Mercy has another new keyword (killed) in it that also needs definition. This card is assuming that has already been defined. Also, mercy seems like it needs to have a trigger, so I've reworded it to have one...

RG
Enchantment
Whenever a creature enters the battlefield, put a dominance counter on each other creature with a power greater than it (Creatures with dominance counters can only be blocked by creatures with at least as many domination counters on it.
2RG: Target creature gets +1/+1 until the end of the turn for each dominance counter on it. Then, if it has a higher power than all other creatures on the battlefield, put an additional dominance counter on it.
Changed the wording to dominance counters from domination counters, since putting dominance counters on something implies that it is becoming dominant (which is in line with the mechanic. Thematically speaking, a creature with a lot of dominance counters is asserting it's will over other creatures), where as putting domination counters on something feels like you are dominating it (ie, asserting your influence over it, which would imply the creature become less assertive, not more). Small nitpick, just wanted to explain the wording change.
Next: Hatred of X (This ~ ignores protection. If this deal any amount of damage to a permanent or player with the quality X, it deals twice as much damage instead).
T: Target creature you control gains your choice of green or white hatred until end of turn. (that creature ignores protection from green or white. If this deal any amount of damage to a permanent or player whose green or white, it deals twice as much damage instead).
