Suncaller Goblin - Really straight forward and clean. An easy transition from red to white. Feels Gobliny and printable.
Chronomancer's Assistant - This is great half-version of Goblin Electromancer. Seems like it would be cool to print a mirror, sorcery half in red. Simple, but I like it. It's possible this effect is too pushed at one mana though.
VolrathTheRisen - From what I'm told, fateseal is like a 10 on the storm scale or something. Apparently Wizards thinks it's unfun. They're probably right. The flavor text is some fun, Goblin buffoonery. I'm not sure the card itself feels very Gobliny, but it doesn't necessarily feel un-Gobliny either.
Subject16 - The flash seems a bit out of place to me mechanically. I get that it's appearing out of nowhere to steal yer booty, but flash is generally used when it's necessary for the card to function correctly. Pirates seem Gobliny for sure, but I could easily see this card in red with haste instead of flash.
BlazingRagnarok - This card makes a lot of sense for a white Goblin. The Boros flavor and mechanics work well as a red to white Goblin port. My biggest beef is that the card could very easily just be red.
Cardz5000 - Huh. This is a pretty neat thing. I like the dashing defender concept. As a matter of fact, I mighta even named this guy the Dashing Defender. It's got a certain ring to it. I think this card plays out pretty well as a one-off, but I don't know how I feel about giving haste to a bunch white creatures. Other than that, I really like it.

Akki Steward - I like the idea of a Goblin Samurai. The card itself seems pretty underwhelming considering the high cost of the activated ability. I really wish this either - had vigilance, or didn't require tapping to activate its ability. That way you could sacrifice it after bushido kicks in to team up with another blocked creature to kill a big blocker. Please include a rarity on your card in the future. It's good practice for any card intended for judging.
Swashbuckling Rig-Hopper - This card seems really pushed to me, and yes, it is quite a color bleed. Probably more than a bleed really.
Forestsguy - This goes infinite with just one Skirk Prospector, right? Pretty crazy.

Obdurate Sword-Friar - Weird. The first ability seems like it would be super powerful in reverse. The second ability seems blue for some reason. Maybe 'cause it's kinda switching the friar's P/T until end of turn. This seems like a fun card for some, but a pain in the neck for others. It really makes for some interesting math/tracking, especially when you start adding combat tricks. I'm pretty sure something like this would be deemed to complicated to see print. I could be wrong.
Unstable Mutant - Nothing very exciting here mechanic-wise, but a pretty solid card none-the-less. It works well as removal in limited, and has the added bonus of sticking around as a pretty solid beater. Honestly, it seems a bit strong for a blue creature. Nothing too bad, but certainly a bomb in limited.

A creature deals critical hit damage by rolling a number equal to or higher than the first number on a six-sided die. I had the thread open while I was writing my crits. You must have posted the Grindylow while I was writing them. I'll share some thoughts....
I was unaware of the existence of the grindylow until this very day. I love the card for this glorious tidbit of information alone. Aside from that, the card strikes me as a bit odd. As a 1 mana 2/2 with limited evasion, it seems like it wants to be aggro, but the drawback is a rather big, and makes the card pretty reliant on your opponent. I suppose it functions well as a blocker for a turn or two while your opponent is playing out his early creatures, then it can be turned on as attacker. I think it would be a pretty decent late pick in limited. It's even possible that having a few of these in limited would be pretty good. It's hard to say. Some Johnny might want to pair this with something like Hunted Phantasm, but ultimately, it just seems a bit too reliant on your opponent to work.

Edit: BTW, I hope that Cardz gets their computer working. Critical hit is an idea I've been kicking around for quite some time now, but I've never posted a card with it before. I'm curious to hear another's opinion.

