Tsabo's Decree allows you to choose the creature type, which means that unless all your creatures have the same types as your opponent's, you'll always be able to destroy one or more of your opponent's creatures and none of yours.
In addition, Tsabo's Decree discards cards.
The non-discard equivalent is Extinction which costs the same as your card and allows you to choose a creature type - so your card is just a very limited Extinction!
The most similar to your card in print is Tivadar's Crusade which applies to only Goblins, and look at how much it costs!
Tsabo's decree hasn't a cheaper effect and my card costs one less. Now you tell me if it's possible in t2 for acard costed as tivadar's crusade (3) to see the light. You can't compare current effect/costs with old ones in %100of the cases, specially in that one.
A note on soulbind. I think soulbind can be moe efficiently expressed this way: Soulbind - <cost>, Remove ~ in your graveyard from the game: [Effect]
Cryptic Hero(Inspirational Insight) - This one is so close to broken, imo, that it may as well be. First, I wouldn't like to see this card at anything less than rare; and second, the replicate cost need to be a lot higher, to keep it from becominng a blue Mind Twist on steroids. Even then, it's still a blue Mind Twist on steroids. I take it back, imo, this is broken.
BlackBull (Soulless' Fall) - This, I think, doesn't really meet the challenge. We're supposed to create cards that represent everyday magic, but this seems to represent the coming apocalypse. Otherwise it's a decent card, just a little too narrow.
Krey (Shared Thoughts) - It transmutes and it draws. Nice utility there. Solid card, I like it, especially the interaction with Soulbind.
Glorious Gnome (Idyllic Void) - There's a huge disconnect between flavor and ability here. I'm not really sure what it's supposed to be. Otherwise I like the concept and the design works for me. I really like the idea of being able to save my best creature from a wrath and drawing two cards in the process. The soulbind cost could be lowered if you added a discard element though.
blacker_lotus (Secrets from the Mastermind) - This is another cool concept, but I'm not a fan of the execution. You can put the slime counters on any creature. The soulbind ability should say "Counter target spell unless its controller pays 2 for each slime counter on creatures that player controls." or something like that.
Tevin (Refill the Ranks) - This card is freakin awesome. Alright, I may be biased since I loved soldier decks back in the day, but the idea behind this is solid.
rAYZ (Oozy Conspiracy) - First can I say I hate the name. It sounds like something from an UN-set and that's not what we're doing. Otherwise I like the concept, though I'd be happier if it cost three instead.
1T4 (Bunnies Prolification)- The only problem that I have with this card (besides the name) is that on it's own it's kind of blah. There's notheing currently in print to support the bunny tribe, and we can only speculate what kind of bunny goodness would be printed in this set.
inPhase (Weathering) - Nice soulbind-y twist on Naturalize. definitely could become a staple in this set, might even see play in constructed.
This card is confusing to read.. You should always have someone ells read your card if it's complicated.. to make sure it is understood the right way.. A simple coma sometimes makes all the difference "For each ooze creature you control tapped this way, this turn, look at the top or..." I'm not sure if this is a EOT ability.. but i think the card should read "...control: At the EOT look at the top or bottom of your library for each ooze tap with Meditation Vat, this turn".. Any way...
Yeah, the wording seems a bit wonky to me too, and you're right, usually I bounce some of my more confusing cards oiff of the rules guru's just for clarification. This time I didn't :/ Still it's not an EOT effect since you tap the vat, tap an Ooze creature then look at the card. If you remove a charge counter to untap the Vat, and activate it again then you'll have tapped two Ooze creatures with the vat this turn and then then look at two cards. I wanted to be sure that it couldn't be abused by tapping several Oozes before activating the Vat.
It seemed simple enough to me, but then sometimes even simple ideas can be difficult to communicate.

Okay, this is broken beyond belief. 1) It's straight up blue discard. Blue gets card advantage through drawing cards, not forcing discard. That would be black's domain. Planar Chaos and all of Time Spiral block, really, doesn't quite fall in line with the actual color pie, so none of blue's discard spells from that set/block can be used to justify this. 2) It's instant speed discard. Making it blue is bad enough. The instant speed is crazy. Let's look at Mind Rot. It is actually in the discard color. It has the same converted mana cost, but it's a sorcery. Pretty much all instant speed discard effects are 1-mana 1-card discard spells. This is far too good. 3) It's instant speed discard WITH REPLICATE. 3 mana at instant speed to force a two card discard is good. 5 mana at instant speed for a 4 card discard is even better. That's better than Mind Twist which is banned in Legacy. 4) It has more abilities tacked on. As if the first three points weren't enough to keep this card from seeing print. It just does too much. Way too much. I can't stress how broken this card is. Being an uncommon certainly doesn't help it.
On a flavor note, it has nice flavor. But that's really overshadowed by its outlandishly poor balance.

Well, this seems like a decent "block" wrath effect. Only most "block" wrath effects aren't quite this narrow (Rout, Akroma's Vengence, Final Judgement, Hour of Reckoning, Damnation, Austere Command) If its main function were an overcosted ***, say, for 4WW and then its Soulbind ability dealt with cheaply killing oozes, either single target or another wrath effect for oozes only, I think it would have more appeal. As is, it's just a bit too narrow.
The flavor is okay, but the flavor text is awfully bland and ambiguous. Fix that and it fixes a lot of the card's flavor issues.

