I got no response from Twilight Kiwi, so he's off for now. Zzapper and PsiJet have been added to the host queue. Thanks Darkfire_Games, I suppose I can serve as a backup if you like.

I have a small request: Should anyone else drop out (which is likely), please do NOT bump me earlier than May. I'm fine doing it in May, but pretty sure I won't have the time on any month prior to that.
I was going back through the thread and noticed that PsiJet had made a request that I missed, right between Darkfire Games and Krey (DG jumped ahead of Monkey for February because Monkey is not available yet). I'm sorry about missing that, and in the interests of fairness I thought he should be able to host at that point. Adding brasil_dude101, here is the updated list:
I know stuff comes up, but I would like to avoid something like this month's host dropout if at all possible. Prospective hosts, please keep an eye on your calendar and just let me know if you anticipate trouble during your month.
I'm calling it right now- worst rare in the set. Even good limited players will find better bombs at common and uncommon no sweat. Worst. Episode. Ever.
I really do predict this to be our worst rare in set award winner. I'd be happier opening a jar of eyeballs, so I think anything worse is highly unlikely. This card wont just have zero constructed potential, but not be significantly better than a mass of ghouls in a draft.

Well, Gerrard's Mom, I think its safe to say that the extra points will motivate people to post quicker. I'll give a full report at the end of the month, but suffice to say, I'm two days ahead of schedule and have 24 people already.
Gerrard's Mom - you mentioned that the top two scorers for the January CCL semifinals advance - is that top scores for this round or overall? I ask because if it's overall, Dragoon and Eventide Sojourner advance regardless of the scores this round.
No, this round only. I wouldn't run the round if the result was predetermined, and that would also negate the purpose of having separate teams. I think this method would give better results than pairings, since it has been suggested that people might vote through the worse of the two so they have an easier final. I think it actually makes sense to run it this way at every stage; Top 3s for other teams in the first stages, then maybe split into two teams and Top 3 the other in the Top 8 bracket?
In the recent CCL: homelands, teams are critiquing the teams they are already being critiqued by. (phlegmagic critiques choloric; choloric critiques phlegmatic)
I think this is a really bad idea because it gives a serious disadvantage to the people who post their critiques first. If they have anything bad to say in their evaluation of people's cards, it's easy for the critiqued person to "get back" at the critiquer when he's critiquing. Not saying that everyone would purposefully go out and do this, but we are human.
Say someone posts a blistering, harsh review of your card, and then you're supposed to evaluate that person's card two hours later....it's difficult to stay objective, and not let that person's honest (but perhaps harsh) critique affect your judgment.

Maokun has been saying the same thing since lastmonth's CCL. There's only four teams. Your going to end up crit-ing each other anyway. The team that crit-ed you in round 1 is the team your ctit-ing in round 3. The same logic still applies that you coul "get back at someone" for a bad crit.
PLUS: CALM DOWN. Its a game. There's no cash prizes. Its for fun. I also feel that the critiques help people see other angles of the cards that they design, and in the long run, it helps to make us all better designers.

oh alright, i think the cross-critiquing could've been avoided in round 2 (I agree with maokun), but for the sake of helping make a better community of designers...i've put back in my critiques.
How would you run a CCL without coming in to that situation? I like the idea that, right now, everyone critiques everyone over the course of the 3 no-elimination rounds.
So, on a whim, I decided to clean and pretty up the Long Rules for the CCL. Can I get a double check to make sure that I haven't messed anything up? Also included an unparsed version that people can copy and paste directly.

