The idea here is that a rakdos+boros colaboration could make the perfect orzhov spy. At least until the ceremonial wine gets passed around.
You really want to put numbers not "No(ne), Some, All" "0, 1-3, 4" While it closes out some avenues of value it makes it clear how they interact with Edgewalker, Feroz's Ban, and Omniscience.
Wait, rereading that All ability. Are they supposed to get the previous abilities? If so then they are strictly out of Pie as the first ability is specifically something that the "third" color can't do. If not, then drop the "Also".
This mechanic seems a bit clunky.
If you dropped the mana costs down to 3, then you could do something like, "if you spent 1 do x, 2 do y or all do xyz", it would be easier to grok.

The only concern I have with this card is that I would never want to play this outsided of monored...its weaker with the most color it costs.
EDIT: The second one has an actually good ability in the NoBlue side...I rectify that you won't want to play in a monodeck and the 2 colors effect is better than mono and 3 colors versions

I think a Level Up style template would be best for this. I don't think 5Colors template is as good as this wants to be. It lacks the flare with the monotone text lists. For coherence, the card name would want to encase each ability. [Orzhov Spy gains haste until end of turn.] I think these particular costs are a bit polarizing. There's all kinds of means to do diverse things with three colors, and not just focus a single color too. This utility though is great.
Note you could still have the [All] option if this cost 2(G/U)(U/B), for example. You don't have to put the mana symbol in there because of the parameter descriptor, in the initial context of the ability. So a Level Up template could just have boxes that say [None] [Some] and [All].

I believe he explained that it was a Radkos Working with a Boros, becuase reasons, and they share the color red, and something like that

But it could just as easily be any combination of three colors, so I was more questioning how this would be structured as a cycle, since the there are 30 different possible manacost combinations of A/C A/C B/C B/C

There is not space for it, at least with the D20 template you can make more complex abilities than just giving keywords and ***** like that.

Gruul + Izzet = ( Intersects Red) = Simic
Azorius + Izzet =( Intersects Blue) = Boros
Orzhov + Dimir = ( Intersects Black) = Azorius
Rakdos + Golgari = ( Intersects Black) = Gruul
and so
There are 10 3-color combos, but the manacost combo of each combo can be arranged in three different ways.

I think this type of thing would warrant the dev team to inverse hybrid costs for these types of designs so they can all interlock.