This is interesting. It's more or less a catalyst for instant speed transmuting. You trade the uncounterability of transmute for the instant speed tech aspect, and I would say that's a pretty fair trade, considering the power level of this card. It's not broken, but it is pretty strong. The Soulbind really puts it in playable range, imo, and reminds me of Think Twice which I love. All in all, it's creative and pretty well balanced from what I can tell.
The flavor isn't bad, but it suffers from dull flavor text. But it's hard to write good flavor text, in my opinion.

This is quite interesting. The first two cards I thought of when I saw this were Perilous Research and Return to Mist. I can see some combo potential here, but the Soulbind cost nerfs any possible efficiency with those combos. All in all, I'd say it's pretty good. Definitely creative.
However, I really don't like the art you chose. I have that same art and I use it for burn spells, so seeing it on a WU card draw spell is kinda weird for me. On top of that, I'm not really getting much of a connection between the name and the mechanic.

Hmmm. Variation of Mindspring, it seems. The thing I don't like is that it hinges on a creature being in play. That was probably intentional for flavor reasons, but I really don't think it works well mechanically. While I may not like some of your design choices, I can't really fault the card's overall balance, because it seems okay.
I get the flavor, but I just don't like it. Personal preference really.

Tribal Instant - Soldier [Uncommon]
Until the end of turn, Soldier cards in your graveyard gain "Soulbind - W, Remove this card from the game: Put a 1/1 white Soldier token into play under your control." -Ruborian military practices dictate two terms of service: one in life, and one in death.
This is pretty cool, but it's also pretty strong. The only counterable part is the spell itself, and once that resolves, the Souldbind abilities aren't counterable. Still, I don't think that would matter much. This is probably my favorite submission from this round, as it really uses Soulbind the way I had invisioned it. I had meant for it to be a creature-only ability rather than just an alternate, uncounterable flashback. Not only that, but the effect is very suiting for "soulbinding." All in all, this is a great card. Flavor is amazing as well. I love the flavor text. I might want to use this card in a custom set sometime in the future. Great job.

Hmm. This is pretty close to Vision Skeins, though you've made it two colors and made it a sorcery to increase a card drawn. That in and of itself isn't too bad, I suppose. What can be crazy is that Soulbind ability. I don't normally take multiplayer into consideration when critiquing a card, but in this case, if there are 3 or more players, this might as well say "Target player loses the game." And I think that's just a little too strong. If you reduced it to each player discarding only two or three cards, it would make it more blanaced while still retaining its potencey in all format, I believe. As is, I can't see Wizards printing this because of its implications on Casual Multiplayer.
Flavorwise, I really hate the name, but it goes in a nice direction flavorfully.

I think it should be reworded to "Put a 1/1 green and white Rabbit creature token into play for each plains you control." Makes it less wordy and avoids the X issue. I see no real balance issue, but this could get really interesting with Prismatic Omen. Overall though, I think it's well balanced, if a little uninteresting.
Flavorwise, I think it's nice. It made me smile a bit.

Destroy target artifact or enchantment.
Soulbind - G, remove Weathering from the game: Gain 1 life for each artifact and enchantment card in target player’s graveyard. Play this ability only if Weathering is in your graveyard.
I like the synergy of this card. Honestly, I think you could get away with it gaining you 1 life for each artifact and enchantment card in all graveyards without it being too powerful. Overall, it's a really nice and simple utility card. Great job.
The flavor is a bit murky. I don't see how something called "Weathering" gains you life.
Asking out a girl is like trying to cast a first turn Necropotence. Sometimes the other player will have the Force of Will to say no. You shouldn't let that stop you from trying it.

See, flavor shouldn't have to be spelled out in a separate Q&A. The flavor should link the world and the mechanics.
If you're going to try to write flavor text AND have a picture, I recommend trying to find the picture first. It makes it a bit easier, and you can often find something neat in the picture to weave into the card's flavor.
Just going by your mechanics, I would have used this: "Nothing is harder to find than something you've thrown away." It hits both abilities, and brings them together flavorfully. I also would not have used the picture you did. It just doesn't feel like it goes with the card.

Hmm. This is pretty close to Vision Skeins, though you've made it two colors and made it a sorcery to increase a card drawn. That in and of itself isn't too bad, I suppose. What can be crazy is that Soulbind ability. I don't normally take multiplayer into consideration when critiquing a card, but in this case, if there are 3 or more players, this might as well say "Target player loses the game." And I think that's just a little too strong. If you reduced it to each player discarding only two or three cards, it would make it more blanaced while still retaining its potencey in all format, I believe. As is, I can't see Wizards printing this because of its implications on Casual Multiplayer.
Flavorwise, I really hate the name, but it goes in a nice direction flavorfully.
I think it should be reworded to "Put a 1/1 green and white Rabbit creature token into play for each plains you control." Makes it less wordy and avoids the X issue. I see no real balance issue, but this could get really interesting with Prismatic Omen. Overall though, I think it's well balanced, if a little uninteresting.
Flavorwise, I think it's nice. It made me smile a bit.
I like the synergy of this card. Honestly, I think you could get away with it gaining you 1 life for each artifact and enchantment card in all graveyards without it being too powerful. Overall, it's a really nice and simple utility card. Great job.
The flavor is a bit murky. I don't see how something called "Weathering" gains you life.

See, flavor shouldn't have to be spelled out in a separate Q&A. The flavor should link the world and the mechanics.
If you're going to try to write flavor text AND have a picture, I recommend trying to find the picture first. It makes it a bit easier, and you can often find something neat in the picture to weave into the card's flavor.
Just going by your mechanics, I would have used this: "Nothing is harder to find than something you've thrown away." It hits both abilities, and brings them together flavorfully. I also would not have used the picture you did. It just doesn't feel like it goes with the card.
