The "may" is there to prevent you from taking, say, Final Fortune and Last Chance or a pair of pacts. If you only find one card, the opponent can either choose to play it or not; if not, it will be shuffled back into your library.

Also, Horde Magic. It can't even trade with a Zombie token in the most played format out there, which is par for the course at 1 mana. I have no problems with that cost.

I think we are well past the day where two powered one drops are a rare occurance. Green regularly shirks the power:mana ratio. Heck, so does black (in addition to getting bears and almost bears). 2/2s for 2 just aren't good anymore.

There's the fact that it is pretty much specifically designed for multiplayer as well as the fact that it obsoletes other bears in the format. A bear is a good learning tool for a new player, so printing a cheaper one (notably, with no drawback) in a regular expansion seems like a Bad Idea.

No, but now that there are sets that do cater to multiplayer, your card would fit better in one of those than in a regular expansion.
void_nothing also brings up a good point. Three of the creatures you mention are two-drops, and the fourth is hybrid white. Green doesn't get hyper-efficient one-drops that are better than white's.

That is so dumb it actually hurts me deep in my soul. Every set should cater to every player. That includes players who predominantly play multiplayer. Or pauper. Or Elder Dragon Highlander. Would it fit in a summer expansion? Sure. Does it fit in a normal expansion any less because of it? No.
You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.
