Yeah. I had the same issue when I was making mine. A lot of the slivers that give creature-specific bonuses say "all sliver creatures" instead. It's not super relevant, since there aren't any Sliver noncreature permanents, but I guess it makes sense from the planning ahead perspective?

The rules support splicing onto spells that aren't instants or sorceries. The problem in most situations, though, is 702.45e:

It's at least one of a very short list. And that should work, because the replacement effect will be applied in the zone the card is in prior to entering the battlefield.
Theoretically, you could splice an ability that grants a copy effect as well, and a small number of corner cases like Aquamorph Entity's 5/1 or 1/5 choice, or anything that triggers on being cast, like the Eldrazi Titans.

1. Sparkmaster Reflex isn't a creature, and Wizards avoids printing cards that would have internally inconsistent wording.
2. The creature would still lose the splice text after the spell resolves.
It would have to be a cast trigger, it would look very weird, and still be inappropriate on an instant card.
The only things that really would work for splice text are the cases listed above, unless that "loses this text" clause is amended so that it doesn't apply if the card is entering the battlefield. If that's the case, it would just read:

The only difference is that with splice, it's specifically noted in the rules that the text is lost. This may be in part because splice was only designed with instants and sorceries in mind, so the only zones spells would go to would have no positive benefit to retaining the added text (unless you define splicing everything ever onto something and then giving it flashback a "positive benefit").
I also doubt that they would revisit this mechanic for permanents (or, at all in its current form), but changing the rules is how you would need to do it unless it was for a small cycle of specific effects.

Agreed there. There's also the issue of memory, especially since the spliced cards will go back to a hidden zone, leading to a game state that requires a lot of active tracking, but that's a separate issue from the one being discussed.
