Design - (1,5/3) Appeal: Timmy doesn't see this very appealing, it's not big in either way. Johnny definitely sees ways to abuse this card. Color screwing the opponent can be strong, maybe Spike likes this part of the card. The creature control part is probably too slow. (3/3) Elegance: The card is easy to understand, flavour and mechanics seem to make sense.
Development - (3/3) Viability: The color wheel approves this card, exchanging control is blue, islands are "blue" as well. The first ability can be seens as blue mana production, which would be unusual by current standards. But it's so fringe and so flavourful that I would see it as bend. Being rare is the right spot for this card. (3/3) Balance: This is hard to judge. But it looks balanced enough to not break anything. It has really low power and thoughness. The mana cost is about right. The effects prohibit you from using your mana and you get color srewed too, eventually. It's so slow that it should not be all that oppresive. Control builds seem to be the obvious place for this.
Creativity - (2/3) Uniqueness: We know permanent exchange of permanents, nothing new here. So far there are three permanents that allow you to exchange control at instant speed. Two of them, Avarice Totem and Phyrexian Infiltrator, trade them self away in that process (if you don't have enough mana for a double switch.) Leaving Djinn of Infinite Deceits as the only comparable precedent. (2/3) Flavor: The article indicates that this creature should be legendary. The only other nonlegendary cards that went the same way are old and silly (The Fallen, The Fallen Apart, The Wretched.) Soaker would be okey, maybe Soaking Elemental. The name and the abilities go well together.
