Royal Peacock: Well, the most obvious point of comparison is Fusion elemental and while your card is a tad worse statwise I'd rather give a try to it than to that charmless big vanilla. Avatar of Hope is another one that rings when looking at the peacock. I think it's ability accompanies the stats very well but I'm not sure about how it's written. I wonder if, for the way it reads, would not be able to block two creatures of the same color ahould something like High Ground be on the table. Adding the word additional would result on it being able to block six creatures, but while we think on this technicality it's still obvious what the card wants to do, and being all five color caring about different colors is a nice touch of elegance. I like it very much and I'm getting prepared for the upcoming ostriches and penguins
Mischief Maker: An instant misdirectiin guy that's powerful enough. What I do not like is the Hexproof here, because even if you choose the target the Hexproof would prevent thia guy from being able to take the bullet. Apart from that antisyneegy, it can become a bit too locking if measures can't be directly taken about it.

I apologize in advance for the brevity of my assessments. I’m not especially good at them to begin with, and this year has been one of great vocational demands. Nonetheless, I will try to do them justice.
I’ll begin by saying, you seem to have fulfilled all of your requirements so 5/5 there.
Axtraza, Journey's Envoy (7/10) – This is a strange design. A mix of serious flavor and a janky effect. Very appealing to Johnny, most likely as a wacky commander. I’m not feeling the blue in this. Sure, it would be the color of choice for an obligatory third color to meet the needs of an arc set (or commander product), but otherwise, it’s superfluous. I think it could have safely had hexproof. I wish it only checked for attacking nontoken creatures, if for no other reason, to reduce tracking. Overall, it’s a novel package, so novel that it’s difficult to grock and gauge without seeing it in action.
Akaga, the Soul Witherer (8/10) – I hadn’t seen “rounded down” in such a long time that I had to research the phrase. I thought it had been retired (since until recently it hadn’t been used in four years), but apparently it hasn’t. Really an amazing card.
Wisdom of Purity (6/10) – A clever use of Splice, but I can’t imagine a world where this card is good. Unless we’re talking about an alternate reality where the Splice cost is U or adjust both costs and draw two cards per color. Otherwise, I think every copy of this card would wind up in dusty boxes of bulk rares. That being said, it’s just the kind of junk rare that WotC would actually print. Correct me if I have grossly misunderstandood this card and have judged it unfairly.
Daimyō's Return (9/10) – You probably realize that this is a perennial custom design. You’ve done it justice though. Very nice flavor. It feels very powerful and makes me want to build around it. It’s particularly attractive for commander. For this reason, I wish it was mono-white so that it could be in any Wx voltron commander deck. Anyways, great card.

I by no means think it a super powerful card, but I think it's costed fairly. Consider Reach Through Mists, Evermind, and Whispers of the Muse. Maybe it doesn't feel that great because most arcane/Kamigawa cards are underpowered, but I think in a contemporarily balanced set it would be reasonable. And just to make sure we're on the same page, if you splice this onto Devouring Greed you would draw two cards. It's a chroma/devotion-esque effect.

Rough Bark of the Ports- This is a kind of odd name, and a kind of odd card with kinda odd flavor. Treefolk Pirate definitely feels like something out of the Impossible Creature Type game. I really like the mana production ability, but I'm not crazy about it being attached to tribute, even though tribute is pretty flavorful for a pirate. Basically it means that the card is either a powerful, but brain-dead beater, or an unusual, but limited (to your turn) mana dork. The options are both good, but they are so different that I don't like giving the choice to my opponent. That is the whole idea of tribute, but here it feels like the decision is really important. Frankly I think I'd prefer the card if it just had the mana ability sans tribute.
Smuggler's Skiff- This isn't a reference to Smuggler's Copter so much as it's a much worse version (or at least that's how it would be perceived). Crew 2 is really the tough part of this, since you can't just crew it with a token or a random dork. Crew 2 is twice as hard as crew 1, and this thing attacks for less than you tap to power it. Despite being worse than copter in almost every way, the card is totally fine, and would be decent in limited. The internet wouldn't care though: everyone would just be annoyed that this is so much worse than the card it references. This is a competent design, but it isn't very inspiring.

