This may be referring to "why would someone ever choose to not give you the mana?" (Casting it on your own spell basically makes it a bad color fixer.)

Yes, it's an odd soft counter, and it's usually bad. That's why it's rare in this case.
But having a deck supporting htc counters with a blue basis should mean you did take care of the mana base at a point that to cast those spells shouldn't be harder than to wait to have the right ammount of lands on the battlefield. I think that the design isn't worth enough to put in any deck, nor even in a set as a rare card. You'll never counter a spell with that, so what's the point of it to try to counter a spell? and as a fixer, I never seen anybody casting a nonpermanent fixer that costs more than what it gives (you also need another spell on the stack to work!?) it feels just not even printable. :/
Even with that, it's more printable than teapower's "hard counter + possibly destroy a creature neither player wants out" at UB.

Why is it strictly better? There's only a situation it is better: when you have no creatures. Otherwise it's a fine drawback:

And that's why it's better than either what you posted or Counterspell. At worst it's just Counterspell for UB (which still wouldn't get printed), and at best it's Counterspell + "get rid of a creature neither player likes".
At UUB, this might be okay. At UB, it's just ridiculous. (As far as your example goes, I'd rather see that at just BB. Two mana of different colors is marginally easier to hit than two mana of the same color, most of the time.)
The card reads "Then the caster of the target spell may destroy target creature.", which is not the correct wording but it's clear that the player which spell got counter destroys a creature. The correct wording would be something like "Its controller may choose target creature. Destroy that creature." or the first one you said.

If you want the spell to have an opponent making a choice about a permanent, it shouldn't read "target". Targets are chosen by the controller of the spell. In this case, it would read: "That spell's controller may choose a creature. If he or she does, destroy that creature."

I think you should place yourself under a self-imposed challenge for the month of April, you know, to make it fun. Maybe you can only post creature cards, or only goblin-related cards, or maybe only cards inspired by the Wizard of Oz.
I might entertain such an idea, if it strikes my fancy. Though I'd probably do that no matter what my score was. I had a handful of Bastion-inspired cards last month after I finished that game, for example.

It should be a setting that can easily be changed by an admin; I know it is on phpBB3 boards. (Consulting the vBulletin manual confirms this, so we shouldn't have to go to Hannes if this situation comes up in the future.)
