What I'm looking for:
- Guild identity
- Feeling like a precursor to the modern guild
- Feeling unique and dissimilar to the current guild leaders and champions
- Being accurately named (I'm referencing the wiki)
- Being awesome
sperlman with Azor, Arbiter of Ravnica: This feels sufficiently proto-Azorius. I don't like that it seems purpose-made to create board stalls however.
iphanx with Cisarzim Uncontested: This feels super-similar to RURiCTHaR while also being weird aesthetically, having power that's unequal to its spell backlash ability. There are some typos.
Forestsguy with Rakdos the Hellraiser: I am mostly OK with this card, with the caveat that I don't feel like reanimation, even in this hasty form, is appropriate for the character of the Rakdos guild. Their personality is much more about wastefulness.
RyuumiGaroukuni with Zohvor, the First Ruler: It's reasonable to name a member of the first Ghost Council i think. Ability-wise this is just a self-feeding Ghost Council of Orzhova, so some minus points on originality there.
Mirrislegend with Merek, Scion of Growth: I dislike the use of evolve on this card. It's Simic-appropriate of course but it is explicitly a creation of the modern Combine, which reinvented itself, as opposed to something of the ancient guild. The design is rad though.
Necarg with Niv-Mizzet, of Perfect Mind: I like this a lot. Prowess feels a bit excessive since this card already rewards you heavily for spell-slinging without even having to turn sideways.
StonerOfKruphix with Kasna, the First Gorgon: Weird cardname. According to the wiki, the first Golgari parun was Svogthir. I'm not sure about this card tbh, it seems Golgari enough and it seems legendary enough but the cost on all its abilities seem so prohibitive.
Mergatroid_Jones with Szadek, Reborn: Okay so it looks like this card is specifically set on modern Ravnica. I'll take that into account. I am concerned that this guy can loop with just himself and a sufficiently large amount of mana. He doesn't even have to hit the battlefield ever to be relevant.
Rudyard with Volkhar, the Lowbringer: Dramatic ability, but it's got a bunch of problems. Archons fly, that's one, plus the parun of Boros was Razia, and 0/10 is a super weird body in RW. It all wraps up into a weird package.
Winner and Next Challenge:
Necarg. The challenge is Innistrad post-Emrakul.
EDIT:
admirableadmiral with Lazav, the Puppetmaster: Szadek was the parun of Dimir. It is pretty weird for a shapeshifter to have a totally static body! I like the opponent-tutor effect but I think it's quite risky.

Creature - Human Wizard (U) T: Discard a card, then draw a card. If you discarded a card with converted mana cost seven or greater, draw a card. "Innistrad has been shaken to its core, and great powers of light and darkness have fallen. I forsee a time of growth in our future."

Snapping Caster2CC
Creature — Eldrazi Wizard [R]
Menace
When Snapping Caster enters the battlefield, choose target nonland card an opponent owns in exile with converted mana cost 3 or less. You may cast that card without paying its mana cost. (If it's a permanent spell, it enters the battlefield under your control as it resolves.) "It isn't enough that my sisters have been twisted into their abhorrent forms. Their horrible minions wield corrupted versions of their magic as well."
—Sigarda
4/2
Sigarda's Bastion is a great design, but really should be costed at 3, not 4. It's also not really a new idea, as the keyrunes, manlands, Angel's Tomb, and more already explore the idea. 8/10 Gisa and Geralf, Reunited is definitely a fun and interesting commander, but doesn't really tap into the zombie theme as much as I'd like, in terms of deckbuilding. It also has the potential to be a bit overpowered, but I'm not too worried about it, especially considering you pretty much can't run 1/1's with it. 8/10 Observer of the Moon is a really cool card, encouraging you to discard the larger threats to gain more card advantage. It also could be a really interesting enabler for any Grixis reanimator strategies. 9/10 Snapping Caster just doesn't feel like it fulfills the challenge. It doesn't really make sense after Emrakul's imprisonment or as one of Emrakul's brood. As of now, Ulamog deals with exile, Kozilek deals with colorless mana, and Emrakul deals with transformation. This manages to be the two things that Emrakul isn't, and that's problematic. A twisted snapcaster would have been interesting, but that wasn't it. 6/10
With that, the winner is Ink-Treader and the next challenge is E!

Wow, skulk ended up being very popular for this challenge. I guess the smaller token is supposed to take care of creatures that could block the thief despite skulk, so it's almost unblockable. This is ok on power level with its mana cost, but it might not be doing something cool enough to justify its complexity. I might just want an unblockable 3/3 instead.

This actually works! Nice job.
It seems like cats would want to be blocked by small things... mine like pouncing on tiny mice.
I think this is trying to do a bit too much. I don't know why the token is blue.
This is worse than looting in most cases.
I still have to look up what skulk does. But I like this.
Some serious wording issues here: Return a creature to your hand? And what happens if you don't return a creature? Does the kitty go to the graveyard like Mox Diamond? That said, I like the idea here. It just needs more polish.
This is simple and flavorful. Nice.
This was EXTREMELY close.
