between two and five cards. You must mark which are used for the round and which aren't; I recommend two separate spoiler boxes. You can once again pick only one bonus restriction, so this means either two normal or one normal and one bonus restriction. The cards must loosely represent where you wish to go next.
(Now is a good time to note that if you've picked restrictions that contradict one another at any point and "designed yourself into a corner", you can still enter and try to fulfill as many as possible, but prepare for stiff point penalties!)
IcariiFA has won the Surprisingly Deep Flavor Space award for using O-Kagachi's Pissed three rounds in a row, and Legend has been awarded the Jiggernuts Memorial Consolation Prize for fulfilling five restrictions in one card despite this failing the overall round challenge.

So I can't give you too much credit for adventurousness here - your restrictions are pretty easy to fit together and all you had to do was make the first one an uncommon legendary green wall and then also get a legendary land, making one of them about a third pick. I need to see some adventurous spirit!
Anyway, looks like you are voting to lead us to a lawful and music-filled land, which is a nice sentiment.
On the bard, I can totally see the hypothetical Susan Van Camp art for this (I guess it's basically Elvish Bard). The flavor is a lovely fit and it's a good mesh of the colors, green bringing creature-based draw and white favoring the small side. I wish it was a bit spicier but solid cards are fine too.
I'd like to Praeze you like I should, but Praezer is a bit too unfun for my tastes. I buy that white can do this, I just don't think it should. This is fairly tough to remove for red and green with the high toughness, and they are usually the colors most likely to have big creatures wanting to attack in Standard. This would be very oppressive in Commander since it's cheap and easy to keep casting, locking down lots of creatures. Intrepid Hero and Baird, Steward of Argive are the ways that I like interacting in this way - I can try to outpace you or push some of my guys through with enough mana. Goldmeadow Dodger also shows an interesting precedent that could support an aggressive take on this (just turning off blocking). I do like the deep Homelands flavor and the fact that it shuts down the Baron, Veldrane and Ihsan's Shade and hits no white cards from actual Homelands.
Kadien is a lowish 9 for me but Praezer is close to 5, so I'll give you a 7 this round.

Tarza, Ironclaw Skulk is a pretty powerful one drop, I can see it beeing a little bit too strong even. If it doesn't work out, because opponent has a bear or something bigger, you just sacrifice it. You've made here a cool orc tribal card that probably should have a B somewhere in its text. Half of the orcs you could not use if you chose to make Tarza your commander. Then, you referenced the Ironclaw Orc, which in its name references the Ironclaw Mountains, a region that's on Dominaria, not Ulgrotha. Then again we have cases likes the Silvergill, one time a group of merfolk on Lorwyn, but now also on Ixalan. I stand corrected. 89 points for Tarza.
In Service of the Baron gets extra style points. Not only where the usual restrictions used, the whole card is bases of another user's card and combined with a random one as well, while together still containing the flavor you where going for. Green is a little weird for a card related to Sengir, though. The card is pretty strong, giving the enchanted creature basically annihilator 1 with a strong upside. It doesn't even have to deal damage to either get an additional creature or mana and a card. I can see something like that at rare, or keep it at uncommon for maybe 5 mana. 8 points for this one as well.

Ætherial Safe Haven: This fits the bill of a phenomenon pretty well. It serves as a temporary Peacekeeper, and it seems like a fine and dandy addition to Planechase. I think it's kinda weird how you move past this phenomenon, but it's still in effect with no indicator, but that's also how Chaotic Æther works. The flavor works well enough as a safe inter-planar pocket of some sort. I don't have any real problems with this. 9/10.
Consign to Fate: I'm not crazy about this one. For one thing, the name is pretty bland next to other schemes like Mortal Flesh is Weak, and This World Belongs to Me. Consign to Fate feels like a normal card name with normal card flavor. I also dislike how the coin flips work. I get that it's a "heads I win, tails you lose" thing, which is very archenemy but it's a bit confusing. If I win, I choose something of mine to sacrifice, but If I lose, you get to choose something to be sacrificed, but it can't be mine, but if my teammate also loses, you can choose something of mine. It all feels unnecessary, and kinda forced. 3/10.
The End of the World: EDIT: In light of my misunderstanding of how this wording works, I'm forced to reevaluate. Getting to hold your mana over has obvious utility, as you can power out expensive spells early, but there is also risk involved, as you may spend mana on the next turn, to have an opponent planeswalk away. I still don't like that it shares a chaos ability with Otaria, but the main issue I had with the card was mistaken. I'll bump it to a 7/10.
I guess the destination you have in mind is the end of the world in Theros, which fulfils the criteria. After reevaluation, the points average to 6.333/10. I do appreciate the narrow nature of your restrictions, so I'm giving a bonus for dedication. 7/10

And the other card is a reference to Veldrane's missions into the Great Wood - didn't really have a place to write it out, so it would have to be in the art.