Whenever you cast a spell, each opponent draws a card unless you pay 1. Many have gazed upon its pages. All have leaned their own truth.
Critical Hits seems like a great mechanic to bring into MTG with dice, but I'm not a fine of having two variables attached to it. I would probably just have it always just have a 1 in 6 crit chance and a variable for the additional damage, or a variable for the crit chance and always double damage.
This seems really fun, and really Izzet. I'm having trouble figuring out if this is costed correctly, but the lack of control probably allows it to be cheaper. On average its a 7 damage Fire Tempest when cast for 5, or a 3.5 damage Steam Blast for 3. its probably fine...
While I totally see them designing some chart graphics for die roll result tables like this, I'm not sure that dice rolling needs to be keyworded, and if it does, endeavor really doesn't feel like the right word.
Polymorphing has typically be relegated to creatures becoming other creatures, so this could use a different name. It's a really cute effect, but really feels way more red than blue.
chetoos - This card seems like a lot of fun, especially for the Johnnies of the world. I'm wondering if the limit could come down to 1 spell each turn? It's interesting that you went with 2 since people don't generally play more than 2 spells in a turn unless they're storm. I suppose you're far more likely to play more than 2 spells each turn if every spell you cast basically cantripped. There's just gotta be ways to abuse the heck out of this. Something like Zombie Infestation perhaps? Although I'm sure I'm missing something much better. Honestly, just playing a deck full of instants and cards with flash takes pretty good advantage of this. I could see wanting to try this out with Ebony Owl. It certainly helps to keep people at 7 cards.
Mergatriod_Jones - It would have never occurred to me to smash Fireball and Paradox Haze together. As someone that used play Paradox Haze in a deck, I gotta say, it seems like fun. The number of ways to abuse this card are countless. From Braids, Cabal Minion to Dominus of Fealty. It seems like it's probably pretty fair though. It has inspired me to make this card text..... "Copy target triggered ability X times. You may choose new targets for the copies". As far as working with the Owl goes, I don't know that I could see the two cards working all that well together. Sure you can get a bunch of Owl triggers by casting this, but it doesn't really help to keep a player's hand full without Howling Mine and its ilk.

Mergatroid_Jones - Well, considering the fact that Exhaustion is an all-star in Owling Mine, I'd say this card would definitely get a long look. I can't imagine Exhaustion being printed these days, but not being able to essentially fog your opponent during the next turn makes this a very toned-down version of the card. Honestly, I think a card like this might be printed in red these days, considering a card like Chandra's Revolution. But blue feels right in my mind. The fact that this is symmetrical also helps to tone this down considerably. At the very least, you won't be untapping the lands you used to cast Sweeping Flood. The name is perfect. I could see something like this being printed perhaps.
VolrathTheRisen - I can see the blue and black, but why the red? Is it because of the random aspect of letting your opponent decide? The symmetrical Rhystic Study effect is interesting, but the additional option of paying 1 life seems like the least taxing of the options assuming you don't have mana to spare. This works rather well with the Owl since it breaks the symmetry because you actually want your opponent to draw cards. Cards like Underworld Dreams would really like this card too. I would highly recommend removing the delay in the trigger. It will lead to very confusing end steps in which you're trying to remember who cast what spell and who paid or didn't pay to prevent the card draw. Just picture a big mutiplayer game that has a turn in which multiple players are playing multiple spells.
Cardz5000 - Another take on good ol' Rhystic Study. This card is an interesting spin on the idea. I like that it offsets removing the cost of Rhystic Study's ability by basically giving your opponent a Rhystic Study. It makes for a very satisfying call back card for me.

Suncaller Goblin - Really straight forward and clean. An easy transition from red to white. Feels Gobliny and printable.
Chronomancer's Assistant - This is great half-version of Goblin Electromancer. Seems like it would be cool to print a mirror, sorcery half in red. Simple, but I like it. It's possible this effect is too pushed at one mana though.
VolrathTheRisen - From what I'm told, fateseal is like a 10 on the storm scale or something. Apparently Wizards thinks it's unfun. They're probably right. The flavor text is some fun, Goblin buffoonery. I'm not sure the card itself feels very Gobliny, but it doesn't necessarily feel un-Gobliny either.
Subject16 - The flash seems a bit out of place to me mechanically. I get that it's appearing out of nowhere to steal yer booty, but flash is generally used when it's necessary for the card to function correctly. Pirates seem Gobliny for sure, but I could easily see this card in red with haste instead of flash.
BlazingRagnarok - This card makes a lot of sense for a white Goblin. The Boros flavor and mechanics work well as a red to white Goblin port. My biggest beef is that the card could very easily just be red.
Cardz5000 - Huh. This is a pretty neat thing. I like the dashing defender concept. As a matter of fact, I mighta even named this guy the Dashing Defender. It's got a certain ring to it. I think this card plays out pretty well as a one-off, but I don't know how I feel about giving haste to a bunch white creatures. Other than that, I really like it.