Overview
The CCL is among the more fun games on the MTGSalvation forums due to the interactions of the Leaguers (that's you). We actively critique each other's card designs each round, putting a more personal interest into everyone's cards and trying to make us all better designers. Typically, we build worlds more complete than many other games, as each round builds on the designs and ideas of the prior rounds. The CCL allows for Leaguers to delve into the depths of creativity, as the point-schedule aspect allows for three full rounds without fear of elimination.
Schedule
The CCL runs six rounds each month, all but the final lasting five days.
In Rounds 1, 2, and 3, the host will divide the participants into even teams (generally 4) and then assign either a general task for all teams to complete or specific tasks for each team to complete. Each of these rounds are divided into a Challenge round and a Critique Round (Described below).
In Rounds 4 and 5, the remaining competitors will be divided into pairs, with the pairs again either receiving a general task or a pair specific task. This round has a Challenge Round and a Critique Round.
In Round 6, the two finalists will be given one final challenge to complete. While this round does have a Challenge Round, it does not have a Critique Round.
Each round will last five days: 3 days for the Challenge Round and 2 days for the Critique Round.
While this isn't always a guarantee, the schedule will use EST (Eastern Standard Time, GMT -5) if no other time zone is given. We will stick to this schedule as closely as possible, adjusting as necessary.
Challenge Rounds
When the round is posted, the host will provide a challenge for the round. This challenge may be a general task for all players, a list for the players to choose from, challenges assigned to each team, challenges assigned to each leaguer, or other variations the host might think up.
Each Leaguer will post his or her entry by the posted deadline or 3 days after the round is posted.
Critique Rounds
After the Challenge Round ends, the host will close the round and start the Critique Round. After this point, modifying the post that contains your entry for the round will incur a Penalty.
Each Leaguer is encouraged to thoroughly critique all of the people he or she is given to critique, though this is not required.
In addition to the critiques, each Leaguer will provide a list of Top 3 entries for the team they critiqued. As these T3's are the main source of points in the CCL THEY ARE MANDATORY. Even if critiques are not submitted, a T3 must be to avoid any Penalties. Even if a person gives a team critique, they are not required to base their T3 on those critiques.
A valid critique does not need to be very long. A few constructive sentences will go a long way, so long as they are meaningful. "Hated it", "Too Expensive", "Bahhrokken!" are all invalid critiques, and will not be counted as such.
EXAMPLE:
The following card was submitted for the round:
Searching the Tomorrows4UU
Instant (U)
As an additional cost to cast Searching the Tomorrows, discard a card.
Search your library for a nonpermanent card.
Shuffle your library, then put the card you searched for into your deck second from the top.
At the beginning of your next upkeep, draw a card. And lo, I sought tomorrow, hoping to find riches not here today. However, my search was in vain, for I died before the sun rose.
All of the following are valid critiques:
Templating issue with "nonpermanent card," as that is confusing and should just read "instant or sorcery card." And the cost seems steep: I'm spending mana, discarding a card, and I only get to put my card on top of my library. Creative, but not bad.
I hate the name. Also, the shuffle part should be right after removing the tutored card instead of on a separate line. Seems powerful for an instant, play it on an opponent's turn and you basically get a free draw, but you get to pick it.
A bit complicated for an uncommon. It doesn't go to microtext on a render (at least, without the flavor text) but it still isn't all that intuitive.
Valid Entry Requirements
A valid entry for a round cleanly delivers all required components of the challenge. The CCL is based around card design, so each challenge will direct Leaguers to design on or more cards, but other components may be given according to the host's discretion. Historically, these non-card components have included things like keyword mechanic design, story pieces, and various ideas for the host to incorporate into later rounds.
While it is not required, adding a render of your card is customary. Some leaguers may not have access to render design software and therefore shouldn't be penalized for posting an entry without a render. However, a proper render makes it easier to critique a card, as it allows judges to quickly gauge wordiness as well as making it simply easier to imagine the card. Commong rendering software includes The Magic Set Editor, Adobe Photoshop, and The GIMP. Note that the MSE and the GIMP are freeware.
Scoring
In Rounds 1, 2, and 3, players will have a chance to get up to 110 points towards their score.
The Top 3 provides points for those players on it: 3 points for the person in 1st place, 2 points for 2nd, and 1 point for third.
In addition, players will receive 1 point for posting a Top 3 and 1 point for providing valid critiques to the appropriate team.
The points gathered this way are fed into this equation: P = (X/Y) * 100
P is the number of points that player recieves for the round. X is the number of points the player received from their T3's and from providing critiques. Y is the total number of points that player could have received in the round. ((3 * Number of Judges) + Critique Points.)
In addition to those points, each player who posts a valid, critiquable entry 24 hours after the round thread IS POSTED will receive 5 points. This is not dependant on any anything else.
Each player who posts a full Critique and T3 within 24 hours of the Challenge round closing will also receive 5 points. This is not dependant on any anything else.
The Points from each round are totalled at round three, and the top scorers from each Team will advance (Usually top 2 for four teams, or whatever combination is needed to get 8 people for the Quarter-Finals.).
Penalties
Failure to post an entry into a Challenge Round or failure to post a Top 3 during a Critique Round will result in a player being put on PROBATION. While on Probation, failure to post a challenge entry or a T3 will cause a player to be Disqualified for the remainder of that month.
Once a Challenge round has been closed, any Leaguer who modifies their entry will be disqualified for the round.
