No! have you any idea what this would do to my modern RG shaman deck? (answer: hand discarded)
btw, a card in hand is never a permanent, but I'm all for templating this as 'permanent type' (shorter than saying PW, land, artifact, enchantment, creature)
Way too powerful at 2 mana though. you can get all their land and creatures... maybe if it said nonland permanent type?
Why should it make you discard your hand?
If your opponent has 2 or more cards in hand, this card has just 2 possible outcomes:
#1: Your opponent discards a card, then discards a card at random. (essentially a Stupor for BB - and since it's kind of a choice, that mana seems balanced)
#2: Your opponent discards a card, then loses 3 life. (similar to Scroll of Griselbrand or Blightning - and again, BB seems alright for that)
So, what's your problem?
Now for my entry:

I believe spasm read it as a recurring effect. So discard a card, if it's a permanent, discard another card at random. If it's a permanent repeat this effect. If it's a non-permanent lose 3 life. The actual card is actually quite well balanced. Man who misunderstands things on the internet!? Seriously!?

In RG shamans almost (if not all) cards are permanents if I recall correctly, so maybe he's just exaggeration its similarity to Hymn to Tourach against certain decks.

Creatures can’t attack unless their controller puts the top card of his or her library and puts it into his or her graveyard for each creature he or she controls that’s attacking. 2, Discard your hand: Creatures may attack this turn as normal. Any player may activate this ability.
This is the sort of enchantment Mill needs to protect itself. I think the cost to attack could be raised to 2 cards, because they're sacrificing 1/3 of a life to attack whereas Norn's Annex makes non-white decks pay 2 life. I don't really like the second ability, it feels unnecessary as a player should always be able to pay the cost to attack.

I like the thought behind this but it gives far too much reach to Mill decks. If this hits play and you have more cards then you win. Not to mention with 4 of these and a single Emrakul it functions sort of like a single card combo and becomes "UUU: You win the game". To be fair I would make this card exile, maybe even exile 2 or 3 so it isn't nearly as brutal.

IIW: Slivers.
Firstly I noticed that the format was off. This is minor, but I think the first ability should be worded as: Whenever Thought Harvester deals combat damage to a player, put that many cards from the top of his or her library into his or her graveyard.
I really like giving Mill creatures, especially more defensive bodies. I don't see its first ability working much at all simply because it's 1 damage and a single milled card for 1UU but as a blocking body and a source of lifegain (when combined with instant and sorcery mill) this card is pretty incredible.
I'm not sure why the wording isn't simply "Whenever an opponent draws a card, he or she puts the top two cards of his or her library into his or her graveyard." The difference seems to be relatively small. Still, giving Mill a playable incremental source of 'damage' is good in my book and this is a good card.

There's some good milling in these cards. I especially like the Evoke cost of Fleeting Entity. However, in general I feel there is a lot going on here. Floodmaster for instance arbitrarily cares about and hoses nonbasic lands which is more in red's realm. Also might be more confusing when more than one is in play because of the triggered ability that against the right decks could have a good tendency to trigger itself.
Saw Mill

I liked the use of a Saw Mill for milling, but looking past that I found flaw in the card. The irst and last ability both care about forests but seem to not be synergistic beyond that. Another weak point is that this card benefits from playing green whereas the primary milling colors are both of green's enemies.

I would definitely like to explore Pirates some more some day. This is a good Lord, but I feel this card would be at place in a Pirate deck and not a dedicated Mill deck which typically run creatures that can generate more value without having to attack (eg. Hedron Crab). Having to attack unblocked without a form evasion to mill 2 cards is not impressive and in a mill deck you probably won't win with damage. Not to mention in other decks this card is attacking two life totals for the same amount of damage: one that starts at 20 and another that starts at 60. Usually damage to the 20 will be more relevant. Good card, not a good card for mill.

This card is not a mill card, though I suppose self-mill could fall under the spectrum of cards as I don't know what Jace intended. This is pretty neat, seems like a more playable version of Final Fortune Like Cythare, my problem lays with 2x Emrakul. This card becomes a slightly weakened Time Walk then. I feel like a deck with this, Emrakul, Snapcaster Mage and Pull From Eternity could be pretty fun. This is one of my favorite cards from this challenge.
