Hooray for me winning! A rare and wondrous occasion.
Thanks for the PM, sorry about the delay.
headly: I do enjoy the way that killing any one copy of it doesn't stop it. But taking 2, 2, 4, 8, 16, etc damage in return for 1, 2, 3, 4 power is just not worth it, even at 1 cmc.
bloodyspasm: Pun/flavor text title is enjoyable. Mechanic is a little weak, but recursion is powerful in Legacy. Repeatable, combo-riffic recursion is hot. It may not have a home yet, but something would sprout from it.
Cythare: Interesting concept. I think the "sacrifice a creature" clause is too restrictive, as Legacy is a creature light format. Changing it to allowing "sac a permanent" or possibly "sac a permanent or discard a card".
Cypher28: Return target creature from where? Power/toughness? But the card is very interesting. Small size, two mana to activate, tap to activate, need to have a critter already in the graveyard are reasonable restrictions. Repeatable creature creation, of possibly large size, is very Legacy playable (although I'm not sure if it fits in black).
MomiroftheSimic: Well, he's banned, but I'll judge it anyways. Repeatable Bone Shards is cute, but I don't think it's Legacy playable. Bone Shards is not played, although Innocent Blood is. Maybe repeatable Innocent Blood on a critter would work.
Judgement!
Cythare and Cypher28 have great ideas, but playability and formatting (respectively) are issues. the winner is bloodyspasm.
New challenge:
A card based on the bad guy from a book you've read
Issei, Apostle Seeker1WW
Legendary Creature - Human Wizard {MR}
At the beginning of each player's upkeep, any opponent may reveal any number of cards from his or her hand. Until end of turn, opponents can't cast spells that don't share a name with a card revealed this way. His peerless sense of smell pierces the surface and teases past, present and future out from the blood red liquid.
2/3
Lumiya, Lady of the Sith 3URB
Planeswalker - Lumiya
+1: Tap target creature. It doesn't untap during it's controllers next untap step.
-2: Gain control of target tapped creature. It doesn't untap during your next untap step.
-6: Deal damage to target opponent equal to the power of each creature you control but do not own.
4
Background: Lumiya is one of the last remaining Sith and is slowly molding a certain Jedi into the new Sith Lord of the galaxy. She does this very slowly and carefully, making sure he believes he's always doing the right thing.

1. Design a new Ravnica mechanic for one of the old guilds and make a card around it.

Achilles, Master of Deception 2UB
Legendary Creature - Human Child
T, Sacrifice a creature: Gain control of target creature (this effect is permanent).
2/2
The Gate Thief4UB
Planeswalker - Loki
[+1]: Remove up to two loyalty counters from target planeswalker. If you do, place that many loyalty counters on The Gate Thief.
[0]: Exile The Gate Thief, then return it to play under your control.
[-7]: Exile target planeswalker. Put a token into play that is a copy of that planeswalker.
[-10]: Destroy all other planeswalkers. Search your library for up to X planeswalkers and put them onto the battlefield under your control, where X is the number of planeswalkers destroyed this way plus one. Then shuffle your library.
4
From Orson Scott Card's relatively new book The Lost Gate. The Gate Thief steals others' ability to make portals and makes them part of himself, which is kinda like stealing stuff from planeswalkers.
IIW: Cards like Dryad Arbor that are not broken (not saying the Arbor is).
Honest Iago2UBR
Legendary Creature - Human T: Target creature fights another target creature.
Whenever a creature that fought this turn dies, draw a card.
2/2
Technically Iago was a soldier, but he would not fit that tribe or the MtG idea of soldiers so I think the exclusion of it here makes sense.
IIW: A card that would fit in "Duel Decks, Goats vs Squirrels"
I would do game of thrones, but except for maybe Ramsay Bolton, there's not really one "bad guy"
Loss, Lord of Sorrow3BB
Legendary Creature- Demon
Wither
At the beginning of your upkeep, any opponent may lose 3 life. If no player does, put a -1/-1 counter on each creature you don't control.
3/4 He savors sorrow and treasures pain.
From the Demonata. Basically, he's a demon who likes to toy around with humans. Because he feeds on misery and sorrow though, he doesn't want to see humans destroyed like most of the other demons in the series, so even though he's the main antagonist, he's also something of a reluctant hero.
Obviously, this card only showcases the evil sadistic side.
IIW: An interpretation of a creature from another card game.
Pikachu1RW
Creature - Mouse Elemental {U} T: Deal 1 damage to target creature or player. Put a charge counter on Pikachu.
If Pikachu has 5 or more charge counters on it, remove them. If you do, tap up to five target creatures, they don't untap during their controllers next untap step.

