Tell you what, guys - I'll judge this one (if no one minds), excluding my own from the proceedings. If the real judge steps forward, he can take precedence. If no one objects, I'ma start judging now.

Sneasel007 - Vigilante Anthem: Very cool card. However, doesn't feel too "Boros" as vigilantism is very against their all-for-the-army methods. While this card is neat, it's still an assortment of pre-existing white and red effects, a la carte if you will, with nothing really new going on.
Flavor: 6/10. Again, cool, but not too "Boros."
The Rest: 6/10. Neat card, pretty good, too, but just a collection of abilities rather than one cool central thing.
Brofaux - Tx20 Cloner: This is a really neat idea, but has some major templating issues. Should be: "Choose target creature at random, then put a token onto the battlefield that's a copy of that creature and is a Shapeshifter in addition to its other types." And "Shapeshifters you control have Haste." and "At the beginning of each end step, exile all Shapeshifters you control."
Flavor: 7/10. The flavor of this card is very, very neat, but not very Izzet. The Izzet experimented with time and energy, not cloning and creatures.
The Rest: 8/10. Apart from the templating issues, this is a cool card. I like the idea of a random clone every turn.
FponkDamn - Living Gutrot: Obviously the best! Ha, nah, just kidding. I'm exempt.
Destinytrigger - Panicbringer: Okay, now this guy is very interesting. Powerful discard ability (that maybe needs a cost), and a cool "as long as its tapped" ability that feels very rakdos. I like that you can target yourself! Plays well with their themes. I'd worry that it may be a bit on the powerful side; but it does have a 1 toughness.
Flavor: Gotta give it the 10 for 10. Does everything the Rakdos would want it to do.
The Rest: I would say 9 for 10, just because discard every turn like that really needs a cost beyond tapping, even if it's just 1 mana.
Emocakes - Guardian of the Grove: This guy is a beast, but he's sort of a "win more" card; if you ever have 10 saprolings on the board, you don't really need an additional 6/6; you've probably long since won the game. Also, his first ability triggers when he attacks, which doesn't make much sense - he can't attack at first, and when he can, he already has 10 dudes.
Flavor: 5/10. Yes, he makes saprolings - but why? What about this elf warrior is making them? And why does he get really mad and powerful when he's surrounded by the thing he loves?
The Rest: 6/10. All cool abilities, but they just don't fit together quite so well.
Promatim - Biomancer's Rhythm: Neat. Slight templating issues; needs to say 'creature' token, but that's so minor I won't take points off, just point it out. However, did you mean to say "each" upkeep, or just your upkeep? That matters, because if it's each upkeep, this card is a bit too strong. Plus, shroud doesn't really belong here - on a creature that keyword is okay because the creature can still be killed by combat, mass effects, things that say "sac" etc. However, none of that happens to Enchantments, short of a rare few (and usually expensive, corner-case) cards. So Shroud on a non-creature must be used sparingly, and I think it's too good on a three-drop that makes creatures every turn.
Flavor: 10/10. This card is certainly very Simic, and bonus points for that awesome flavor-text.
The Rest: 7/10. Needs some tweaking, but the idea here is awesome.
Kensei - Abject Apparition: This card is very cool. Can't say much else about it: Flavor is good, ability is sweet, uses the keyword of the guild.
Flavor: 10/10. Love the flavortext, name is good, fits Orzhov to a tee.
The Rest: 9/10. Needs slight templating changes to be more clear as to whether the targetted creature doesn't untap next turn even if the controller pays 3 life. Many new players won't be sure (even I'm not), so it should be clear. Maybe "If that player doesn't pay 3 life, that creature doesn't untap during its controller's next untap step."
Riddle - Crying Senator: This card is exactly Magus of the Moat, except with one less toughness and costs 2UW instead of 2WW.
Flavor: 4/10. Azorious law applies to the flying and the grounded alike. Plus, why is the faceless, emotionless Azorious senator crying? And why do mighty warriors care that he cries, but air-bound mighty warriors don't?
The Rest: 3/10. Decent design... but already a card. And even Magus of the Moat isn't that good. This card, like that one, can't ever attack or block without gaining flying, so it's irrelevant that it's even a creature except to make it easier to kill than an enchantment.
DeusofCalamity - Unseen Mindthief: Oooh, neat. Really like the interaction there with the transmute and such. Manages to fit both themes of the Dimir, too - milling and sneaky unblockables. I like that you can just keep transmuting for more of him to mill more, too.
Flavor: 10/10. This card fits everything the Dimir do. I miss the flavortext, but realistically this card wouldn't have room for it with the reminder text for Transmute. Nicely done.
The Rest: Honestly, down to the last point, this card is just well done, even creating tension as to whether or not your opponent wants to kill your 3/2 unblockable - not normally a question they'd ask themselves! Especially if you've been both attacking, and milling them the whole game. 10/10.
Rudyard - Bloodleaf Warlord: Okay, here's my problem with this card. You took a really cool idea (the mana adding thing) and put it on a card with a bunch of weird problems to distract the player from that cool ability. No card needs four creature types, for one. Druid and Shaman? Why? Centaur Shaman Warrior, or Centaur Druid Warrior would have been acceptable. Plus, and this is a key thing, the mana cost is silly. If the creature has both R and G in its mana cost, then you have to be playing a R/G deck. Therefore, there's no reason to put a R/G symbol in there. It's the same as costing it at 2RG. That mana cost is just weird for the sake of weird.
Flavor: 3/10. This isn't very Gruul; it's a bit of a stretch. And it doesn't play into any of the guild's mechanics or themes.
The Rest: 6/10. Aside from being a bit too powerful overall and the development issues I mentioned, This card has a cool ability. If this card was on just an Elemental that cost 3RG for a 3/3, it'd be much better.
The Winner! It was really tough, and several cards were really awesome. Despite Kensei's being the card I would most like to own personally, I have to objectively say that the most well-designed card is Deus'. Huzzah! Kensei and Destinytrigger get honorable mentions, each losing by only a single point.

Yes, you can be as specific as you want on what type of creature comes into play, as long as the spell/permanent you create has a triggered ability that activates on a creature coming into play.

Megiddo: Interesting card, but I really don't like the fact that I don't have a choice on sacrificing my dudes..... this reminds me a lot of thought gorger, which was a decent limited card, but nothing more. :\
yareg: This card was really bad until I saw that it was pro-red. Now its just average. So a creature comes into play, its a small pyroclasm. Not bad since its repeatable, but meh unless you can pump out more that one creature a turn.
Stevey: Way too much going on here, and it's definitely not black. Red does all of the take your opponents creatures (and blue). Would have been better as a red spell with 2B kicker
Caesarius: Not bad. Seems uncommon to me, though.
Promatim: This does absolutely nothing..... except prevent Gideon from attacking..... :\
Bloody: This card really likes the goblins, and really has to be built around to be useful. Even siege gang commander is better because he can sacrifice himself. However, Goblin = Shock for free = good times for fast goblins.
Kev: I hate un-cards.....
Sneasal: You probably mean from your graveyard to your hand.... Not exactly sure why your card is an arcane spell.... but its not bad.
Brofaux: Interesting..... I like it. The synergy of the abilities is nice, but it also has applications elsewhere when you kill other flyers. Reminds me of Plumet (the new spoiled M11 green doomblade for flyers.) Good sideboard card vs flyer decks.
