According to Skyscythe Engulfer flavor's text the good boy is still alive (Well sorta) and flying around the skies of Phyrexia, so.
Skithiryx, Ruinous Descender 3BB(B/P)(B/P)
Legendary Creature — Phyrexian Dragon Skeleton
Flying, haste.
Skithiryx enters the battlefield with four oil counters on it. For each (B/P) paid with life to cast this spell, it enters with one fewer oil counter.
As long as Skithiryx has one or more oil counters on it, it has toxic X where X is the number of oil counters on it. 3(B/P): Skithiryx deals damage to target creature equal to the number of oil counters it has. If a creature dealt damage this way dies this turn, proliferate. If life was paid tap it. Activate only as a sorcery and only once each turn. 4/4
Wow, that so roundabout. Would "has toxic X, where X is the number of poison counters you have" be the same?
Maybe, "where x is the number of -1/-1 counters on permanents you control"?
Even, why couldn't this just be "where x is equal to the number of oil counters on permanents you control"?
Makes it light and super good still. Would switch up indestructible for classic regeneration too, removing an oil counter from a permanent you control.
This might be too much of a callback. It's a beat-for-beat redo of the original simply reflavored to fit the current set. While you may want similarities when redoing characters they should also feel like new cards themselves.

I think this starts with too much oil. A flying haste toxic 4 for 6 mana is way too aggressive and, like user said, its almost a carbon copy of the original.
To differentiate, I'd make it something like:

I made some changes trying to balance on the things you posted so far:
I want to mantain the "if you paid life" mechanic and the 4/2 oil distribution on the card so I upped its cost by (B/P) in order to have a more varied mana cost 5 mana for toxic 2, or 7 for full toxic 4
I rehashed the last ability to make it a little bit different from its previous incarnation.

I was suggesting something like this. You're going off the beaten path and doing something avant garde, but this would have elements of prototype so it would come off cool and unique.

The psuedo-compleated here feels a little off since Nissa, Ascended Animist loses 2 counters for each 2 life paid, and this loses 2 counters whether 2 or 4 life was spent.
I'd change the cost of the creature to 3BBB(B/P) to avoid confusion, and make the destruction once per turn as a sorcery so that it doesn't get even more out of hand the turn after you cast it.

3 mana 4/4 flyier haste seems a little more powerful than you may think though (On top of all the other stuff it has) (Not to count that there are really easy and cheap ways to have 5 or more oil on the field by turn 3 (The Monumental Facade beign a great responsible for that)

Wait what? *Rereads Nissa* Oh haven't even noticed that, she is the only one with different text...well that is akward (And Nissa is actually less powerful that I first though)
Sure I can still save this, I'll like ehm remove a single oil for each 2 life paid and...now I'll have a 4/3/2 distribution to work with?
SS/OPT clause sure I forgot to add that, thanks for noticing.
My version didn't include any oil tokens for itself.
I know, I was only counting oil on other permanents, based on the cards we have that support the mechanic so far.
Any combinantion of card on this list gives you at least 5 oil on board for your version to come out turn 3 and hit for 5/7 poison:
Evolving Adaptive + Predation Steward + 1-2 The Monumental Facade (you only need 1 green at all to play all) == 7/9 poison counters
And the worst case scenario (Where no Facade is involved) still leaves you with at least 5 oils to 2KO an opponent
Ah! And your version also have a free profiferation attached to it, better you can hit for 10 poison for sure with that.
Skithiryx, the Blight Dragon was right on par having infect, and being able to deal out 4 poison counters for 6 mana. Only it doesn't provoke you to use any life for your bullheaded swing. With auto haste here, sure 4(B/P)(B/P) is still on par; or dare 3(B/P)(B/P)(B/P), tempting you to burn 6 life instead. I would question that at 4(B/P)(B/P)(B/P), where you're paying the mana, you begin losing gain from the original design. But the other things it has to offer are interesting. The price is tremendous though. You'll have to dish out 6 life after to regenerate/proliferate. But it is exciting to think about.
Not an multicard combo but a High synergy build where your original design gets to be too much of a pay off for how easy is to get Oil (And don't spend it)
Its like an energy counters thing all over.

You got me lost here, but I'll agree, 10 lifes to hit you for 10 poison and win the game? Sign me in.

In any case, adding 1 even would be fine. If it encourages people to pay the life and have means to make up for it, that's even better.
4 lifes for punching 5/7ish poison in the opponent in one blow is meanigless If you think about it.
