Mergatroid_Jones: Fun callback to Horde of Notions, Its ability is a Fist of Suns type effect but with more flexibility for messing around. Would be interesting to see how this card works in commander. Probably pretty well I reckon.
Sephom19: A legendary mana rock with a very niche ability. Freely removing counters like that has the potential for interesting shenanigans, but aside from the name this doesn't feel very Lorwyn as it wasn't super focused on counters as far as I can remember.
mirrislegend: Very cool card, enables kithkin tribal with Blink shenanigans still being a thing. This card doesn't feel at all blue to me however and that's an issue especially for hybrid cards as they to feel like they could be in either colour. This guy could just cost WWW with no problem.
graffd20: Bumbog is a really cool design and he can get out of hand pretty quickly considering he doubles up over and over again. After two turns down you can swing with four 5/3s with trample if your opponent has no answers and that's actually not too bad. I think you balanced the P/T with the cards abilities well, and the flavour text is pretty funny.
LnGrrrR: I get that you were going for the Lorwyn/Shadowmoor premise for this transform card, but considering the nature of the plane nowadays I think it's unlikely that we'd get something like this. Plus it incorporates +1/+1 counters andn-1/-1 counters together which can be very confusing for set design, and its also not a legendary which was the basis of the challenge.
VolrathTheRisen: heck yeah Noggles! It's cool that you brought them back as a tribe, but these cards don't give me a feel for the tribe especially. Possibly giving your opponents stuff? Snuffleort, Bloxitas and Bloxitara all have abilities that can potentially do that, but it's all in different manner. Ufflesnort (best name) is more interesting because vigilance is hardly an ability for UR, and yet here it's necessary if you want to use its abilities - am I right in thinking the aggressive plan for Ufflesnort is to attack and if it's blocked by something that'll kill it you remove it from combat but still give Ufflesnort trample so he can still deal damage? This are all very interesting creatures and I'm glad someone went for the more obscure tribes.
Void_nothing: Ooh this does fun stuff and I like it. There should be more top/bottom of library shenanigans and this does that well, allowing your Merfolk to act as a reverse Scroll Rack of sorts. The clash ability is insanely powerful. It has the potential to be ridiculous in commander decks with high mana cost cards but should be fine in a constructed format as Merfolk are a more go-wide aggressive tribe with low CMC cards usually. Not that you couldn't attack with all your Merfolk and clash with a Temporal Mastery on top. Considering cards like Kumena and Shalai, I think you could lower the cost of the ability and just reduce it to putting one +1/+1 counter on everyone instead, especially with the amount of card selection and library manipulation this guy offers. Really amazing design though.

Part of the point of the group was that Noggles have never really had a coherent mechanical theme.
I tried to give Bloxitas something “tribal without being tribal” because, y’know, he’s the king.
It’s true that Ufflesnort’s name inspired the whole group though & you also interpreted his mechanics correctly. Expect more Ufflesnort-themed entries from me in future...
The removal of +1/+1 counters has a similar function to placement of -1/-1 counters. It is a reference to Shadowmoor. The Aurora turned Lorwyn into Shadowmoor. The mana rock was a reference as susch.
Because sometimes 1/1 tribal is 2/2 tribal in disguise.

Forestsguy - Love the idea of creating copies of your 2/2s to make an incentive to play more. Almost feel like it doesn't have to be "your creature" as blue can copy from anywhere. Flashback seems stapled on though...
Marglehaven - it works, but is pretty boring... also putting a 1/1 counter on a 2/2 creature makes them 3/3s which would negate any other 2/2 synergies going on in your deck
Volrath - seems like a really fun commander, but probably way too powerful for that costing as it would be policing the board and reducing all damage by half. Also, shouldnt it be creatures you control? as this could create some scary synergies with token/elf opponent decks
Subject16 - Love the callback to Shirei, who cared about 1/1s...
Void_Nothing - Interesting "Shock Hate" I feel like the static ability is uneeded though as the other two abilities are really powerful by themselves and as a 2/2 that comes ddown on turn 2, swinging for 4 on turn 3 and having removal protection is huge.

Marglehaven - it works, but is pretty boring... also putting a 1/1 counter on a 2/2 creature makes them 3/3s which would negate any other 2/2 synergies going on in your deck
Volrath - seems like a really fun commander, but probably way too powerful for that costing as it would be policing the board and reducing all damage by half. Also, shouldnt it be creatures you control? as this could create some scary synergies with token/elf opponent decks
Subject16 - Love the callback to Shirei, who cared about 1/1s...
Void_Nothing - Interesting "Shock Hate" I feel like the static ability is uneeded though as the other two abilities are really powerful by themselves and as a 2/2 that comes ddown on turn 2, swinging for 4 on turn 3 and having removal protection is huge.
