Megiddo: This is really cool. Early disruption especially if they don't have a one or two drop. The life loss is VERY detrimental, though. I think 2-3 lifeloss would be good, probably 3. Thoughtseize on a stick is certainly strong, but 8 lifeloss for a walker or good instant/sorcery is WAY too much. B
Deus: This is a merfolk dream card. A three turn lockdown is a sweet investment. Definitely something to build around. B+
Wobbles: EEW, a green counterspell? Really? Other than that it seems good and makes sense. B-
The Bookkeeper: Well, you'd certainly not play this on turn 1; the opponent would almost always choose "discard a card and sac a creature" because they'd likely not have a creature...otherwise Smallpox will almost always be better. B-
Snow Monkey: Well, no one WOULDN'T play this if they were playing snow based cards, but then not a lot of people play snow based cards...:-/ B-
red_death01: This would counter all spells on the stack, right? If so its really good in a mirror match when a lot of spells are flying around. The recursion makes it good, too. B+

Darago: This MIGHT have won this if it were "permanents that share a card type" instead of its current wording. Its a HUGE lockdown that pretty much puts them back a turn. Then again, on a creature standpoint, it just locks down hasties and ensures that creature can't block. B
Summon Legend: Well, land snatching is cool and all, and at 4 its too much of a drawback to tap it. You probably wouldn't get anything out of it anyway because they could tap it in response and not take mana burn if they didn't have anything to play anyway. C+

I have no idea how you could otherwise get it to work without falling into the hole that is 1/2 a life point (due to Dark Confidant, etc) and other things that lay decidedly in silver bordered magic land.
Also, some off the top of my head, which may or may not be up to the challenge. Just firing off some quick thoughts. Try to make something reasonably balanced. Note that I'm not sure if the site will display half-mana symbols, so just use a single symbol of the appropriate color/colorless, and I'll assume you mean HALF of a SINGLE mana as the CMC. Each of the following are meant to cost half of their listed cost. If anyone knows how to get the site to display half-mana symbols, let us know.

Note: I recommend using the symbols from Flame Javelin, Beseech the Queen, etc. in place of half-mana symbols. It isn't technically accurate, but then, neither is much else we can use.

I've decided that for these half-mana things, you round up on converted mana cost. So for 3.5, it counts as 4 for the purposes of Dark Confidant. That way, we avoid literally all of the dumb ☺☺☺☺, except for half mana. Glissa is pretty much the only time half mana in your pool would matter, and again, I think we'd say that it rounds up.

Dualcast (Instead of casting this from your hand, reveal it and another card from your hand with the same name. Cast both of those cards at the same time.)
Oddly enough, with the death of mana burn, half mana costs could potentially enter the realm of non-un Magic. You tap your mountain for R, use half of it for one of these, then have half R left, which can't cover a full R cost. And no questions about half mana burn. (There would still, of course, be CMC questions to resolve.) Interesting.

Cast two of these, and you basically get one untag or one life, or one of each, heh. B+ (Mainly because I can't see this appearing in normal magic, for reasons I listed.
