Exile target nonland permanent an opponent controls. Its controller reveals cards from the top of their library until they reveal two permanent cards. Choose one, then that player puts that card onto the battlefield, then shuffles all other cards revealed this way into their library.
The ability of this to just replace any card with a land a high percentage of the time is probably a little too good. I'd suggest it be either "non-land permanent cards" or "permanent cards that share a type with the exiled permanent".
Since you're not including colors that can flat-out destroy permanents this needs to replace the selected permanent with one that shares a type with it. Regardless, it's probably too cheap for standard but is possibly reasonable for modern masters or another release.
I think its too strong.
You get to exile your opponents best non-land permanent and replace it with the worst of 2 random ones.

I don't see anything wrong with it really. Kinda pushing with the cost. It wants to be like Maelstrom Pulse, but is too unlike it to relate.
