Activated, triggered, and static abilities, except mana abilities, with or "Tap" in their costs require an additional permanent to be tapped for that cost. (Both activation costs and additional costs.) The ears ring, the mind pulses, and the soul bleeds.
I had considered a variant of this for WUB that caused all effects, including mana abilities, to require an additional permanent tapped. This was what I originally wanted to do though. It's short, and sweet, and to the point. An interesting tech along the lines of Crawlspace and Mana Web. I would only question from here that the word [Tap] needs to be added alongside the tap symbol to clarify it means any type of cost involving tapping.
You know only activated abilities can have a T in their cost right (And yes, T and "Tap a creature" are definetily not the same so they must be differentiated)? Static abilities don't have costs at all and triggered use the no T, tapping method if they even ask you to tap.

That’s partially correct, but triggered abilities can have costs necessary to satisfy conditions. However, the ability can be worded a lot more clearly.
If you would tap a non-land permanent to pay the cost of a non-mana ability, you must tap an additional untapped permanent of that type.
That's why I said in the OP that I believe this would need to also include the word "Tap" to have the full functionality and not have to abridge anything.

I was thinking about wording it that way, but I felt this way was better for its throwback nostalgia in the wording composure.
Except it does not coz of absence of the T symbol.
