The card Arc Blade'ifies an instant or sorcery, not Delays it.

On principle I don't care for asymmetrical dual-color designs, but that's subjective. The bigger issue is that this is remarkably better than Flame Jab even if it doesn't hit creatures. Instant speed and (less importantly) the potential for life gain put it over the edge for a common.
Verdict: If it were sorcery speed, I would've liked it quite a bit more.

Frankly, "marked" has enough design space to carry itself as a mechanical theme without adding the Flagbearer ability -- in fact, adding the Flagbearer ability probably closes design space since you limit the cards it can be printed on (and especially the commons you can print it on). Marked itself would be neat for a western set or anything with bounty hunters.
Verdict: If you took out the reminder text, this would be a neat design.
If a player would win the game, he or she loses the game instead.
Sour grapes, bad feelings, etc. Forget about flashing this thing in. Don't care for this on principle; at any cost it has too much potential for poor game results.
Verdict: If it didn't find a way to incorporate "loses the game" I'd like it so much more.

Not bad, not bad. Getting an expanded Odds on a non-split card is a dream of mine; this is the sort of spell-WTFery that embodies Izzet perfectly.
Verdict: If not for avatarz' design, it would've been a pleasure to call this the winner.

Needs a rules change for splice, but otherwise I like this. I'm concerned that 1U is too low given that you can splice it onto suspended spells you cast and recur everything ad nauseum. Is it too easy to lock down the board with a Temporal Echo in hand? I'm not sure.
Verdict: If it worked with splice and if it were costed more safely just in case, I'd love this.

As I said, the second ability is beautiful, and I can't think of any better way to utilize it than on a sphinx. Wonderful, wonderful job.

Delay, and your card is fairly broken by the way.

Using my Get Out of Judgings Free card to end the challenge prematurely (I'll be editing the judgings in here soon or eventually).
