Surrakar Captive: Before I start actually judging this card, I should get this out of the way— I love Surrakar. I wish they'd print more. Anyway, what this card does is kind of cute, but heavily unintuitive. The creature just up and dying when you fully level it feels weird from a game-play perspective (I spent all this mana and I get... some tokens of the thing I started with?), and it's a lot for a new player to grok. Level up is a complicated mechanic in itself, but now the card is a crash-course in state based actions and the concept of zero toughness. On top of all this, the second level makes sense from a flavor perspective, but there is no reason to not just wait until you have five mana available to level him all the way. With the existing level up creatures, the second part was a good stepping stone into the third level, and, while that isn't necessary, the second level becomes meaningless if the level up cost is so cheap. Further, I'm not sure what the first level's text box is supposed to look like with anything other than, level up in it (not necessarily a complaint, I'd need to see it formatted to really critique that, but it's certainly something to think about). 3/104/10, gets +1 because the flavor is solid. Note that my scale is weighted so that five is the average rating, not six or seven. I mention this because I really do like what this card has going on for it, but there's probably a better execution for it.

Love the concept (permanents need snow mana, but you can "store" mana between turns) but the execution is iffy. Cumulative upkeep is a much steeper cost than is strictly fun or interesting, and the effect not being symmetrical is rather frustrating for the opponent. Also feels more of a green card. 4/10 (from the thread's scale)

Review of Nyx Chamber:
-It's interesting. I think I get the flavor, maybe. It's like a vault for blessings--somewhere to store all that ethereal stuff the gods have been showering down on Theros lately. Cool.
-The ability to cast your auras at instant speed is extremely relevant for dodging removal, and with all the heroic triggers in the same limited environment, I can see this being quite good for plowing people into the ground out of nowhere.
-If a card allows you to do something you wouldn't normally be able to do, you generally have to say so. For example, an ability that allows you to "cast a card from exile this turn" doesn't change the timing restrictions on that card. It just means that until the end of the turn, you can cast a card from a zone that you wouldn't normally be able to cast it from.
-I do have to wonder about what niche this fills. It basically gives your auras flash if you're willing to wait a turn, which is cool, but I'm not sure whether it's incredibly potent (especially if the opponent knows that you'll be casting the card). It does do some nice things against control, giving you the chance to cast a bunch of auras at once and then blow the other player out, but even then it's a hard sell. Final Score: 6.5/10

Next up: Design a card that has to do flavorfully with chains, but doesn't make any reference to the Rakdos Cult or Chainer. Extra points if you don't use the word "chain" or "shackle" anywhere on the card.
With the wording on your card, that should also be true for Nightveil Specter and Havengul Lich, which it isn't. If you really think it overrides the timing restriction without any further text to indicate this, provide a citation, because that doesn't seem to make sense.
In any case, I'll edit my review taking into account that this was your intention with the card's design.
If a triggered or activated ability says to cast something, you can cast it regardless of timing restrictions. Specter+Lich are static abilities. See Suspend and Cascade for triggered ability examples, and see Shell of the Last Kappa for an activated ability example (with similar wording)
The delayed trigger is a bit of a messy way to go about dolling out extra damage. In most cases, it won't be a problem, but some corner cases really do hate it. Choosing whether to let it target players or not is tricky; it makes the card less elegant to do so, but gives you a target should you clear the field. I still prefer the elegant route; it makes for a cleaner execution of a card that already has shenanigans going on. Overall, I like the idea, even if it's sometimes a scary one-sided Pyroclasm. 6/10

@simply_complex1: Well you werent too far off of the spoiled Surrak. I personally would have prefered your card printed over the one that they decided on. I feel it fits more into the clan rather than trample and no counters... Overall 6.5/10 only because there isn't much innovation in my opinion.
I don't know if this would make morph playable in Modern, Legacy, or Standard but I could see it doing some serious damage in EDH. I imagine this card could be worked into a UG ramp deck or some variant of that.

As for IZ, he is Ixidron mixed with Mistform Ultimus. The other abilities help, but the card is worded terribly and as it stands, IZ would enter the battlefield and immediately flip himself facedown. He doesn't have morph, so he won't be turning faceup for a while...For the effect that you want (presumably), IZ is too cheap.

Long story short, this card is insanely overpowered and unprintable. The fact that this is an instant win against any mono-Anything-not-White is simply not enough - it also has to make the game as uninteractive and miserable as possible. The fact that it has Split Second and that it counters the uncounterable just furthers up the uninteractive aspect of this card.
Long story short, this card is a 4-mana Iona, Shield of Emeria, except that it doesn't prevents castings of any spells, just instead making your every card completely immune to them. It can also potentially block two or more colors and it's not legendary.
To be fair, the design is interesting, at the very least, and it fits in the WU color pie wonderfully. I could see a dude that gives only itself protection from the exiled spell's colors seeing print, but it still would have to have 6~7 CMC to keep those stats. And probably Legendary status.
RATING: 3/10. Those extra 2 points are for flavor and design reasons alone. Card's waaay too far out in balance.

MtG is where you can hate white players or black players, and still not be racist.
Well, that's one interesting card. Indestructibility is always very powerful, but limiting it to below average creatures makes it somewhat "fair". At the same time, 2/2s are very well represented in all shapes and colors, so it's actually very tentative to make a solid deck based around 2/2s and this card.
Now, does that means that this card is balanced or fair? Probably no. If this costed more mana, it would be alright, but right now.... To top it off, it seems fun to build decks around but really annoying to actually play with and against.
First off, 2 of these means absolute hell to your opponent. Second, a decent amount of 2/2s can shut off attacks pretty much forever, and considering how easy it is to make 2/2 tokens (Talrand anyone?), boards can get pretty crowded really easily. Third, indestructibility in such small bodies may not actually help you end the game, meaning that most of the time Bear of Bears will just create annoying stalemates for both you and your opponent. It's just one of those cards that look exciting when you see it but makes games miserable when you actually start playing with it.
RATING: 7/10. It's a cool card, but making it a Legendary Creature would go a long way of fixing most of the "feel-bad" moments this card creates, and would encourage Commander funtimes.
