I'm just going to say it - Ancient Zaratan is the coolest card I've ever seen. It's an Island - no! It's a giant turtle! Ahhhhh! Seriously awesome. 10/10. If the rules allowed it, I'd go to 11 - this is the sort of card I'd put in every deck I ever played.

Next, I think it's a fine card, but almost unplayable in limited (there would have to be a ton of Panoramas or creatures with sacrificing land abilities like in Prophecy (see Troubled Healer). So I guess it's fine if put into the correct limited format, but I don't think it would ever be played in Dredge... even in Type 2 the only kill spell Dredge used was Darkblast and that was a great call because of the all the looters at 1 toughness and Dark Confidants running around. The card's okay. 7/10

Stretching Myojin - Okay, I'm going to ignore that this would obviously be unprintable, due to it being a templating nightmare. I think you'd need three magic cards worth of space to fit all of this text, or maybe really, really, tiny text.
On to the card itself... let's see, the first thing that catches my eye, is the wording is clumsy. After the first divinity counter the wording assumes "divinity counter" to be understood after each color word, which saves space but I don't believe this would be how it would be how it would be written. But Okay, the templating is already a nightmare, so I'll ignore that too.
The white ability isn't very flavorfully white... white doesn't usually destroy creatures without a condition attached, normally if they are attacking or blocking. The blue and black ability seem a little underpowered. Assume I had played this in mono-blue, and payed 8U to play it, taking the divinity counter to just draw a card seems a little milquetoast to me. The p/t is also a little lacking for a creature whose CMC is techically 10. In a 5-color deck it can be 5 CMC to put this thing out, but it's still just a 6/6 indestructible, which is a little under the bar for WUBRG. I mean, look at Sliver Queen.
However, putting it all together, I do like a 5 CMC card that lets me draw a card, makes them discard a card, blows up a land, kills a creature, and gives me a 6/6 indestructible (I probably wouldn't use the green ability unless they had something really nasty out). 7/10

My first thought was "Awesome, this morphs to add mana!" but then I started realizing how underpowered that aspect of this card actually is... you have to pay 3 to play it as a face down, anyway, so in most intances you're spending a card just to filter mana. Or you can miss a land drop (since it doesn't tap for mana) and find some way to tap it, just so you can play its second ability. On top of it all, you have to keep discarding a card. But what I do think is powerful, is if you do have a way to keep tapping this thing when it's a land, you get a 2/2 creature that dodges most removal. IT's a creature! Shock? Now it's a land, gotcha!
Still though, doing so constantly requires having something else to tap it, and having to discard cards. 4/10

Assume I had played this in mono-blue, and payed 8U to play it, taking the divinity counter to just draw a card seems a little milquetoast to me. The p/t is also a little lacking for a creature whose CMC is techically 10.
If you were mono blue, wouldn't you spend UUUUUUUUU to play it (barring Tron mana)? Which means you get to yank 8 cards and still keep an indestructible 6/6? Seems good. Don't forget that you can choose to pay any of the 2 with 2 mana of ANY color which would mean that you could pay straight 10 mana of any colors and get multiple of the colored Divinity counters on it. As far as P/T goes, Reaper King wants a word with you.
And as for your card, Domain is "for each basic land type among lands you control" (see Might of Alara), not for each "Swamp you control" (see Corrupt). They're two different things entirely.

This was intentional. It's a drawback that can be very easily played around (duh, don't use enchantments or artifacts), but still it's a drawback... one of those that influences deckbuilding moreso than making itself apparent in actual play.
Watchwolf = 3/3 for G/W Uncommon
This = one more mana for Flying and +1 toughness, with a slight drawback to balance it out. Also prob. would be set at Rare.
Boggart Rapist (seriously?) is a good card - very good, in fact. It's not very exciting though, since it's pretty expected - it's exactly the combination of those three cards you'd expect. Still, it's a good card. 7/10.

Choose a creature card in your graveyard. Shuffle your graveyard into your library, then reveal cards from the top of your library until you reveal a card with the same name as the chosen card. Put that card into play and remove the rest of the revealed cards from the game.
The idea being you're not using necromancy to return a creature to life, you're bending space and time to summon it from when it was still alive. Mucking with time has consequences! Your library suffers.
Anyway, up next: An Aura that reads "enchant planeswalker." I've requested this one before, but I think there's still good design space here.
Summon "Through Time - unfortunately this is one of those "cool" cards you really want to like, but in the end it just doesn't cut the mustard. At 3uu, plus removing cards from your library, it's just too costly for the effect of putting just one copy of a creature from the yard into play. Other than being underpowered, it's flavorful, neat, fun, etc. 6/10

Up next: A four-color dragon that makes tokens of some kind. Flavorful mechanics = extra points!

A vanilla 4/3 just isn't worth it, although the added resistance to -1/-1 counters is kind of cool.

I like Desperation. You may want to up the cost to 4uu or 5u, but blue doesn't like emptying its hand much in the first place, so it's probably fine at the cost it's at. What you should do, though, is make sure that the player needs an island to play it; otherwise, red decks around the world will have a blast with it. That said I like the whole concept, the card just comes together well, and it's one of those, "why didn't I think of that" cards. Until the island issue is fixed, 7/10, but afterwards, 9/10.
Plague of Vermin fits your request pretty well, but I'll do something a little different with it...

Ok, I'm glad you restricted this to swamps and not just any land, to avoid the easy pyrogeddon followup. Or infestgeddon, to keep it in black. Why are they so expensive to reanimate though? I figure you don't want the land to be able to JUST tap itself to regenerate, but I think that would actually be powerful enough on its own, as a well-timed instant kill spell can tap your opponent out for a turn. 2 life per land is a hefty cost, but this is still a powerful card. oh, but only if your opponent has swamps. You could also use it on your OWN lands... Eh, 7/10 for being swingy.

i think thats fair.. as far as cycling the other one goes..

Templating might seem weird, but that's because I have no examples to work with. So, you can draw three cards off your opponent's Arcanis the Omnipotent, you can control someone's turn without sac'ing your Mindslaver, and - as per the request - you can use instantly use a Planeswalker ability.