Gideon: Well, Gideon never gave much room.for design, and this Gideon's first two abilities are puzzled together from other Gideons (Even the Gideon Jura text snuck into yours) and this even goes with that tradition of semi-ultis we have seen in Gideon other times. The effect of the semi-ulti is the most interesting part of it, and while it comboes nicely with white's mass removal, I feel this is not a sorcery-speed effect. As I said, Gideon tends to be bland and this one is not very different 5/10
Jace: The first is a nice protevtive ability, the second is a bit off and the ulti is very cool: I like this tweak on "exile your library" ulti coupled with unblockability for extra blueishness. That said, I think the second ability should have been something to actuallu help you get creatures (drawing or some ammount of looting) and to gain a bit of coherence. I lile the direction this Jace takes in caring aboit creatures but I really think the second ability needs to be changed.
EDIT: I missed that you coild use the ability on yourself, so I have to say that this is a bery solid Jace with an interesting twist. Hreat job. 9/10
Unbalanced Spirit: I piloted a Debt to the Deathless deck for some years and I have to say this is quite abysmal. I know it's a bit unfair to judge any draining spell in the light of Debt to the Deathless, but Unbalanced Spirit just doesn't quite work. First, for that mana you will be expecting hard numbers rather than variable ones, and 'half of life total" does never win you the game and it gets progressively worse as games progresses in most circumstances. The mana cost is enormous for something that just won't be good most of the time and I'd hate to crack this as a mythic. In anothet note, there were games I was forced to cast Debt for less than winning ammount to stay alive against hardhitters, but most of the time it was of not much use as my board state didn't get better, so I can account for this not being very good for defense either. Again, I might be judging this too harshly on my experience as a drain player, but I don't think this is playable. 2/10
Angelic Betrayer: As much as I hated Unbalanced Spirit I love this. This can be a great beater in Orzhov and within these colors getting the angel bavk or wiping it away for good is very easy. It reminds me.a biy of Ghazban Ogre, but this has a clause that you can control with a bit of wit. 9/10
The End of the World: I really want to like the mana bleeding, but it's pretty hard to make it matter. Eladamri's Vineyard effects are not common, and to make this do much of anything, you'd have to build a deck with it in mind, which is not how planes operate. I wish it kept the mana between turns. That might cause memory issues, but it would be much more relevant, and it would have a link to the extra turn effect, which feels unrelated to the mana ability. It's also the same as Otaria's but I like that you removed the potential for more extra turns. 5/10]

Fixed. I feel like that wording could be a little more clear, but that's their fault, not yours.
Prepare for an informal and collegial card-making journey on the high seas with me, your captain aboard the good ship Italian Lunchtime, a Flamingo-class interplanar catamaran. This contest will see you pick restrictions every round which will stick with you the entire time. Once you have a card restriction in your kit, you can't get rid of it for this entire trip, so choose wisely. What restrictions you may pick might possibly depend on what happened in previous rounds, and some restrictions may earn you bonus points for successfully using them. However, you won't be required to use every restriction in your kit every round.
Each round you'll design cards according to the challenge and the restrictions placed upon you. Afterwards you'll be assigned to judge another contestant at random, and I will also score everyone, out of a possible score of 10 points per round. Round scores will be the average of my score and your peer score, and if you fairly judge the card(s) given to you with a few constructive comments, you'll get 2 bonus points that round.
Nobody gets eliminated - we're not in the business of keelhauling here, although if you lollygag and don't submit before a deadline you lose the chance to score in that round!
Always remember to track your restrictions from round to round. Copy and paste the ones you take into a spoiler now and add to it in later rounds.
The contest ends when we reach our destination. Along the way we'll learn to laugh, cry, love, and maybe earn some special surprises.

After a few days of not having to fight or flee anyone, we managed to return to our ship rested and heavily restocked. Unfortunately, there was some disagreement on where exactly to go next...
Round challenge: Pick two more restrictions (or enough restrictions such that you have nine overall) and fulfill five of the nine of your total restrictions with between two and five cards. You must mark which are used for the round and which aren't; I recommend two separate spoiler boxes. You can once again pick only one bonus restriction, so this means either two normal or one normal and one bonus restriction. The cards must loosely represent where you wish to go next.
(Now is a good time to note that if you've picked restrictions that contradict one another at any point and "designed yourself into a corner", you can still enter and try to fulfill as many as possible, but prepare for stiff point penalties!)