Akki Steward - I like the idea of a Goblin Samurai. The card itself seems pretty underwhelming considering the high cost of the activated ability. I really wish this either - had vigilance, or didn't require tapping to activate its ability. That way you could sacrifice it after bushido kicks in to team up with another blocked creature to kill a big blocker. Please include a rarity on your card in the future. It's good practice for any card intended for judging.
Swashbuckling Rig-Hopper - This card seems really pushed to me, and yes, it is quite a color bleed. Probably more than a bleed really.
Forestsguy - This goes infinite with just one Skirk Prospector, right? Pretty crazy.

Obdurate Sword-Friar - Weird. The first ability seems like it would be super powerful in reverse. The second ability seems blue for some reason. Maybe 'cause it's kinda switching the friar's P/T until end of turn. This seems like a fun card for some, but a pain in the neck for others. It really makes for some interesting math/tracking, especially when you start adding combat tricks. I'm pretty sure something like this would be deemed to complicated to see print. I could be wrong.
Unstable Mutant - Nothing very exciting here mechanic-wise, but a pretty solid card none-the-less. It works well as removal in limited, and has the added bonus of sticking around as a pretty solid beater. Honestly, it seems a bit strong for a blue creature. Nothing too bad, but certainly a bomb in limited.

IIW: Something to make Ebony Owl Netsuke playable in Modern (not that such a card exists).
I was unaware of the existence of the grindylow until this very day. I love the card for this glorious tidbit of information alone. Aside from that, the card strikes me as a bit odd. As a 1 mana 2/2 with limited evasion, it seems like it wants to be aggro, but the drawback is a rather big, and makes the card pretty reliant on your opponent. I suppose it functions well as a blocker for a turn or two while your opponent is playing out his early creatures, then it can be turned on as attacker. I think it would be a pretty decent late pick in limited. It's even possible that having a few of these in limited would be pretty good. It's hard to say. Some Johnny might want to pair this with something like Hunted Phantasm, but ultimately, it just seems a bit too reliant on your opponent to work.

IIW: Tri-colored Gods
Mergatriod_Jones - It would have never occurred to me to smash Fireball and Paradox Haze together. As someone that used play Paradox Haze in a deck, I gotta say, it seems like fun. The number of ways to abuse this card are countless. From Braids, Cabal Minion to Dominus of Fealty. It seems like it's probably pretty fair though. It has inspired me to make this card text..... "Copy target triggered ability X times. You may choose new targets for the copies". As far as working with the Owl goes, I don't know that I could see the two cards working all that well together. Sure you can get a bunch of Owl triggers by casting this, but it doesn't really help to keep a player's hand full without Howling Mine and its ilk.Oh man. I wrote your crit yesterday before your edit. I'm glad I went back and checked again.
Mergatroid_Jones - Well, considering the fact that Exhaustion is an all-star in Owling Mine, I'd say this card would definitely get a long look. I can't imagine Exhaustion being printed these days, but not being able to essentially fog your opponent during the next turn makes this a very toned-down version of the card. Honestly, I think a card like this might be printed in red these days, considering a card like Chandra's Revolution. But blue feels right in my mind. The fact that this is symmetrical also helps to tone this down considerably. At the very least, you won't be untapping the lands you used to cast Sweeping Flood. The name is perfect. I could see something like this being printed perhaps.
VolrathTheRisen - I can see the blue and black, but why the red? Is it because of the random aspect of letting your opponent decide? The symmetrical Rhystic Study effect is interesting, but the additional option of paying 1 life seems like the least taxing of the options assuming you don't have mana to spare. This works rather well with the Owl since it breaks the symmetry because you actually want your opponent to draw cards. Cards like Underworld Dreams would really like this card too. I would highly recommend removing the delay in the trigger. It will lead to very confusing end steps in which you're trying to remember who cast what spell and who paid or didn't pay to prevent the card draw. Just picture a big mutiplayer game that has a turn in which multiple players are playing multiple spells.
Cardz5000 - Another take on good ol' Rhystic Study. This card is an interesting spin on the idea. I like that it offsets removing the cost of Rhystic Study's ability by basically giving your opponent a Rhystic Study. It makes for a very satisfying call back card for me.