I like this card. Very evocative of Pikachu. I like that it's kind of a countdown until he gets to do his thunderstorm effect, and I think that this kind of "countdown" fits very will with the show and the card game.

Queen of Spades enters the battlefield with 4 slough counters on it. At the beginning of your upkeep, remove a slough counter from it. When the last counter is removed, you win the game.
When Queen of Spades leaves the battlefield, you lose 13 life.
5/4
IIW: A card that puts a card you don't own into your hand or library. Ignore the logistical problems.
Honestly, I can't say I really like this one. Honestly, I liked it better as a 3/3 like you had it before. The problem here is that either it dies, and you're unhappy, or you win the game with it, and everyone else is unhappy, especially if you use something like Vampire Hexmage to combo. Cool design, but needs to be more interactive.
Diablos4BR
Creature - Demon Devil (R)
Flying, Haste
When ~ enters the battlefield, destroy all tapped creatures.
Then tap all other creatures.
5/3
IIW: a non-pw card with a couple of activated abilities (Jitte, trading post etc)
Ignoring the flavor dissidence (at least in magic) of having a demon devil, the ability to tap down creature like that usually isn't in red, and neither black nor red usually get straight up Wrath of God like effects. (although black does get it more.)
1st Cypher28

Annihilator 5

ArbitraryArmor - An Eldrazi zombie, now there's a contradiction if I've ever seen one xD. Fortunately this was random and I wont be deducting for that. I like that he builds off the graveyard however I think for an eleven mana MR, 2/2 is a bit low unless it was ~ gets +1/+1 for each card in an opponents library. That way it still builds off the Annihilator but doesn't feel underwhelming when it hits the board. The recurring ability supports this too. Remove ten p/t from Emrakul, return him to play. HotChocolate - This is definitely a cool revamp. While I do feel that Djinn's should be in blue, I suppose we can suspend that and assume there was a cycle of them for the Ravnica guilds. The dredge ability on this is pretty cool and I'd say generally well balanced. I see it being used mostly to recur smaller creatures a lot. BloodySpasm - This struck me initially as a worse Adarkar Valkerie but on closer inspection I realized this could be a very valuable tool in a dedicated zombie deck. Not only do you have the power to make any non-zombie cards in the deck into black zombies, you have the ability to snag their dying creatures and bring them onto your side in your color as well. Eskimo Rage - This card made me laugh SO hard! The flavor is brilliant, and the flavor text cracked me up. Well done sir. headley - This is a pretty basic cycle from Scornful Egotist, I do agree that the flavor text fits him better. His return from graveyard acts almost like a Madness cost.

Sphere of Kadeen4RW [M]
Legendary Artifact
Whenever Sphere of Kadeen enters or leaves the battlefield, creatures you control get +1/+0 and gain First Strike until end of turn.
Sacrifice Sphere of Kadeen: Sphere of Kadeen deals 1 damage to target creature or player.
Sacrifice two artifacts: Return Sphere of Kadeen from your graveyard to your hand. Metalcraft -- t: Put a 1/1 colorless Construct artifact creature token into play. Activate this ability only if you control three or more artifacts.
Jeez, that was a lot of text. Wonder if it'll ever fit on a card.
Sorry I haven't posted anything yet. This one is tough.
Nacatl Prideblade2
Artifact - Equipment R: Equipped creature gets +1/+0 until end of turn. 3G: Put a +1/+1 counter on equipped creature. W: Equipped creature gets +0/+1 until end of turn.

There's really no entries to judge for this one, but I should note that our winner hasn't been on in five days so if we do end up getting more people I think BloodySpasm should take over.
I may sound like like a magic nub in asking this but what is non-pw?
