Well I think the seas aspect was one thing that distinguished it, but we had to cut back on that for more dinosaurs and stuff.
Enchantments are obviously low-hanging fruit, we could try to do something with that, otherwise if we want to push the steampunk angle, concoctions and dials spring to mind, but I don't know how that translates to cards.
What if Contraptions are like a noncreature version of Slivers or Allies? Then assembling a contraptions would simply be triggering them all off (by putting a Contraption artifact token onto the battlefield?)

Steampunk sounds like a good idea, it's a kinda world that's only slightly been explored through the Izzet guild in Ravnica. It would be cool to have an entirely steampunk world. As said before, Contraptions could work.

My two cents: we are at the center of the multiverse, where trade routes connect a couple of disturbed mini planes (shown as islands in a strange sea).
Zendikar had its rural land as basis, we can have the sea that connects all.
I like the idea of mini-planes (sort of like in Serra's Sanctum or Kazandu Refuge, I guess?), although it could put too much emphasis on flying in the set and/or be too Zendikarsy.
Floating chunks of rock connected by rope bridges. Could work.

Colonizers/Navy (Cartena): primarily W, secondary U, some B elements. Ride creatures: Ships, domesticated dinosaurs. Mechanics: I'm not sure why they should like Auras. Something relating to settling or increasing population seems good. Races: Humans, loxodon, vedalken?
Pirates: UR, Ride flying/ocean ships. Mechanics: I think we want to steer away from land-based mechanics, some kind of random effect based on an opponent's cards (top of library?) seems like it might fit. Races: Humans, goblins, merfolk?

Only problem is, GWB is not a "settlers" colour. It's a colour of death - natural and unnatural. I dunno how settlerish death is. Maybe we could swap settlers into WUR, then shift the warrior tribes into GWB, turning them into Aztec-like ritualistic death-lovers and the pirates into WBR. Although that makes the pirates kinda chaotic warmongers. :|

I kind of dislike the idea of symmetric color factions (like 5 wedge groups).
Why not RU vs GWB vs U vs RB or something?
The same went for Lorwyn, where you had Ub vs Gb vs WBG vs Rg etc.
Again, we'll be quickly bored by symmetric color schemes. There's also not any room for more or less factions.
The idea behind the abyssal sea is to increase the idea beyond "well, there's water between everything".
We can use that sea to explain random things, like "why don't cowboys run into dinosaurs all the time?"
Speaking of cowboys, it may be awesome to give them all the cowboy tropes (bandits, sheriff, saloon, desert) without explicitly calling them cowboys. We can get away with a social structure that is a copy of the cowboy culture.
We want (Sky) Pirates. Whichever ones.
We want the opposite of pirates - Navy and other similar things.
We want cowboys and fighters like that. we don't want ninjas
We want dinosaurs.
We want people to ride the dinosaurs.

Apparently Navy and what will probably end up being natives (interesing... cowboys and natives...).
I still think we should cardify the indigenous races of the "sea" instead of natives (whatever the "sea" ends up being - the abyss, water, the sky or something else). Might run too many parallels with dinosaurs though.