Indeed, I chose the P/T ratio based on the existance of 3/3 common defenders for X , disconnected from the actual effect on the card.
Legend - Royal Peacock seems appropriate for both all-colored and legendary at uncommon, so hey, nice one. However, no proper name, and IIRC real peafowl can fly, so... flavor's a bit off. Mischief Maker seems just annoying. Like not in a fun way. 5
Cardz5000 - Esper feels like it tells the right story for the plane in question but is also a little odd in that... like... it hoses creatures of the appropriate colors? That phenomenon is w a c k y alright. 7.5
Mergatroid_Jones - So Number Nineteen is pretty cool. It may be just an Inspiring Statuary on legs but the flavor and fun factor are tops. I don't think... the scrounge reminder text would be written that way? You don't need to tell people that things with no abilities are vanilla. Project Salvation is simultaneously okay (as a reanimator target it rather sucks in the early game and is easy to come back from, and you have to wait for a fair-ish turn to have enough setup on your side of the board to win the game off it anyway) and holy ***** annoying (blinkable Armageddon huh). 7
Gerrard's Mom - Punisher-black on Timmerian Extortion huh? Well I liked it in Planar Chaos and I like it now, especially since the "main" effect is more a pie bend than a break. Eron's Herald seems pushed but hey every set needs high-pick commons. I'm intrigued by this hybrid-Homelands connection and I could see it as a theme in Return to Ulgrotha in the hit-by-a-bus world where it happens. 8
Antiantiserum - Rough Bark of the Ports is an odd thing, isn't it? The name/types/flavor seem straight out of the Impossible Creature Type Game, but at the same time, it sure does feel like a Treefolk AND a Pirate. Tribute is a bad mechanic but I still like it. The whole static mana ability thing is both simple and elegant and a potential rules headache for the ages. Smuggler's Skiff is definitely fixed compared to the borked original even though it's straight card draw and not looting, and overall I like it. 7
picnic_bomber - Vaultlurker reminds me to a great deal of Body Snatcher, even though the effects aren't quite analogous. Certainly does interesting things in combat, but dare I say the design is a little safe? Veraluce might be too far in the other direction, and although I don't think it does anything degenerate, it still feels OP, y'know? 5.5
Hemlock - Topiaries at Castle Sengir has perfect flavor and interesting gameplay but as-is it needs to cost 1GG and even at this cost would be strong enough as a Constructed tool because it is crazy crazy pushed. I like Carola a whole lot - classless Human feels right here and the effect is both a) uncommon and b) legendary, which is what we were looking for! 7.5
IcariiFA - Four cards, good lad, you were hard at work. Axtraza is wild and definitely has risks to use - this is a build-around general AND a grindy rattlesnake card, which is an interesting combination. Not sure I fully get the flavor of separating the soul from the body --> leaving a zombified body behind --> also leaving the Zombie around when the soul comes back from its astral journey? Akaga is brutal and very Kamigawa as well as being sufficiently mythic, only thing that's missing is a bonus for saccing Ogres kappa. Wisdom of Purity has interesting design space for splice even if it's just Evermind++; I just wish there were existing Arcane cards with three or more colored mana symbols so this doesn't top out at a recurring Divination. Daimyō's Return is plain badass and I think ties into an old MCC final winning card of undead Konda you made? Very nice. 9

Timmerian Extortion is neat, and feels powerful in a way that may entice Timmy. However I feel it lacks some broader appeal. The flavor here is good and the mechanics tie to the concept quite well. These days this effect feels a bit more blue than pure black to me. Some memory issues. (6.5)
Eron's Herald is a great little common that, like most of your entrees, have a strong tie between mechanics and flavor. It's nothing inspiring, but does a lot for limited in its colors. (8)
Overall I'll give a 7.5.

I'm intrigued by this hybrid-Homelands connection and I could see it as a theme in Return to Ulgrotha in the hit-by-a-bus world where it happens. 8
Antiantiserum - Rough Bark of the Ports is an odd thing, isn't it? The name/types/flavor seem straight out of the Impossible Creature Type Game, but at the same time, it sure does feel like a Treefolk AND a Pirate. Tribute is a bad mechanic but I still like it. The whole static mana ability thing is both simple and elegant and a potential rules headache for the ages. Smuggler's Skiff is definitely fixed compared to the borked original even though it's straight card draw and not looting, and overall I like it. 7
picnic_bomber - Vaultlurker reminds me to a great deal of Body Snatcher, even though the effects aren't quite analogous. Certainly does interesting things in combat, but dare I say the design is a little safe? Veraluce might be too far in the other direction, and although I don't think it does anything degenerate, it still feels OP, y'know? 5.5
Hemlock - Topiaries at Castle Sengir has perfect flavor and interesting gameplay but as-is it needs to cost 1GG and even at this cost would be strong enough as a Constructed tool because it is crazy crazy pushed. I like Carola a whole lot - classless Human feels right here and the effect is both a) uncommon and b) legendary, which is what we were looking for! 7.5
IcariiFA - Four cards, good lad, you were hard at work. Axtraza is wild and definitely has risks to use - this is a build-around general AND a grindy rattlesnake card, which is an interesting combination. Not sure I fully get the flavor of separating the soul from the body --> leaving a zombified body behind --> also leaving the Zombie around when the soul comes back from its astral journey? Akaga is brutal and very Kamigawa as well as being sufficiently mythic, only thing that's missing is a bonus for saccing Ogres kappa. Wisdom of Purity has interesting design space for splice even if it's just Evermind++; I just wish there were existing Arcane cards with three or more colored mana symbols so this doesn't top out at a recurring Divination. Daimyō's Return is plain badass and I think ties into an old MCC final winning card of undead Konda you made? Very nice. 9

Eron's Herald is a great little common that, like most of your entrees, have a strong tie between mechanics and flavor. It's nothing inspiring, but does a lot for limited in its colors. (8)