So I can't give you too much credit for adventurousness here - your restrictions are pretty easy to fit together and all you had to do was make the first one an uncommon legendary green wall and then also get a legendary land, making one of them about a third pick. I need to see some adventurous spirit!
Anyway, looks like you are voting to lead us to a lawful and music-filled land, which is a nice sentiment.
On the bard, I can totally see the hypothetical Susan Van Camp art for this (I guess it's basically Elvish Bard). The flavor is a lovely fit and it's a good mesh of the colors, green bringing creature-based draw and white favoring the small side. I wish it was a bit spicier but solid cards are fine too.
I'd like to Praeze you like I should, but Praezer is a bit too unfun for my tastes. I buy that white can do this, I just don't think it should. This is fairly tough to remove for red and green with the high toughness, and they are usually the colors most likely to have big creatures wanting to attack in Standard. This would be very oppressive in Commander since it's cheap and easy to keep casting, locking down lots of creatures. Intrepid Hero and Baird, Steward of Argive are the ways that I like interacting in this way - I can try to outpace you or push some of my guys through with enough mana. Goldmeadow Dodger also shows an interesting precedent that could support an aggressive take on this (just turning off blocking). I do like the deep Homelands flavor and the fact that it shuts down the Baron, Veldrane and Ihsan's Shade and hits no white cards from actual Homelands.
Kadien is a lowish 9 for me but Praezer is close to 5, so I'll give you a 7 this round.
Tarza, Ironclaw Skulk is a pretty powerful one drop, I can see it beeing a little bit too strong even. If it doesn't work out, because opponent has a bear or something bigger, you just sacrifice it. You've made here a cool orc tribal card that probably should have a B somewhere in its text. Half of the orcs you could not use if you chose to make Tarza your commander.
Then, you referenced the Ironclaw Orc, which in its name references the Ironclaw Mountains, a region that's on Dominaria, not Ulgrotha. Then again we have cases likes the Silvergill, one time a group of merfolk on Lorwyn, but now also on Ixalan.I stand corrected.89 points for Tarza.In Service of the Baron gets extra style points. Not only where the usual restrictions used, the whole card is bases of another user's card and combined with a random one as well, while together still containing the flavor you where going for. Green is a little weird for a card related to Sengir, though. The card is pretty strong, giving the enchanted creature basically annihilator 1 with a strong upside. It doesn't even have to deal damage to either get an additional creature or mana and a card. I can see something like that at rare, or keep it at uncommon for maybe 5 mana. 8 points for this one
as well.So 9 points overall.
Ætherial Safe Haven: This fits the bill of a phenomenon pretty well. It serves as a temporary Peacekeeper, and it seems like a fine and dandy addition to Planechase. I think it's kinda weird how you move past this phenomenon, but it's still in effect with no indicator, but that's also how Chaotic Æther works. The flavor works well enough as a safe inter-planar pocket of some sort. I don't have any real problems with this. 9/10.
Consign to Fate: I'm not crazy about this one. For one thing, the name is pretty bland next to other schemes like Mortal Flesh is Weak, and This World Belongs to Me. Consign to Fate feels like a normal card name with normal card flavor. I also dislike how the coin flips work. I get that it's a "heads I win, tails you lose" thing, which is very archenemy but it's a bit confusing. If I win, I choose something of mine to sacrifice, but If I lose, you get to choose something to be sacrificed, but it can't be mine, but if my teammate also loses, you can choose something of mine. It all feels unnecessary, and kinda forced. 3/10.
The End of the World: EDIT: In light of my misunderstanding of how this wording works, I'm forced to reevaluate. Getting to hold your mana over has obvious utility, as you can power out expensive spells early, but there is also risk involved, as you may spend mana on the next turn, to have an opponent planeswalk away. I still don't like that it shares a chaos ability with Otaria, but the main issue I had with the card was mistaken. I'll bump it to a 7/10.
I guess the destination you have in mind is the end of the world in Theros, which fulfils the criteria. After reevaluation, the points average to 6.333/10. I do appreciate the narrow nature of your restrictions, so I'm giving a bonus for dedication. 7/10

Just sharing my thought process as if someone cared
Gideon: Well, Gideon never gave much room.for design, and this Gideon's first two abilities are puzzled together from other Gideons (Even the Gideon Jura text snuck into yours) and this even goes with that tradition of semi-ultis we have seen in Gideon other times. The effect of the semi-ulti is the most interesting part of it, and while it comboes nicely with white's mass removal, I feel this is not a sorcery-speed effect. As I said, Gideon tends to be bland and this one is not very different 5/10
Jace: The first is a nice protevtive ability, the second is a bit off and the ulti is very cool: I like this tweak on "exile your library" ulti coupled with unblockability for extra blueishness. That said, I think the second ability should have been something to actuallu help you get creatures (drawing or some ammount of looting) and to gain a bit of coherence. I lile the direction this Jace takes in caring aboit creatures but I really think the second ability needs to be changed.
EDIT: I missed that you coild use the ability on yourself, so I have to say that this is a bery solid Jace with an interesting twist. Hreat job. 9/10
Unbalanced Spirit: I piloted a Debt to the Deathless deck for some years and I have to say this is quite abysmal. I know it's a bit unfair to judge any draining spell in the light of Debt to the Deathless, but Unbalanced Spirit just doesn't quite work. First, for that mana you will be expecting hard numbers rather than variable ones, and 'half of life total" does never win you the game and it gets progressively worse as games progresses in most circumstances. The mana cost is enormous for something that just won't be good most of the time and I'd hate to crack this as a mythic. In anothet note, there were games I was forced to cast Debt for less than winning ammount to stay alive against hardhitters, but most of the time it was of not much use as my board state didn't get better, so I can account for this not being very good for defense either. Again, I might be judging this too harshly on my experience as a drain player, but I don't think this is playable. 2/10
Angelic Betrayer: As much as I hated Unbalanced Spirit I love this. This can be a great beater in Orzhov and within these colors getting the angel bavk or wiping it away for good is very easy. It reminds me.a biy of Ghazban Ogre, but this has a clause that you can control with a bit of wit. 9/10
